Anti-Piracy and the Use of Force
The recent incident involving the MV Enrica Lexie off the coast of India highlights the increasing carriage on merchant vessels of armed security guards (whether military personnel or private contractors) to ward off attacks by pirates and robbers. I will not speculate as to what may have occurred on board the tanker or on the fishing vessel where two individuals unfortunately lost their lives. Suffice it to say that this is a tragic incident for all involved.
DHS Secretary Visits Coast Guard
Department of Homeland Security Secretary Janet Napolitano visited Coast Guard Headquarters, on Jan. 22, to receive briefings from the service's senior leaders and to tour the Coast Guard's National Command Center. The Coast Guard was the first component agency of the department Napolitano visited following her swearing-in Wednesday as the department's third secretary. Napolitano was greeted by Coast Guard Commandant Adm. Thad.
