Cost/Benefit Analysis of 10+2 Proposal

The US Customs and Border Protection (CBP) posted the 214-page cost-benefit analysis of its proposed rule on advance trade data (more commonly referred to as the 10+2 proposal). In addition to the high cost and unquantifiable benefit, one of the more curious aspects is that CBP states on page ES-2 that it expects the new requirement to come into effect on April 1, 2008.
