BP says it has put a fleet of double-hull tankers back in service after two ships lost their anchors last month in the Gulf of Alaska. In fleeting operations, a towboat operator will frequently perform a maneuver known as "downstreaming," which involves positioning the boat above the fleet, then moving downstream with the current to land on a barge and remove it from the fleet.
