Linda Fagan Confirmed as First Woman USCG Commandant

Adm. Linda L. Fagan has been confirmed as the 27th Commandant of the U.S. Coast Guard, clearing way for her to be the first woman top officer in one of the military services. The Senate on Wednesday approved Fagan’s promotion, along with those of five other senior Coast Guard officers, by unanimous consent.Nominated for the role by President Joe Biden in April, Fagan will succeed Adm. Karl Schultz as head of the Coast Guard. Schultz, who has been Coast Guard Commandant since 2018, will retire at the end of this month.

Kenya Planning National Maritime Security Strategy

Kenya is working to create a National Maritime Security Strategy aiming to bring opportunities for social-economic growth, by safeguarding and promoting the blue economy and by providing a safe and secure operating environment for international maritime transportation.The roadmap to develop the strategy was agreed following an inaugural virtual meeting (21 July) organized by the International Maritime Organization (IMO) and attended by 16 participants, representing maritime stakeholders from all relevant ministries and agencies of Kenya.

Safe Operations, Proven Results

The recent editorial (MarineNews February edition) by Jeff Cowan entitled “The Articulated Tug Barge (ATB) Quandary” raised more than a few eyebrows here at the American Waterways Operators (AWO) and among AWO members who operate ATBs. Cal Maritime Security Officer Refresher Course

The U.S. Coast Guard National Maritime Center, through Det Norske Veritas, has approved a Vessel Security Officer (VSO) Refresher Course developed by The California Maritime Academy, a part of The California State University. The course, offered through Cal Maritime’s Sponsored Projects and Extended Learning (SPEL) Department, provides a refresher curriculum for maritime security personnel and is designed to facilitate the transition to the USCG mandatory training for Vessel Security Officers. Effective July 1, 2009 licensed mariners designated as Vessel or Ship Security officers will have to have either passed an approved Vessel Security Officer course, or taken an approved VSO Refresher course and either worked in the position of a VSO or have taken a VSO course.

ABS To Provide Security Certification For Dockendale Shipping

ABS has secured a contract with Bahamas-based Dockendale Shipping Company Limited to certify 33 of its vessels to the requirements of the International Ship and Port Security Code (ISPS). Dockendale has also requested that it be audited to the additional ABS security criteria for the award of the relevant class notation (SEC). The class notation is particularly advantageous for those vessels trading regularly to the US and for owners wanting to demonstrate the highest levels of security compliance. ABS Manager of Safety, Environment & Security Certification Capt. Patrick Falwell, praised Dockendale’s proactive approach towards meeting the new international security standard. “The deadline is 1 July of next year,” Fallwell pointed out.

Balancing Security, Safety and Commerce

Beginning with the introduction of a new Maritime Strategy for Homeland Security early in the new year and continuing with its realignment under the Department of Homeland Security in March as part of the largest reorganization of the federal government since the post-World War II era, the scope and scale of the Coast Guard's maritime, multi-mission, and military operations during the past year were nothing short of extraordinary. Coast Guard men and women rose to the challenge, bolstered by the largest mobilization of reservists in our history. Collectively, they fought the Global War on Terrorism at home as well as overseas.

News: MITAGS/PMI's Offers New Security Officer Training Program

The Department of Homeland Security has published an interim rule in the Federal Register and will issue its final rule on November 25, 2003. The rule is intended to implement strong Port State Control measures to aggressively enforce these regulations, including tracking the performance of all owners, operators, port facility managers, flag administrators and recognized security organizations. The MITAGS/PMI Security Officer Training incorporates this Interim Final Rule, the International Maritime Organization (IMO) amendments that contain the International Ship and Port Security Code (ISPS Code), which comes into effect in July, 2004, and the U.S. Coast Guard NVIC 10-02. The Coast Guard has concluded that they will impose their new requirements on many U.S.

MITAGS/PMI’s Offers New Security Officer Training Program

Glen Paine, Executive Director, the Maritime Institute of Technology & Graduate Studies (MITAGS) and Pacific Maritime Institute (PMI) has announced an upgrade in their Security Officer Training program which is now called, “Security Officer Training – Port Facility, Company and Ship.” Since September 11, 2001, the maritime industry has come under increasing pressure to improve security awareness and develop security measures appropriate to the threat level for all passenger and cargo vessels and the port facilities they call on. The Department of Homeland Security has published an interim rule in the Federal Register and will issue its final rule on November 25, 2003.
