Indian Ministry of Shipping to Promote Ease of Biz
Promoting ease of doing business has been at the core of the efforts of the Ministry during the year. Focus has beenonsimplifying procedures by removing irritants that make it cumbersome to carry on business smoothly. Obsolete Rules under the Merchant Shipping Act, 1958 weeded out: The Ministry of Shipping has decided to rescind 13 Rules under the Merchant Shipping Act, 1958 (as amended), having found them to be obsolete and unnecessary. Out of the 13 Rules, 6 has been rescinded and 7 have been pre-published before rescindments. Ship Repair Units no longer required to register with DG Shipping: The Ministry simplified the procedure and eliminated the requirement of registration of Ship Repair Units (SRUs) with Directorate General (Shipping).

Polar Code Focus at Arctic Conference
The Polar Code has been under development at the IMO for a considerable length of time but will reach fruition during 2014 after which it will be offered to the various nations to ratify. The Code seeks to provide a common reference for those ship owners, designers and â more importantly, perhaps â the ship users who will be operating inside the Arctic or Antarctic regions. The South Polar Region is already covered for a host of aspects by the Antarctic Treaty which has now been in force for many years.

Oceans '13 MTS/IEEE San Diego Preview

Special topics include an Ultra-deep track discussing current and prospective robotic technologies, plus a panel of scientists to consider research questions. ASTM Seminar on SOLAS and Navy Vessels
The ASTM International seminar, Fire Testing for SOLAS and Navy Vessels: New Test Procedures and Material Approval Process, will be held Dec. 7 at the Tampa Marriott Waterside in Tampa. Sponsored by ASTM Committee F25 on Ships and Marine Technology, the seminar will be held in conjunction with the committeeâs December standards development meetings. Major revisions to the International Code for the Application of Fire Test Procedures (FTP Code) were approved by the International Maritime Organization in December 2010. The revisions become effective on July 1, 2012, and all approval tests after June 30, 2013, must be to the revised procedures.

BIMCO Offers MasterClass Workshop
Delivered in co-operation with the Institute of International Shipping and Trade Law University of Wales Swansea, UK. This is the seventh of a series of innovative BIMCO Courses focusing on key aspects of maritime commerce. The workshops are designed for participants who already have some shipping experience and who wish to broaden their knowledge of the industry. Each workshop in the series consists of two or three full days of presentations by industry experts, combined with group discussions and case studies. Participants are expected and will be encouraged to contribute actively to the group discussions. At the end of each workshop, participants may take a short "open book" exam to assess their level of understanding of the subject matter.
Cal Maritime Leadership Symposium
Trade and transportation organizations with close ties to Californiaâs vital maritime industry will gather in Sacramento May 12-14 for the California Maritime Leadership Symposium. ADEC Proposes Passenger Vessel
Environmental Compliance Program The Alaska Department of Environmental Conservation (ADEC) issued a Public Comment Draft. This document proposes to make various changes to the stateâs Commercial Passenger Vessel Environmental Compliance Program. If adopted, the changes would, among other things, allow for online registration and clarify discharge information sought by the agency. Comments on the proposal should be submitted by April 18.
