Cutter to Receive New Commanding

OfficerCoast Guard Cutter Cypress is scheduled to host a change-of-command ceremony at 10 a.m. Friday at Coast Guard Base Mobile. Lt. Cmdr. Samuel R. Jordan will relieve Cmdr. Samuel "Duke" Walker, who took command of the Cypress in June 2002. Jordan reports to Cypress after serving at Coast Guard Headquarters in Washington D.C., in the Resource Directorate, as the cost management section chief. His most recent shipboard assignment was as the executive officer aboard the Coast Guard Cutter Buttonwood stationed in San Francisco.Walker will depart Cypress for Bahrain where he will serve as maritime interception operations coordinator for U.S. forces in the Middle East. The presiding official for the ceremony is the Eighth Coast Guard District Commander, Rear Adm. Robert F. Duncan.

Louisiana, Coast Guard Sign Maritime Safety Pact

According to a news press release from Governor Kathleen Blanco of Louisiana, officials from the U.S. Coast Guard and state of Louisiana formalized an important maritime security partnership Tuesday with the signing of a memorandum of agreement. The release stated that in August 2004, President George W. Bush signed into law the "Coast Guard Maritime Security Act of 2004" which, among other things, empowers any state or local government law enforcement officer who has the authority to enforce state criminal laws to also enforce violations of federal safety and security zones. Coast Guard Captain Retires After 30 Years of Service

Capt. Kevin L. Marshall is presented with the Legion of Merit by Rear Adm. Robert F. Duncan during Marshall's retirement ceremony held at Coast Guard Sector New Orleans on March 31. Marshall has served as the Eighth Coast Guard District chief of staff since November 2004. His area of responsibility included all or parts of 26 states, from St. Marks., Fla., to the U.S./Mexico border at Brownsville, Texas, and from the Gulf of Mexico to the Great Lakes. Scheduled to replace Marshall as Eighth Coast Guard District chief of staff is Capt. Ronald W. Branch.

‘Always Ready’: The Coast Guard’s Response to Hurricane Katrina

The Senate Committee on Homeland Security and Governmental Affairs conducted a hearing on the topic of ‘Always Ready’: The Coast Guard’s Response to Hurricane Katrina . Rear Admiral Robert F. Duncan , USCG, Commander, Eighth Coast Guard District, summarized the Coast Guard’s efforts to prepare for and respond to the hurricane. Coast Guard Commandant Testifies on Hurricane Response

United States Coast Guard Commandant Thomas H. Collins testified before the House Homeland Security Subcommittee on Science and Technology and the Armed Services Subcommittee on Terrorism, Unconventional Threats and Capabilities on responding to catastrophic events. His written statement identified the Coast Guard’s primary missions in disaster response (saving lives, security and reconstitution, hazardous material response, and support to other agencies), and discussed how the strengths and weaknesses of the organization affect its ability to perform them. Coast Guard Recognizes Heroic Mariners

Capt. Joseph Keiffer Jr.(center) is awarded the Coast Guard Meritorious Public Service Award by Rear Adm. Robert F. Duncan, Eighth Coast Guard District commander, Wednesday May 24, 2006 as Junior Rodriguez, St. Bernard Parish president, looks on at left. Keiffer, master of the towing vessel Black Beard, was recognized for his heroic efforts performed immediately following Hurricane Katrina. Keiffer and his crew successfully rescued and transported more than 2,000 flood victims from the city of Chalmette to Algiers Point, La. Through his cooperation and assistance, the Coast Guard and city officials were able to seamlessly coordinate the safe transit of these hurricane survivors.
