CVN 78 Ship Specification Signed

The Naval Sea Systems Command (NAVSEA) and the Program Executive Officer (PEO) Aircraft Carriers held a signature and awards ceremony on Sept. 5 at the Washington Navy Yard to commemorate the certification of the ship specifications for the CVN 78 Class Aircraft Carriers, which makes up the CVN 21 program.

NAVSEA's Ship Design, Integration and Engineering Directorate (SEA 05) led efforts, in cooperation with Northrop Grumman Newport News, the lead design shipyard, to develop the CVN 78 ship specifications with support from across the Navy Enterprise. The certification of the CVN 78 ship specifications marks a major milestone in the future aircraft design process and forms the basis of the technical data package used to prepare a ship construction contract. The ship specifications were certified at a Senior Stakeholder Board/Executive Steering Group meeting recently, after twelve months of specification writing and three months of intense reading sessions.

"A year and a half ago, we conducted a Lean event to streamline our process to prepare and certify the specs," Capt. Michael Schwartz, CVN 21 Program Manager, said of the signing. "The fact that we are here today with a completed product is a testament to that process, and to the hard work of many individuals in the 17 organizations represented at the spec signing ceremony."

The CVN 78 Ship Specifications were signed by Rear Adm. David Architzel, PEO Aircraft Carriers, and Rear Adm. Kevin M. McCoy, NAVSEA's deputy commander for SEA 05. "The ship specifications signed were the “culmination of years of development, negotiation and resolution of all technical and certification issues. The participants in the development of these products cut across NAVSEA, Naval Air Systems Command, the Space and Naval Warfare Systems Command and Northrop Grumman Newport News,” said Howard Fireman, NAVSEA's director of Future Concepts and Surface Ship Design Group. Goddard, NAVSEA's vice commander presented the CVN 78 Design Team an Award of Merit for Group Achievement in recognition of the significant accomplishment in the development of ship specifications. source: NAVSEA
