Navy Energy Conservation Awards Announced

The Secretary of the Navy has presented the Energy Conservation (ENCON) Awards for FY2003 in ceremonies conducted at the Navy Memorial in Washington, DC. These award winners represent Navy ships that have been singled out for outstanding execution of innovative energy conservation measures, and consistent reduction in energy consumption. Energy conservation awards were also presented to Navy shore activities and Marine Corps bases. Using Incentivized ENCON Energy Awareness, the fleet was able to reallocate over 1,160,000 barrels of fuel, to high OPTEMPO ships. In ship operating terms, this is equivalent to 22 “ship years” of underway steaming using energy conservation initiatives provided by NAVSEA’s ENCON Team.

The Navy’s Incentivized ENCON Team was also praised for their conservation performance by a worldwide Federal award program conducted annually by the Department of Energy’s (DOE) Federal Energy and Water Management Program (FEMP) and another by the Secretary of the Navy (SECNAV). The official award presentations were also made recently here in Washington, D.C.

The Honorable Wayne Arny, Deputy Assistant Secretary of the Navy (Installations & Facilities) and is also Acting Assistant Secretary of the Navy (Installations & Environment), commended the work of the energy winners, noting this year’s theme “leading by example” and the strong and determined efforts by all Navy commands. “Leadership is the engine that pulls this program along, with everyone on board… the winners are the people who have translated the vision of leadership into reality…as we salute them for their accomplishments, let’s remember that we all have the power to lead by example. In doing so, we can greatly improve the success of the energy program, the Department of the Navy’ s mission, and the state of environmental resources worldwide,” he said.

Through the work of it’s energy teams, the Navy has reduced its energy use by over 26 percent since 1985, saving more than a half-billion dollars, avoiding air and water pollution. The Navy is on track to reduce its energy use by 35% by 2010. The Navy’s Incentivized ENCON Team was the proud recipient of the prestigious White House Presidential Award in 2002. NAVSEA’s I-ENCON Program, through its extensive education and outreach program, is expecting an all-time record of fuel reallocation (cost avoidance) for FY2004. The team uses an ongoing series of video teletraining (VTT) workshops and seminars to showcase energy conservation techniques to Navy ships worldwide. Shipboard ENCON Program Manager, Hasan Pehlivan, said “Hundreds of men and women ashore and aboard ships worked hard to earn awards for their energy teams. They have brought determination to the goal of energy savings.”
