Cross Harbor Freight Movement Project EIS, New York City

As part of the Great Lakes and Lake Champlain Act of 2002, passed by Congress during the lame-duck session, $7 million has been allocated to fund the Environmental Impact Statement (EIS) for the proposed Cross Harbor Freight Movement Project. This project proposes building of a railroad tunnel under New York Harbor to link piers in Brooklyn with the rail head in New Jersey.
