Discharge of dry cargo residue in U.S. Great Lakes ports

The U.S. Coast Guard issued a Notice stating that the current enforcement policy allowing incidental discharge into Great Lakes waters of dry cargo residue expires on September 30, 2004. The Study mandated by Congress has been completed. The Coast Guard has initiated a rulemaking concerning such discharges, but the project will not be completed prior to the legislatively mandated termination of the current enforcement policy. 69 Fed.
