International Terrorism Victim Expense Reimbursement Program

The Office of Justice Programs (OJP) of the U.S. Department of Justice is proposing to establish an International Terrorism Victim Expense Reimbursement Program (ITVERP). The purpose of the program is to reimburse eligible direct victims (generally U.S. citizens) of acts of international terrorism that occur outside the United States for certain expenses associated with that terrorism. Reimbursable expenses would include medical care; mental health care; property loss; funeral and burial expenses; and certain miscellaneous expenses (up to the expense limits). Eligible claimants might include a U.S. seaman on a ship in a foreign port injured by the explosion of a terrorist bomb (such as the recent rocket attack in Jordan).
