UNCTAD Trade and Development Report The United Nations Conference on Trade and Development (UNCTAD) released its Trade and Development Report, 2003. Among other things, the report notes that the ‘fight against terrorism’ following the terrorist attacks of September 11, 2001 resulted in tightened administrative and security procedures and inspection of shipments at ports that slowed movement of goods and people.
