Chief of Naval Operations (CNO) Adm. John Richardson and Master Chief Petty Officer of the Navy (MCPON) Mike Stevens visited Sailors and toured naval activities in Norfolk, Va. Feb. 24. During a tour of BAE Systems Ship Repair Norfolk, CNO met with company leaders, shipbuilders repair personnel and Sailors repair to discuss current shipyard opportunities and challenges. "The workers who repair our ships, they are the foundation for our readiness," said Richardson. CNO and MCPON also held an all‐hands call with Sailors at Naval Station Norfolk to discuss the Navy's recently released guidance 'A Design for Maintaining Maritime Superiority,' and to answer Sailors' questions. "I think it's a natural step in the larger program to integrate women into the services," said Richardson.

The U.S. Navy completed tests on the GhostSwimmer unmanned underwater vehicle (UUV) at Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS), Dec. 11. GhostSwimmer is the latest in a series of science-fiction-turned-reality projects developed by the chief of naval operations' Rapid Innovation Cell (CRIC) project, Silent NEMO, an experiment that explores the possible uses for biomimetic, unmanned underwater vehicles in the fleet. SUNY Maritime College President Rear Admiral Wendi B. Carpenter, USN (Ret.), announced on Friday, September 6, 2013, that she will step down shortly after the completion of the Fall semester. Admiral Carpenter has served as President since August 31, 2011, and has decided to step down in order to have more time for family and to pursue both personal and professional priorities and passions. SUNY Chancellor Nancy Zimpher will work with the College to form a search committee and will ensure leadership at the campus continues uninterrupted.

Secretary of the Navy Ray Mabus announced the new President of the Naval Postgraduate School July 16. Vice Adm. (retired) Ronald A. Route will replace NPS Interim President Rear Adm. Jan E. Tighe on a date to be determined later this year. Tighe will return to the Office of the Chief of Naval Operations in Washington D.C. "Admiral Route is the right leader for the job. His exemplary naval service of 36 years is invaluable to the position and I trust him to expertly guide this institution as they continue to provide the high-quality, relevant and unique advanced education and research opportunities that make our Naval forces the best in the world," said Mabus. Route goes to NPS with more than 20 years of leadership at the executive and operational levels.

The State University of New York Board of Trustees on June 30 unanimously appointed Rear Admiral Wendi Carpenter, USN, president of State University of New York (SUNY) Maritime College. Admiral Carpenter is currently serving as the Commander of the Navy’s Warfare Development Command. The SUNY Board of Trustees voted on her appointment at a special meeting held on Thursday, June 30, 2011. Rear Admiral Carpenter is the first woman to serve as president of  SUNY Maritime College. Rear Admiral Wendi B. Carpenter is the daughter of an Air Force veteran of WWII, Korea and Vietnam. Raised throughout the United States, she graduated from the University of Georgia in 1976 with a bachelor of science degree in psychology. Carpenter was commissioned in 1978 through Aviation Officer Candidate School in Pensacola, Fla. and in July 1979 was designated a Naval Aviator. Graduating at the top of her class, she was assigned as the Navy’s first Selectively Retained Graduate Instructor Pilot (SERGRAD) in the T-44 aircraft at VT-31, NAS Corpus Christi, Texas.

In the fall of 1999, the situation in East Timor was tense. The United Nations mission was cut off from reinforcement and resupply, with 430 miles of open ocean between the chaotic Indonesian island and the UN's nearest supply base in Darwin, Australia. Then the Royal Australian Navy's Jervis Bay, a fast ferry built by INCAT Australia Pty., Ltd. and chartered by the Navy, came to the rescue. Making hundreds of crossings in an average of 11 hours for each trip, with an average speed of 43 knots fully loaded, the 292-ft. wave-piercing catamaran's performance "stunned" the United States Seventh Fleet representatives attached to the UN mission, according to RAN personnel.

The American Shipbuilding Association has long bemoaned the level of U.S. Navy funding, arguing that the amount of spending on new ships would, in the future, leave the force woefully under-equipped to handle its duties of defense. Though the ASA is but the lobbying voice of the country's "Big Six" shipbuilders — by consolidation now reduced to, in effect, the Big Two — would be the primary beneficiaries of a spending splurge, it now seems the arguments presented were visionary, as the U.S. enters a gray area in international relations with the recent terrorist attacks in New York and Washington and the resultant war in Afghanistan.

The efficient adoption and integration of leading edge, off-the-shelf technologies; seamless cooperation among military branches and entities; and procurement of a vessel, in record time, on a "handshake ... with the paperwork later" is not the commonly held perception of the U.S. Navy. But the work being conducted in Newport, Rhode Island, home of the Navy Warfare Development Command (NWDC) under the leadership of Rear Admiral Robert G. Sprigg - simultaneously developing Concept, Technology and Doctrine - is anything but common. Those companies that belabor the arduous conditions prevalent in business today will literally be left on the docks when the pace picks up during the coming year. All signs seem to point towards the start of economic recovery in the U.S., though the ripple effects will take some time to filter through to maritime and offshore businesses. The Navy Warfare Development Command awarded Alion Science and Technology three contracts, totaling $16.3m, for technical support services for the Joint Semi-Automated Forces program (JSAF), non-JSAF-related modeling and simulation work and networking and system administration support. The indefinite-delivery/indefinite-quantity contracts, which were awarded on July 1, each include a base year and four, one-year options. If all options are exercised, the total contracts would be worth $86.6m. Under the Lot I contract, Alion will provide technical support tasks related to JSAF, the Navy’s core simulation tool used for training and experimentation.

Booz Allen Hamilton, McLean, Va., is being awarded an estimated $8.7m multiple award contract to provide non-personal engineering and technical services in support of the Navy Warfare Development Command, Fleet Forces Command and its components as they relate to their mission of Concept and Doctrine Development and Coordination, SEA TRIAL Coordination, Experimentation, Analysis, and Modeling and Simulation in support of Navy transformation.This contract contains options, which if awarded, would bring the total estimated value of the contract to $46,475,489. Work will be performed in Newport, R.I. (70 percent); but may include tasking in San Diego, Calif. (10 percent); Norfolk, Va. (10 percent); Suffolk, Va.

The 313-ft. Joint Venture, on charter from Bollinger/Incat USA, is a high-speed troop and equipment transport which has multi-mission, multi-purpose capabilities.

The Australian marine industry is noted for building large, fast, efficient vessels, primarily for commercial ferry purposes. But as coastal patrol needs grow, so too do the military applications for these amazing breeds. Following is a brief review of some of the recent news from Down Under. Hobart-based shipbuilder Incat is emerging from a challenging year with news of not one, but two orders for the United States military. Just three weeks after the U.S. Army Tank-Automotive and Armaments Command (TACOM) announced the lease of their first Theater Support for the Army from Bollinger/Incat USA. Military Sealift Command (MSC), Washington, D.C., also announced a contract for a 322-ft. (98-m) craft from Bollinger/Incat USA, to support U.S. Navy Mine Warfare Command.

The U. S. Military Sealift Command has chartered a 319-ft. (97.22M), high speed catamaran theater support vessel (TSV), now under construction at Hobart, Tasmania, Australia from Bollinger/Incat USA, LLC, for use as a test platform by the U. S. Navy’s Mine Warfare Command. The one-year lease has options for up to an additional 47 months and is the third similar vessel chartered from Bollinger/Incat by elements of the U. S. Department of Defense. “We are delighted with this new contract,” said Chris Bollinger, President of Bollinger/Incat, “as it is an affirmation of positive, on-going test results of Incat hull 050, JOINT VENTURE (HSV-X1), the first vessel chartered by the U.

Incat has confirmed a contract for with the U.S. Military. Military Sealift Command, Washington, D.C., is the contracting arm that will lease the craft from Bollinger/Incat USA, LLC, Lockport, La., to support U.S. Navy Mine Warfare Command. The contract comes just three weeks after the US Army Tank-Automotive and Armaments Command (TACOM) announced the lease of their first Theater Support Vessel TSV –1X Spearhead (Incat hull 060) for the Army from Bollinger/Incat USA. The craft will be developed from a part built commercial vessel (Incat Hull 061) currently under construction at the Hobart, Tasmania shipyard with delivery of the vessel to Ingleside, Texas in June, 2003. Dynamics Research Corp. has received a $3 million contract from the United States Coast Guard to develop improved processes for Coast Guard missions. The contract is a five-year blanket purchase agreement for Andover, Mass.-based Dynamics. Dynamics will develop a universal task list that will include a common language for communication and coordination to improve the Coast Guard's management of workflow, productivity and risk management. The Andover-based technology services company will also develop mission essential task lists for various Coast Guard commands. The company has previously done task list management for the U.S. Navy's Warfare Development Command. For its second quarter, Dynamics earned $3.3 million, or 36 cents per share, on revenue of $76.2 million.
