US Dredging: Plenty of Issues, New WRDA on the Way
2024 marks another year for development of a biennial WRDA bill—Water Resources Development Act, critical legislation for the Nation’s waterways, ports and harbors. WRDA encompasses a range of issues, from environmental regs to energy use to agriculture and, of course, a focus on projects critical for economic growth.Because these are dynamic and timely issues, Congress and the maritime sector like to keep WRDA on a two-year reauthorization timeline. Indeed, the House Transportation & Infrastructure Committee, December and January, held three WRDA information hearings.
BOEM Announces Review of Proposed Vineyard Northeast Project
The US Bureau of Ocean Energy Management (BOEM) will initiate an environmental review of Vineyard Northeast’s proposed offshore wind energy project, located 29 miles offshore Nantucket, Massachusetts at its closest point. BOEM estimates the proposed project would generate up to 2,600MW of electricity, enough to power more than 900,000 homes with clean renewable energy. The approximately 132,370-acre Lease Area is located some 29 miles (mi) from Nantucket and approximately 39 mi offshore Martha’s Vineyard…

Norway Offers $193 Million Funding to Arctic Floating Wind Farm Project
A floating offshore wind farm planned in Arctic waters on Friday received 2 billion Norwegian crowns ($193 million) in state funding, with Norway viewing the still costly technology as a key contributor for industry development and emission cuts. The GoliatVind project in the Barents Sea, consisting of five 15 megawatts turbines and seeking to supply power to the Arctic town of Hammerfest, beat out six other applicants in a tender by government agency Enova.Norway hopes that floating offshore wind will provide an industrial future for its offshore supply industry as well as a means of cutting e
US Offshore Wind: Down but Not Out
“The winds of change are blowing wild and free.” – Bob DylanIn the U.S. offshore wind industry, developments over recent months have placed an exclamation point on the word “wild”. Yes, the wind still blows “free”, but mounting challenges have proven that harnessing its power offshore is anything but. In fact, far from it, as rising materials costs, high interest rates, labor shortages and supply chain delays, among other issues, have delivered heavy blows to the commercial viability of several projects.
Will 2024 Settle the Turbulence of US Offshore Wind?
There is no denying that 2023 was a challenging year for the U.S. offshore wind market. Citing macroeconomic factors including high inflation, rising interest rates, and supply chain bottlenecks, Ørsted announced on October 31 that they were ceasing the development of the Ocean Wind 1 and Ocean Wind 2 projects, which were scheduled for construction off the coast of New Jersey. Unfortunately, the troubling news has continued into the new year, with Equinor and BP announcing on…
Three Questions: Matt Tremblay, VP, Global Offshore Markets, ABS
The American Bureau of Shipping dominates the global market in the classification of Floating Production. Offshore Engineer recently sat with Matt Tremblay, ABS’ Vice President of Global Offshore Markets, at American Bureau of Shipping HQ in Houston for his insights on market drivers and technical trends in this dynamic market.Matt, big picture, how do you see the Floating Production market developing in the coming years? At a macro level, I think we're going to be supply limited over the next five years.

Yantai Dual-fuel Methanol WTIV Design Receives ABS Approval
Classification society ABS reports it has issued approval in principle (AIP) to Chinese shipbuilder Yantai CIMC Raffles Offshore Ltd. for its design of a dual-fuel methanol, heavy-duty, offshore wind turbine installation vessel (WTIV).The WTIV is capable of transporting and installing the largest wind turbines in the world, those capable of producing up to 20 megawatts (MW) of electricity, and promises to reduce carbon emissions with its dual-fuel methanol propulsion system. The design also features a 3…
Maine Selects Sears Island as Preferred Site for Floating Wind Port Facility
The government of Maine has selected a section of state-owned area on Sears Island as its preferred site for a port facility development that will support the floating offshore wind industry. The selection of the site, announced by the Governor of Maine Janet Mills, follows an extensive public stakeholder process led by the Maine Department of Transportation and Maine Port Authority to consider the state’s primary port development options, including multiple potential sites in the Port of Searsport…
Jumbo Offshore Awarded Monopile Removal Contract in Taiwan
Jumbo Offshore has been awarded a contract by Yunneg Wind Power Co. (YWPC) for the removal of monopiles at the Yunlin Offshore Wind Farm in Taiwan. The contract award represents an expansion of the company’s existing scope, which has involved transport and installation of the project’s transition pieces.Under the amendment, some monopiles, which were installed during an earlier project phase, are to be removed approximately 3m below mean seabed level. To undertake this scope, Jumbo…
HAROPA Begins Work on Shore Power Connections at Le Havre Cruise Terminal
HAROPA PORT has started working on the construction of electricity supply connections for ships at the Le Havre cruise terminal. The purpose of the work planned for HAROPA PORT’s cruise terminal, dubbed Florida Point, is to assist the energy transition in the sea cruise sector, which goes in line with the port’s strategic project decarbonize its activities. Each supply outlet will be capable of providing up to 13 MW, subject to a maximum of 30 MW (or the equivalent of the power required to supply 5…
US Finalizes Two Offshore Wind Energy Areas in Oregon
The Bureau of Ocean Energy Management (BOEM) on Tuesday finalized two wind energy areas (WEAs) in the offshore Oregon region, aligning with government goals to deploy 30 gigawatts of offshore wind power along U.S. coastlines this decade to fight climate change. The two WEAs, Coos Bay WEA and Brookings WEA, are spread across 195,012 acres (78,919 hectares) and "the department continues to take steps to evolve its approach to offshore wind to drive towards union-built projects and a domestic-based supply chain," said the agency, which is part of the U.S.

Wind Power Outpaces Gas Plants in Europe
Wind power production outpaced gas plants in Europe for the first time last year as fossil fuel electricity generation plummeted, cutting the region's carbon emissions, data from think-tank Ember showed.Europe is ramping up its renewable electricity generation as part of efforts to wean the bloc off Russian fuels and to help meet its climate goal of net zero emissions by 2050.Europe's fossil fuel power generation fell by a record 19% year-on-year in 2023, with gas-fired electricity production down 15% and coal electricity production down 26% the report by Ember showed. At the same time wind pow
Researchers Warn on Eutrophication Potential of Ammonia
Switching to ammonia as a marine fuel could create new problems, according to a new study undertaken by researchers from Chalmers University of Technology in Sweden. The researchers carried out life cycle analyses for batteries and for three electro-fuels (hydrogen, methanol and ammonia). Eutrophication and acidification are some of the environmental problems that can be traced to the use of ammonia – as well as emissions of laughing gas (N2O), which is a very potent greenhouse gas.Ammonia (NH3) is a carbon-free fuel and has the advantage of a higher energy density than, for example, hydrogen.
