Op/Ed: Act Now to Avoid BWMS Compliance Risks

Lately, I have been reading reports regarding the United States Coast Guard’s (USCG) escalating enforcement of ballast water discharge violations. In the first case, the USCG initiated a civil penalty proceeding against a bulk carrier for discharging ballast water in Washington State without using a USCG Type Approved Ballast Water Management System (BWMS) or other approved means. The USCG proposed the maximum penalty of $38,175. In a more recent case, the USCG issued a $5,000 fine for a similar unauthorized ballast water discharge in Oregon.

Consolidated Marine Management (CMM) take delivery of 'King Gregory', first of two fuel-efficient medium-size tankers from Hyundai Mipo. The 52,000 dwt King Gregory, is the first of two medium-range (MR), IMO II & III-class oil/chemical tankers contracted by Latsis Group's Consolidated Marine Management. The ship features the latest equipment and technology to cope with new environmental requirements and energy-saving demands, according to Kostas Vlachos, Consolidated’s Chief Operating Officer.

Ballast Water Treatment – The Evolution of the Technology Market

The development of systems for the onboard treatment of ballast water has been under way since the late 90’s. By water treatment process equipment standards, the market may no longer be embryonic, but it is still in its infancy. The initial offerings involved the obvious process migration from other high flow treatment applications in the industrial and municipal markets such as UV, electrochlorination, other chlorine compounds, and ozone. This was followed soon after with integrated process systems combining these and other techniques. Due to the unique operating environment onboard, other methods soon evolved that utilized process equipment from other ship applications such as inert gas and oxygen stripping systems.

Hansa Shipping Equips Four New Vessels With CleanBallast®

Bremen – After careful comparison and in-depth analysis, German owner Hansa Shipping and Chinese shipyard Jiangsu New Yangzi Shipbuilding have decided to equip four new 4,800 TEU vessels with the German ballast water treatment technology CleanBallast® by RWO, a subsidiary of Veolia Water Solutions & Technologies. The plants will be delivered during the course of 2012. “We have picked RWO knowing that we are dealing with a sensitive and important task for the Future,” said Dejan Golub, Superintendent of Hansa Shipping GmbH & CO KG.

NAMEPA Present Award to U.S. Coast Guard

September 21, 2009 Clay Maitland, Founding Chairman of the North American Marine Environment Protection Association (NAMEPA), announced that the United States Coast Guard is the recipient of NAMEPA’s 2009 Marine Environment Protection Award. The award will be presented at NAMEPA’s Awards Dinner to be held in New York in conjunction with the 2009 World Maritime Day Parallel Event on October 16th. Commandant Allen will be present to accept the award. The NAMEPA Marine Environment Protection Award is given in recognition of an individual or organization’s efforts on behalf of preserving the marine environment as exemplified by a commitment to a program which has specific objectives set for environmental performance and improvement…

Carnival to Pay $18M for Oil Pollution

Carnival Corp. of Miami, Fla., which operates 40 cruise ships including those of the Carnival Cruise Lines, pleaded guilty on April 19 to falsification of oil record books on several of its ships. The company will pay $18 million in fines, $9 million of which will be used for a variety of environmental community service projects. Carnival was also ordered to implement and enforce a new corporation-wide environmental compliance program. The falsifications occurred on numerous occasions between 1996 and 2001, during which period employees ran fresh water past the sensors in the oil water separators of Carnival ships, generating false oil concentration readings. As a result, the sensors failed to activate a diversion valve which would have otherwise kept the contaminated water on board.

Ballast Water Treatment Through Biodispersion

The process of bioremediation of waste oil through patented biodispersion technology, consists of a breakthrough in ballast water treatment, which has been discovered via research based on the evaluation of SpillRemed (Marine), which was developed on the basis of biodispersion technology for remediation of bilge water on boats and ships in an effort to develop an environment friendly solution to the problem of operational discharges by ships. Biodispersion Is Viable Option for Floating Oil Treatment

It is estimated that as much as 30,000 tons of oil enter the seas every year, with about 62 percent coming from the industrial sector and 22 percent from ships. The marine industry, in particular, has worked fastidiously over the past 10 years - driven in large part by OPA 90 and other regional, national and international legislative measures - to ensure that oil never enters water. EnSolve Completes First European Petroliminator Installation

EnSolve Biosystems has completed its first European trial of its IMO and USCG approved PetroLiminator® Oil Water Separator. The PetroLiminator 100 was fitted in May of this year aboard United European Car Carrier's M/V Autopremier while dry-docked in Poland. The Autopremier has been operating in Northern European waters, where the OWS has successfully discharged over 12,000 gallons (45m3) of post-treated bilgewater in the first month of operation. Manager, Jeff Argent, stated, "The PetroLiminator has been processing all of the ships' oily bilgewater with little to no maintenance, allowing the Chief Engineer to spend time on other issues. NCL Pays Fine for Cruise Pollution

As a result of its voluntary reporting of irregularities, Norwegian Cruise Line Limited (NCL) has reached an agreement with the U.S. Attorney's Office for the Southern District of Florida and the US Department of Justice to plead guilty to a single count of violation of Title 33, U.S.C., Section 1908, for the knowing failure to maintain an accurate Oil Record Book aboard the S.S. Norway prior to May 2000. Under the plea agreement, NCL has agreed to pay a fine of $1 million, be placed on probation, and maintain a comprehensive environmental compliance plan. Bilge Water Treatment Unit Approved By LR

Lloyd’s Register has certified the first ever bolt on bilge polishing system designed to bring poorly functioning shipboard oil/water separators (OWS) into compliance with the strictest discharge requirements in the world. The Mycelx Technologies “SUB 5” Systems were awarded a LR Type Approval Certificate for being able to bring the strong oil emulsion specified by the International Maritime Organization’s (IMO) MEPC 107(49) Type C Oily Bilge Emulsion down from 3000 ppm to 0-5 ppm at flow rates up to 2.5 m3/h. As of January 1, 2005 the IMO will require that all newly built vessels over 400 gross tonnage carry an OWS, which meets their stringent new standards. The standards will also apply to all new installs and major retrofits of oil water separators on existing vessels.
