Here’s some good news for America’s sea power. While the U.S. Navy has initiated another review of its 30-year shipbuilding plan in the face of widespread dissatisfaction, one element within that plan has been praised: the decision to provide funding for continued construction of amphibious warfare ships. These vessels offer unmatched flexibility and the capability of transporting, deploying, and supporting ground combat forces – typically U.S. Marine Corps – to conduct amphibious assaults, humanitarian operations, or disaster relief missions.

Whidbey Island-class dock landing ship namesake, USS Whidbey Island (LSD 41) held a decommissioning ceremony at Joint Expeditionary Base Little Creek-Fort Story, Va. on July 22 before its inactivation next month.The ship’s decommissioning ceremony was held on the quay wall, alongside the moored USS Whidbey Island. The ceremony was attended by nine of her previous Commanding Officers and over 50 plankowners. “The last crew of Whidbey Island performed with great dignity and resiliency,” said Cmdr. Matt Phillips, the ship’s final commanding officer.

(ESG) announced it has completed the first of three new Staten Island “Ollis Class” ferries for the City of New York Department of Transportation (NYCDOT) Staten Island Ferry Division. The MV SSG Michael H. Ollis, Hull 219, departed ESG’s Port St. Joe, Fla. facility fully certified and passenger ready.Dann Ocean Towing’s Colonel is towing the ferry on a 12-dray trip to New York City. Upon arrival, the ferry will be staged at Caddell Dry Dock for cleaning and another round of trials and training.

European Union Naval Force (EU NAVFOR) Somalia officially welcomed the ESPS Canarias as she began her most recent deployment with Operation Atalanta.The ESPS Canarias will sail with Operation Atalanta alongside the ITS Marceglia from the end of July 2019 until early November 2019, countering piracy and monitoring fishing activity off the Somali coast.Spain continues to show its commitment to the defense of international rights in the Area of Operations and has contributed naval assets, air assets and personnel to Operation Atalanta since its inception in 2008.The frigate “Canarias” (F-86) is the sixth and last unit of those which make up the 41st Squadron of Escorts class, “Santa María.” She was delivered to the Spanish Navy in December 1994.

Merchant mariner numbers may be at a low in the U.S., but the men and women of the Ready Reserve Force (RRF) have increased their operating days by 245 percent from Fiscal Year (FY) 2016 to FY 2017.This year’s missions have included some of the largest ammunition movements since the Vietnam War – which the RRF crane ships are exceptionally cut out for; unit resupply to various theaters around the world, and movement of rotating forces including supporting the Canadian military.

Change is inevitable, especially in Washington, DC, and particularly within the U.S. Army Corps of Engineers. Waterways Council, Inc. (WCI) is a strong partner with the Corps, as navigation is a critical business line within its Civil Works’ mission. Over the last year, we have seen some of the Corps’ best and brightest officers and civilians retire after decades of service to the Army, to the Corps of Engineers, to the inland navigation industry and of course, to the nation.

The Panama Canal’s impact on shipping routes and vessel sizes since it opened in 1914 is undisputed. This will continue with the opening of a third channel for larger vessels in 2016. This briefing examines the risk management impact of this expansion on the maritime industry. Why is the Panama Canal Expansion Significant? The Panama Canal’s $5.25 billion expansion increases the maximum vessel capacity and enlarges the overall volume of transported freight. Existing locks can handle ships up to 106 ft. wide, 965 ft. long, and 39.5 ft. of draft.

Vice Adm. Nora Tyson relieved Vice Adm. Kenny Floyd as commander, U.S. 3rd Fleet during a change of command and retirement ceremony held on Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76) while pierside at Naval Air Station North Island in San Diego July 24. During the ceremony, Floyd retired from active duty after 35 years of honorable naval service. He assumed command of U.S. 3rd Fleet in May 2013. The United States Congress this week enacted the strongest statement of support for the Jones Act and the American domestic maritime industry since the Merchant Marine Act of 1936. The measure was included as part of the National Defense Authorization Act (H.R. 3979), which noted that the national security benefits of the domestic maritime industry and the Jones act are “unquestioned.” The bill states that the Jones Act and the American domestic maritime industry are vital to “the national security and economic vitality of the United States and the efficient operation of the United States transportation system.” The legislation has been approved by the U.S. House of Representatives and the Senate and is expected to be signed into law by the President.

The George H.W. Bush Carrier Strike Group (GHWB CSG) transited through the Suez Canal marking the end of more than seven months of Maritime Security Operations (MSO) in the U.S. 5th Fleet area of operations (AOO), Oct. 27. Commanded by Rear Adm. DeWolfe Miller, GHWB CSG comprises aircraft carrier George H.W. Bush (CVN 77), Carrier Air Wing 8 (CVW 8), Destroyer Squadron 22 (CDS 22), guided-missile cruiser USS Philippine Sea (CG 58), guided-missile destroyer USS Truxtun (DDG 103) and guided-missile destroyer USS Roosevelt (DDG 80). GHWB CSG deployed Feb. 15 from homeports in Norfolk, Virginia, Mayport, Florida, and Whidbey Island, Washington, as part of a routine deployment of forces.

Chairman Duncan Hunter (R-Calif.) and the Subcommittee on Coast Guard and Maritime Transportation are scheduled to hold a hearing today on “The Status of the Merchant Marine”. Below are Hunter’s opening remarks. The Subcommittee is meeting today to review issues impacting the U.S. merchant marine, the important role it plays in our economy and national security, and ways we can work together to strengthen and expand the merchant marine. The U.S. maritime industry currently employs more than 260,000 Americans, providing nearly $29 billion in annual wages. There are more than 40,000 commercial vessels currently flying the American flag.

The American Bureau of Shipping (ABS) informs that it has entered into a new Memorandum of Agreement (MOA) establishing the policies and procedures regarding the survey and classification of the National Defense Reserve Fleet (NDRF). The agreement expands the working relationship that has existed between ABS and MARAD since the agency's inception in 1950, updating the last MOA signed in 1999. The new agreement, signed by Maritime Administrator Paul N. Jaenichen and ABS Chairman, President and CEO Christopher J. Wiernicki, lays out several significant changes that will improve the efficiency and effectiveness of the ABS-MARAD relationship.
