The U.S. Army Corps of Engineers today announced that Major General Carl A. Strock, Director of Civil Works, has signed the Record of Decision (ROD) for the Columbia River Channel Improvement Project. Construction of the navigation improvements and associated ecosystem restoration features may now proceed after a cost-sharing agreement is signed. Issuance of the ROD -- a written public record under the National Environmental Policy Act explaining why the agency has decided upon a particular course of action - clears the way for the Corps' Portland District to begin work improving the federal navigation channel that stretches 103 miles between the Pacific Ocean and Portland, Ore., and Vancouver, Wash.

USACE Plan for Upper Mississippi, Illinois Waterways
The Army's Chief of Engineers, Lt. Gen.Carl A. Strock, approved yesterday a Chief of Engineers Report that offers a framework for ecosystem restoration and navigation improvements on the Upper Mississippi River and Illinois Waterway. His report has gone to the Secretary of the Army for review and submission to Congress. "We have benefited from a collaborative approach with other federal and state agencies, non-governmental organizations and the public in developing our recommendations," Lt. Gen. Strock said. "I am especially pleased that the study results enjoy the solid support of our non-federal sponsors, and I believe the independent review from the National Research Council has strengthened our effort.
USACE Releases Actions for Change
The commander of the United States Army Corps of Engineers (USACE) signed and released the 12 Actions for Change, a set of actions that the Corps will focus on to transform its priorities, processes and planning. “Hurricane Katrina’s disastrous impact upon the Gulf Coast and the New Orleans region served as a very sobering wakeup call for the Corps and the nation in how we have prepared for natural disasters and where we have accepted risk,” said Lt. Corps of Engineers Budget Briefing
The United States Army Corps of Engineers will hold a press conference to release details of President Bush’s Fiscal Year 2007 budget for the Corps’ Civil Works program is scheduled for today, February 6 from 3 to 4 p.m. The press conference will take place at the USACE headquarters in the General Accounting Office building in Washington D.C. John Paul Woodley, Jr., Assistant Secretary of the Army (Civil Works), and Lt. Gen. Carl A. Strock, USACE commander, will speak at the press conference. Other key individuals available for comment will include Maj. Gen. Don T. Riley, Director of Civil Works, Ms. Claudia Tornblom, Deputy Assistant Secretary of the Army (Management and Budget) in the Office of the ASA(CW), and Mr. Gary A.
