Oil Spill Response in Seattle's Salmon Bay

The U.S. Coast Guard and Washington State Department of Ecology continue to oversee the cleanup and investigate the cause of an oil spill that appeared earlier this week in the Ballard Mill Marina, on Salmon Bay, along the Lake Washington Ship Canal. The Coast Guard and Ecology received reports Monday morning of oil, accompanied by strong petroleum odors in the waters. No one has come forward to take responsibility for the spill, and the Coast Guard has utilized the federal Oil Spill Liability Trust Fund to hire Global Diving and Salvage to conduct the cleanup. The Coast Guard and Ecology have established a unified command to plan and oversee cleanup work.

Tesoro Refining Wins 2011 Long Beach Oil Spill Case

Freeman Freeman & Smiley say that its lead trial attorney  Robert S. Crowder (assisted by attorneys Russell R. Fisk and John D. Van Ackeren) have celebrated a win with their client, Tesoro Refining & Marketing Company LLC in a lawsuit filed by Plaintiffs North of England Protecting & Indemnity Association Limited, United Africa Petroleum Limited and General National Maritime Transport Company. Plaintiffs brought claims as insurer, owner and operator of the Libyan Motor Tanker Aljalaa for cleanup costs associated with an oil spill which occurred at Tesoro’s Long Beach, California, terminal on February 21, 2011. Great Lakes Joint Security/Oil Spill Response Exercises

The Coast Guard, along with other federal, tribal, state and local agencies, is conducting a full-scale, anti-terrorism and oil spill response exercise in the Port of Duluth-Superior Aug. 28-29, 2013. In addition to Coast Guard Marine Safety Unit Duluth, participants in Operation Peeking Duck will include maritime industry representatives from the states of Minnesota and Wisconsin, oil spill response agencies, as well as representatives from fire, emergency management and local law enforcement agencies.

Crowley Tug Pathfinder Stable after Spill

The Crowley tugboat Pathfinder, which grounded the night of Dec. 23 on Bligh Reefin Alaska, was stabilized on Dec. 25, at anchor near Busby Island surrounded by oil spill containment boom. A salvage team from TITAN Salvage has arrived at the scene and is evaluating the damage to the tug in preparation for lightering the remaining diesel fuel from two ruptured tanks to another vessel. A light sheen of diesel fuel has been observed outside the boom containment area and is being recovered with skimmers and absorbents. No impacts to wildlife have been observed or reported.

M/V Songa Hua Oil Cleanup Continues in Puget Sound

Response teams continue to clean up an oil spill around and underneath Pier 91 at Smith Cove in Elliott Bay today. The main area of impact of the oil appears to be contained underneath Pier 91 of the Port of Seattle. The cleanup is being coordinated with the Port of Seattle. The assessment and labor intensive cleanup of the impacted shoreline is to continue into Friday and possibly the weekend. Cleanup crews are aggressively working to remove all the spilled oil on the deck and hull of the Songa Hua, and have recovered approximately one gallon of the spilled intermediate fuel oil from Elliott Bay, while oil stains and some recoverable oil are visible on the cement pilings underneath pier 91 and along the rocky "rip-rap" on the shore.

Washington State- New Oil Spill Prevention and Response Rules

The Washington State Department of Ecology issued amendments to its regulations regarding oil spill prevention and response. The oil spill contingency plan rules are being revised to require companies to demonstrate that they can rapidly mount an effective response if oil is spilled. The facility oil handling standards and the vessel oil transfer advance notice and containment requirements are being revised to require, among other things, placement of oil spill containment boom around barges, ships, and other vessels when they are delivering or taking on oil. Washington State Bolsters Spill Prevention and Response

In anticipation of adopting new safeguards regarding oil transfers over water and early spill response requirements, the Department of Ecology (Ecology) has added new spill prevention inspectors, a spill responder and a contingency plan reviewer to oversee mobile oil facilities. For the first time, Ecology is stationing a vessel and oil-handling facility inspector and a hazardous material responder in Bellingham. Both positions will focus on prevention and response activities in Island, San Juan, Skagit and Whatcom counties. There are three oil refineries and two oil pipelines in the region that generate heavy ship traffic in northwest Washington. To prevent oil spills in the Puget Sound and lower Columbia River, the department has added four inspectors.

Crowley Takes Delivery of PRT Tug

Crowley Marine Services recently accepted the delivery of Alert - the first of a trio of new 140 ft. 10,192-hp Prevention and Rescue Response Tugs (PRT's) under contract with the Alyeska Pipeline Service Company for use in both Valdez Harbor and Prince William Sound, Alaska. The general purpose PRT's are powered by twin Caterpillar 3612B engines generating the combined 10,192-hp driving two Kamewa Aquamaster azimuthing thrusters. The tugs are also equipped for firefighting, emergency response and oil spill recovery. Recent sea trial proved Alert was able to generate a certified bollard pull of 300,000-lbs., and a free running speed in excess of 16 knots. The entire PRT trio was designed by Guido Perla & Associates, and was constructed at Dakota Creek Shipyard in Anacortes, Wash.
