The 2023 Maritime Risk Symposium (MRS) will be held Nov. 14-16, 2023, as an in-person event, hosted by Maritime College, State University of New York (SUNY) at the Maritime Academic Center. The theme of the 14th annual event is “Managing Impacts of Supply Chain Disruptors, Renewable Energy, Emerging Technology on the Maritime Transportation System (MTS)” with a focus on offshore infrastructure risk and disruptors. Founded in 1874, Maritime College is the oldest maritime college in the United States, providing mariner training for 150 years.

Regardless of whether the Republicans seize or the Democrats maintain control of the House and Senate, there is a guarantee that changes in leadership will occur in some of the key Congressional leadership positions that will impact the maritime industry. Two of the most significant Congressional committees of jurisdiction are the House Transportation and Infrastructure Committee (House T&I) and the Senate Committee on Commerce, Science, and Transportation (Senate Commerce). Both committees have jurisdiction over the U.S.

Adm. Linda L. Fagan has been confirmed as the 27th Commandant of the U.S. Coast Guard, clearing way for her to be the first woman top officer in one of the military services. The Senate on Wednesday approved Fagan’s promotion, along with those of five other senior Coast Guard officers, by unanimous consent.Nominated for the role by President Joe Biden in April, Fagan will succeed Adm. Karl Schultz as head of the Coast Guard. Schultz, who has been Coast Guard Commandant since 2018, will retire at the end of this month.

Last May, the U.S. Coast Guard Academy (CGA) announced that 240 new officers made up its 140th graduating class.The Academy’s announcement referenced additional, important highlights. Women made up 34% of the Class of 2021, and 34% of the graduates were from underrepresented minority groups. Even more focused was the statement that 22 African Americans “walked the stage,” the largest number in Academy history, and 2021 included the second highest number of Asian American and Pacific Islanders.To make the ceremony even more memorable, President Biden delivered the keynote address.

Massachusetts offshore wind developer Mayflower Wind announced it has hired Will Cotta as its supply chain manager.Cotta, who has experience working with the Mass Clean Energy Center and the offshore wind industry, is charged with growing Mayflower’s supply chain in the New Bedford and Fall River area as well as across Massachusetts.“Will has the knowledge, insights and experience that enables him to make sure that offshore wind development is done in a manner that is fully compatible with existing ocean uses and with environmental stewardship in mind.

The American Pilots’ Association (APA) announced Clayton L. “Clay” Diamond will assume the duties of Executive Director and General Counsel effective January 1.Diamond succeeds Paul Kirchner, who has been APA Executive Director-General Counsel since 1992. Kirchner will continue with APA as Senior Counsel focusing on issues and projects related to State pilotage and international matters.Diamond, who has been APA’s Deputy Director-Associate General Counsel since 2008, is a graduate of the U.S. Coast Guard Academy.

Elliott Bay Design Group (EBDG) announced that Senior Engineer, John Reeves has been promoted to Director of Business Development to oversee business development, generate leads and provide leadership to the sales and marketing team.Reeves joined EBDG in 2015 bringing field experience gained through 23 years of operating and maintaining some of the most complex vessels in the U.S. Coast Guard fleet. His background includes five years as port engineer and manager of four industrial repair facilities, serving as an Associate Professor at the U.S.

The technology group Wärtsilä has completed replacement of the Ship Analytics simulator solution at the United States Coast Guard Academy’s Ship Control and Navigation Training System (SCANTS) facility. The original simulator system was installed at the Academy in the 1990s, and the replacement work was carried out primarily by, and in partnership with, NavSim Services, Inc., the prime contractor. First Class Cadet Owen Gibson, a Civil Engineering major from the U.S. Coast Guard Academy, has received a Fulbright Award to pursue a two-year Master of Science degree in Water Resource Engineering and Management at the University of Stuttgart, Germany.Gibson’s Fulbright research project will focus on climate change and soil erosion models. The goal of his research is to develop a model for assessing coastal soil erosion rates. The model will address the uncertainty of climate change using probability analysis and will be tested throughout coastal regions in Northern Germany.

The U.S. Coast Guard Academy announced it is preparing to hold a virtual graduation ceremony on Wednesday, May 20 due to the coronavirus pandemic.The graduating Class of 2020, along with the rest of the Academy Corps of Cadets were on spring break when travel restrictions were imposed and they were ordered to remain home. The Corps then shifted to virtual remote classes which are ongoing.During the virtual ceremony, Chad Wolf, the acting Secretary of Homeland Security is scheduled to deliver the keynote address. Adm.

A U.S. Coast Guard Academy Cadet has tested positive for COVID-19 after returning from a spring break trip to Europe.The cadet, a 20-year-old male, was in Spain along with six other cadets and a civilian friend when they were ordered to return to the U.S. based on the Presidential Proclamation suspending travel from Europe.Upon returning home to Florida, the cadet became symptomatic and sought treatment and screening and was confirmed as positive for the novel coronavirus based on test results received Thursday from a Florida Department of Health Facility.

The U.S. Coast Guard’s mission of keeping the seas safe will soon get an additional boost from space with two polar satellites. The two satellites, called “cube satellites” or “cubesats” for their small size of about 60 square centimeters, or a little under 2 feet, will be part of a payload on a SpaceX Falcon 9 rocket scheduled to launch from Vandenberg Air Force Base in California Nov. 28. USACE and USCG collaborate to make inland waterways safer. The United States Army Corps of Engineers (USACE), supported by Alion Science and Technology (Alion), has put forth considerable effort during the last two years to further extend the capabilities of the existing Automatic Identification System (AIS) network to improve the safety and efficiency of navigation along the inland rivers. The USACE works with the United States Coast Guard (USCG) and other agencies and stakeholders to operate and maintain the nation’s Marine Transportation System (MTS).

Todd Schauer is Director of Operations at Resolve Marine Group, as well as President of the American Salvage Association. After graduating from the U.S. Coast Guard Academy with a degree in Naval Architecture in 1991, he followed that up with graduate degrees in Naval Architecture, Marine Engineering and Mechanical Engineering from the University of Michigan.
