NOIA Unhappy About Rice Whale Protection Recommendations

National Ocean Industries Association (NOIA) President Erik Milito has said that the Bureau of Ocean Energy Management (BOEM) issue of a Notice to Lessees (NTL) with recommended restrictions on ongoing industry activities within the expanded Rice's Whale habitat area imposes “unwarranted restrictions on U.S. energy production at a time of continued inflation with prices rising at the pump for consumers.”With likely fewer than 100 individuals remaining, Rice's whales are one of the most endangered whales in the world.

Oilfield Services Firms Moving Beyond Oil

Heavyweight oilfield service providers like Saipem and Baker Hughes are moving past just oil and gas projects and embracing more renewable energy projects going forward.In 2014, non-upstream oil and gas activities accounted for 22% of revenues among service suppliers. Vietnam Renews India Oil Deal In Tense South China Sea

Vietnam has extended an Indian oil concession in the South China Sea and begun drilling in another area it disputes with China in moves that could heighten tensions over who owns what in the vital maritime region. The moves come at a delicate time in Beijing's relations with Vietnam, which claims parts of the sea, and India, which recently sent warships to monitor the Malacca Straits, through which most of China's energy supplies and trade passes. Vietnam granted Indian oil firm ONGC Videsh a two-year extension to explore oil block 128 in a letter that arrived earlier this week, the state-run company's managing director Narendra K. Verma told Reuters.

Maersk Reaches Key North Sea Tax Deal with Denmark

GoM Operators Evacuating Ahead of Storm

Offshore oil and gas operators in the Gulf of Mexico are evacuating platforms and rigs in the path of Tropical Depression No. The Bureau of Safety and Environmental Enforcement (BSEE) said its Hurricane Response Team is activated and monitoring the operators’ activities, and will continue to work with offshore operators and other state and federal agencies until operations return to normal and the storm is no longer a threat to Gulf of Mexico oil and gas activities. BOEM's Public Meetings Rescheduled

The Bureau of Ocean Energy Management (BOEM) is holding meetings to seek public input on the Draft Programmatic Environmental Impact Statement that analyzes potential impacts of oil and gas activities that could result from lease sales scheduled in the 2017-2022 Five Year Program for Outer Continental Shelf (OCS) Oil and Gas Leasing. Public meetings provide an opportunity for people to learn more about the Five Year Program and the potential impacts of oil and gas leasing. Attendees can have one-on-one conversations with BOEM scientists, researchers and other staff to ask questions and share information. Attendees can also provide comments for the record at the meetings.

BOEM Proposes 10 GOM Lease Sales for 2017-2022

The Bureau of Ocean Energy Management (BOEM) proposes to conduct 10 oil and gas lease sales in the federal waters of the Gulf of Mexico (GOM), as outlined in the 2017-2022 Draft Proposed Leasing Program. BOEM published in the April 29, 2015, Federal Register, a Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS). The NOI seeks input on the scope of the 2017-2022 GOM Multi-sale EIS for these ten proposed GOM Lease Sales. These sales will not be held unless they are included in the 2017-2022 Final Outer Continental Shelf Oil and Gas Leasing Program. However, as some sales are tentatively scheduled to take place in 2017 and 2018, the BOEM must initiate preparation of the EIS before the 2017-2022 Five Year Program is finalized.

BSEE Launches Efforts to Reduce Offshore Risk

Bureau of Safety and Environmental Enforcement (BSEE) Director Brian Salerno made two announcements during a press conference in Houston Tuesday at the Offshore Technology Conference (OTC) - each aimed at reducing the risks associated with offshore oil and gas operations. First, Director Salerno announced the launch of the SafeOCS program, an initiative aimed at collecting and analyzing “near miss” data. Second, he released BSEE’s first-ever Annual Report, which presents the agency’s analysis of offshore activities, trends, indicators, incidents and other key data points. Salerno said BSEE is working to identify methods to learn more about the causes of all serious offshore incidents.

BOEM, Geologists Partner for OCS Information Sharing

The Bureau of Ocean Energy Management (BOEM) and the Association of American State Geologists (AASG) have signed an agreement to foster interaction, cooperation and coordination on marine minerals and oil and gas resources on the outer continental shelf (OCS). Since the 1990s, BOEM and its predecessor agencies have worked with numerous state geological surveys on cooperative agreements to evaluate OCS sand resources for coastal resilience, restoration projects and planning. A national-level agreement will improve information exchange and the ability for BOEM, AASG and its members to communicate on national plans and issues with each other.

NOIA Supports DOI’s Upcoming Offshore Lease Sale

National Ocean Industries Association (NOIA) president Randall Luthi today voiced his support for the U.S. Department of Interior’s (DOI) Western Gulf of Mexico Lease Sale scheduled for next week. “The call to delay next week’s Department of the Interior Western Gulf of Mexico oil and natural gas lease sale shows how out of touch with energy reality and the American people some extremist environmental groups are,” Luthi said in a statement issued today. “Due to low oil prices and increasing regulatory burden, this is not expected to be a momentous sale, but even so, the oil and gas industry will add hundreds of thousands of dollars to the U.S. Treasury.

Vroon Laying up 12 OSVs

The Netherlands-based Vroon Offshore Services has decided to pull 12 offshore-support vessels out of operation, saying the move is a “direct result of the ongoing slump in offshore oil and gas activities”. This consequently means it will also reduce the number of onboard positions. The company said that from the fourth quarter of 2015 onwards, five platform-supply vessels and seven emergency response and rescue vessels (ERRV) would enter long-term lay-up. In addition, a number of older ERRVs are being divested for recycling purposes, Vroon has said. “We deeply regret the corresponding reduction in onboard positions and the consequences this has for our colleagues,” the company said in its press release.
