Coast Guard Foundation Hosts 31st Annual Salute to USCG

Non-Profit’s Annual Gala Celebrates the United States Coast Guard Service Across the Nation. The Coast Guard Foundation, a non-profit organization committed to the education, welfare and morale of all Coast Guard members and their families, announced today that its 31st Annual Salute to the United States Coast Guard will take place on Thursday, October 13, 2011 in New York City. The event will honor the bravery and courage of the guardians who enforce maritime law, protect our homeland and preserve the environment.

The Senate Committee on Commerce, Science and Transportation conducted an oversight hearing regarding transportation security. Senator John McCain (R-AZ), Committee Chair, noted that maritime security remains a daunting task. Mr. Jeffrey Shane, Under Secretary of Transportation Policy, discussed the role of the Department of Transportation regarding security and its coordination with the Department of Homeland Security. Loy Addresses Cargo Safety

Thank you for that introduction; it is a pleasure to be with you again for this important conference. One year ago, we all met like this in Nashville and I joked that I might try to get a gig on Nashville Star, singing some cheesy country song about testifying on Capitol Hill. It’s too bad the TV show CSI isn’t actually filmed here in Vegas. With this group in town, we could do an episode that highlights the Cargo Security Initiative – call it CSI on CSI. When I actually got around to saying something of substance last year, I spoke a bit about the “complacency gene” that we all have – the tendency to default into a careless loss of focus. Well, I bet if those CSI folks ran some tests, they would still find evidence that it exists.

CSI Achieves Major Milestone: 20 Ports In

U.S. Customs and Border Protection (CBP) Commissioner Robert C. Bonner and Vassilios Manolopoulos, Director General, of the Greek Directorate General of Customs and Excise announced that CBP officers have been deployed to the port of Piraeus as part of the Container Security Initiative (CSI) and that CSI has become operational there. As part of the CSI program, CBP officers are working with host government personnel as part of CSI, to target cargo containers that pose a potential risk for terrorism destined for the United States. USCG FY 2003 Budget Discussed

The Subcommittee on Coast Guard and Maritime Transportation of the House Committee on Transportation and Infrastructure conducted a hearing yesterday on the Coast Guard FY 2003 Budget. The Subcommittee discussed, among other things, the monies necessary to fund the service's homeland defense and maritime security missions. It also noted that the President's budget included a proposed navigation user fee. Congress has rejected prior proposals of this type. Admiral James Loy, Commandant, U.S. Coast Guard, testified about transforming the organization, restoring readiness, and shaping the future.

Rear Admiral Paul Pluta Redefines Maritime Security

Loy to Leave DHS

“For more than 40 years, Admiral James Loy has dedicated himself to the protection of our country and its citizens. Michael Jackson sworn in – James Loy retires

The Department of Homeland Security issued a Press Release stating that Michael P. Jackson was sworn in as Deputy Secretary. The press release fails to note that he replaced James Loy, who retired after almost 45 years of service to the nation in the U.S. Coast Guard (where he served as Commandant with the rank of Admiral), the Transportation Security Administration (where he served as Administrator), and the Department (where he served as Deputy Secretary). Admiral Loy, USCG Joins U.S. Naval Institute Board

Adm. James Loy USCG Ret. The U.S. Naval Institute (USNI), the professional association of the Sea Services, today announced that Admiral James Loy, currently a senior counselor at The Cohen Group, will join the Board of Directors. Admiral Loy joins a diverse group of accomplished executives and leaders from all avenues of society in service to USNI. The USNI Board Of Directors guides the Institute in its mission to preserve and promote Naval Heritage and to foster critical dialogue about the future of national security. Some of the industry's biggest players and supporters were present to honor Admiral James Loy and Grace Allen at the 26th Annual Silver Bell Awards Dinner on June 17 at Chelsea Piers in Manhattan. Also recognized, was John J. McMullen, renowned naval architect and marine engineer, and former CEO of United States Lines, who received a Lifetime Achievement Award. The event, which is one of the industry's top social and philanthropic events of the season, drew a record 954 guests, and raised more than $550,000 for the Seamen's Church Institute of New York & New Jersey. James Loy to be Nominated as Under Secretary of Transportation for Security

President George W. Bush today announced his intention to nominate eleven individuals and appoint four individuals to serve in his administration. The President intends to nominate Admiral James M. Loy to be Under Secretary of Transportation for Security. Admiral Loy has been serving as Acting Under Secretary of Transportation for Security since July 2002.

Proposed Fees Under Attack

Senator Olympia Snowe (R-Maine), chairwoman of the Senate Oceans and Fisheries Subcommittee, told USCG Commandant James Loy the Administration's proposal to impose new taxes on commercial vessel operators will not be considered by Congress. Contained in the USCG's FY 00 budget proposal, the navigational assistance user fee is the same as that proposed and rejected by Congress last year. Charirwoman Snowe took issue with the Administration for sending such a proposal to the Congress as part of the FY 00 budget, when just four months earlier, the Congress enacted legislation prohibiting the USCG from planning, implementing or finalizing any regulation that would promulgate a new user fee on the industry.

USCG Commandant Visits Singapore

Admiral Thomas H Collins, Commandant, US Coast Guard (USCG) is in Singapore for a 2-day visit under the Distinguished Visitors Program of the Maritime and Port Authority of Singapore (MPA). Over the two days, ADM Collins will be calling on Yeo Cheow Tong, Minister for Transport. He will also be meeting Peter Ho, Chairman, MPA; Chen Tze Penn, Director-General, MPA; and other MPA senior officials. His itinerary will include meetings with key personnel from other Singapore maritime agencies. A highlight of ADM Collins’ visit will be the keynote address which he will be delivering at the opening of the International Maritime and Port Security Conference (IMPSC) on January 21. ADM Collins will be speaking on the “New Challenges to Maritime and Port Security”.
