US Coast Guard Ready to Move New Anti-SASH Policy

In May, the U.S. Coast Guard will start a strengthened and pointedly direct anti-SASH campaign that will extend across the maritime industry. SASH is an acronym for sexual assault/sexual harassment, and this new effort adds muscle to Marine Safety Information Bulletin (MSIB Number: 1-23) "Reporting Sexual Misconduct on U.S. Vessels" released in February. The new bulletin supersedes a previous one from late 2021.USCG personnel will be very deliberate in making sure that all maritime operators are aware of MSIB 1-23. The core message: report all sexual misconduct and harassment.

China: Manila Exaggerates South China Sea Tensions

China accused the Philippines on Tuesday of deliberately trying to scare people by saying China had warned a small civilian plane carrying Philippine officials it was trespassing as they inspected an island in the disputed South China Sea. The Philippines said the incident happened on Jan. 7 to an aircraft inspecting Thitu Island in the Spratlys, where Manila plans to set up surveillance equipment this year, as their aircraft flew near a Chinese man-made island. Chinese Foreign Ministry spokesman Hong Lei repeated that China has sovereignty over the Spratlys and that the Philippines had illegally occupied eight islands there since the 1970s, including Thitu, and had been building on them.

AlphaBridge Installed on Patrol Boat TTS Speyside

Alphatron Marine announced it has delivered its first 46-inch display AlphaBridge for the Trinidad and Tobago Coast Guard's patrol vessel TTS Speyside. While keeping a 360 viewing field, the AlphaBridge includes an array of functions, all displayed on three displays presented in a fully integrated package. Operating in Trinidad and Tobago, the patrol vessel features a tactical navigation and observation system. All systems work together to allow target motion analysis, intelligence and target alarms, evidently for a quick response to emergency situations.

Keeping a Watchful Eye

In 2014, Forbes Associate Director for Maritime Services at Control Risks stated that maritime risks are on the rise. Mariners and ship owner/operators experienced a 26% spike in maritime piracy and armed robbery since 2014  and the North Sea Oil Industry admitted that it had been targeted and thwarted cyber attacks, attacks that if successful could have caused untold financial and logistical damage. •    Within the last decade, plans to attack a cruise ship in a major U.S. port were revealed. Maritime surveillance systems play a key role monitoring sea lanes and ports while supporting worldwide maritime safety and security. The ability to operate effectively and securely in any environment (air, land or sea) depends on an acute awareness and understanding of the surrounding elements.

Kongsberg Maritime to Equip Yinson Genesis FPSO

Kongsberg Maritime has been selected to supply a complete Electrical, Instrument and Telecom solution, including E- house, for the new Yinson Production (West Africa) Pte Ltd FPSO, ‘Yinson Genesis’. According to the company, the contract is valued at approximately NOK 200 million ($26.2 million) and the FPSO is expected to be operational by 2017. The Yinson Genesis will be deployed to fulfill a 15-year contract (with five yearly extension options) for the chartering, operation and maintenance of an FPSO facility at the Offshore Cape Three Points Block (OCTP), in the Tano basin, 60 km off the coast of Ghana. The contract was awarded by Eni Ghana Exploration and Production to a consortium consisting of Yinson Production (West Africa) Pte Ltd and Yinson Production West Africa Ltd.

ABB Wins US$60-Million Statoil Offshore Contract

Power and automation technology group, ABB, informs it has won three orders worth $60 million for internal and external telecommunication systems for three Statoil projects on the Norwegian Continental Shelf. The three contracts have been signed with leading shipyards in South Korea. ABB will be a system integrator of telecommunications on the offshore installations built for the Aasta Hansteen and Gina Krog fields in the Norwegian sector of the North Sea and for the Mariner field in the British sector.

Russian Spy Ship Makes Surprise Visit to Havana

A Russian spy ship slipped into Havana Bay for an unannounced visit during a period of turmoil in Ukraine and displays of military strength elsewhere in the world. The Viktor Leonov SSV-175, part of the Vishnya class of intelligence ships, quietly entered Cuban waters earlier this week and was docked at a cruise ship terminal on Thursday, its crew casually taking in the view of the old colonial section of the Cuban capital as passers-by gawked. West African States Lack Means to Fight Piracy

By John A. The western African states have said clearly they do not have the naval, coast guard or customs resources to deal with the piracy evident in the Gulf of Guinea. Further, they do not say, but it is clear, they do not have the money to do it. Piracy is now confined to one principal area. But piracy is similar to blood — a little spilled goes a long way. Piracy will spread elsewhere when and if strong emphasis is put on the Gulf of Guinea. Let us look at the hard facts in this hard business.

Cal Maritime Security Awareness Course

The California Maritime Academy, Vallejo, CA, is offering an online certificated course in Maritime Security Awareness for workers in the maritime environment. The International Ship and Port Facility Security (ISPS) Code and the Maritime Transportation Security Act (MTSA) of 2002 require that regulated vessel and facility owners and operators assure and document that they have provided Maritime Security Training for “other personnel” who routinely have access to, and perform business operations inside the controlled security perimeter of a regulated facility or vessel. This includes administrative and management personnel, as well as vendors, truck drivers and service providers who require access to secure areas.

Lockheed, Northrop Asked to Pay For Bad Boats

The U.S. Coast Guard has asked a joint venture of Lockheed Martin Corp and Northrop Grumman Corp to pay $96.1 million for eight patrol boats that it modified, but that cannot be used. In the latest exchange between the Coast Guard and the venture, Integrated Coast Guard Systems (ICGS), the government said it concluded after reviewing thousands of documents that its revocation of acceptance of the patrol boats, was "not only timely, but was also technically and legally justified. Lockheed and Northrop, which began work in 2002 to lengthen the eight 110-foot patrol boats to 123 feet, had challenged the legality of the Coast Guard's decision to reject the boats this past summer, since the service initially accepted the boats.

Russia Claims It Heard "SOS" From Foreign Sub

Russia recorded SOS signals from a foreign submarine when its own nuclear submarine, the Kursk, was sinking with 118 sailors on board in August, a top navy commander reportedly has said. The cause of the accident with the Kursk in the Barents Sea remains unclear but Russian officials have said a collision was a possibility. The United States and Britain have denied their submarines were involved. Northern Fleet commander Vyacheslav Popov told the newspaper Nezavisimaya Gazeta there was growing evidence the Kursk sank after a collision with a foreign vessel. "The 'Polinom' hydro-acoustic system located SOS signals sent by a mechanical transmitter," Popov said, referring to Russian naval surveillance equipment.

VTS Slated For Hong Kong

Pacific Century CyberWorks Ltd. said its PCCW-HKT telecommunications unit on Wednesday signed an agreement to provide advanced vessel traffic monitoring systems for the Hong Kong Marine Department. PCCW said the agreement was signed with Holland Institute of Traffic Technology (HITT), to which the Hong Kong government has awarded a HK$158 million surveillance equipment contract with PCCW-HKT as its sub-contractor. The marine project is due for completion by the end of 2001. HITT will be responsible for the project's overall design and software applications development. PCCW-HKT will operate and maintain the system once it is up and running.

Port of NY/NJ Shows Gains in 2001

Cargo volumes in the Port of New York and New Jersey grew by 5.6 percent in 2001, despite the economic downturn that saw cargo volumes in other North Atlantic ports decline during the year, Port Authority Port Commerce Director Richard M. Larrabee announced. Larrabee said the New York-New Jersey port outperformed all other North Atlantic ports combined, which reported cargo tonnage declines of 1.3 percent. He said that the New York-New Jersey port saw growth in virtually every sector - containerized cargo, bulk, breakbulk and rail activity. Port Authority Executive Director Joseph J. Seymour said, "The Port Authority is moving ahead with a program of investments to keep the port a world-class shipping destination.

Modern day security barriers are now a fixture at every U.S. embassy around the world. The idea of a layered defense has been a primary tactic that have served military commanders well. The layered defense strategy is also a cornerstone of security in the maritime arena, especially in the United States following the cowardly attack on the USS COLE.
