Steven Candito, President and CEO of NRC

This month’s featured INSIGHTS executive is Steven A. Candito, President and CEO of the National Response Corporation (NRC). He has extensive experience with OPA 90 compliance issues with particular focus on vessel owner and insurance matters. Candito was previously an attorney with Haight Gardner Poor & Havens, specializing in maritime litigation and environmental law. He also served as a marine engineer aboard Exxon USA’s domestic tanker fleet from 1980 to 1985. Candito is a graduate of Hofstra University School of Law and the United States Merchant Marine Academy.

U.S. Snub on Cutter Funds Seen as Threat

The Obama administration’s failure to budget $1.6 billion for two of the Coast Guard’s flagship vessels is drawing criticism from U.S. lawmakers, who contend that the service’s missions will be threatened. The Department of Homeland Security’s proposal for the fiscal year, beginning October1, requests $683 million to fund only the sixth of eight planned National Security Cutters, made by Huntington Ingalls Industries Inc. The agency, which oversees the Coast Guard, didn’t seek funding for the remaining two cutters for fiscal years 2014 to 2017. The 418-foot-long cutters are needed to replace an aging fleet of vessels, many of which are more than 40 years old and expensive to maintain, according to the service.

New Navy Contracts

Northrop Grumman Ship Systems, New Orleans, La., is being awarded a $16,801,209 modification to previously awarded contract (N00024-05-C-2217) for Life Cycle Engineering and Support services on the LPD 17 Class Amphibious Transport Dock Ship Program. Work will be performed in Pascagoula, Miss. (60 percent) and New Orleans, La. (40 percent), and work is expected to be completed by Sept. 30, 2009. ISS - Rudolph Appointed VP/COO

Builders Prepare To Shape The New Navy

The team of General Dynamics and Lockheed Martin said they strongly support the U.S. Navy's plan for the next generation of surface combatant ships referred to as DD(X). The Blue Team has developed technologies relevant to the DD(X) requirement and is preparing its response to the Navy's request for proposal (RFP). DD(X) will be a technology engine that will drive a family of combatants to transform the Navy. The Navy will use the advanced technology and networking capabilities from DD(X) in the development of both the future cruiser, CG(X), and the Littoral Combat Ship (LCS). This strategy will provide a road map for the future Navy and a broader strategic framework within which transformation will occur.

Rhine Shipping Goes Online

Dutch oil, chemicals and storage group Petroplus is one of the partners to launch an Internet-based portal and online exchange to transform the traditional Rhine-based shipping sector. Shippers, integrated barge owner companies, independent barge brokers and individual barge owners will have the opportunity to conduct business online through this portal, Petroplus said in a statement. The other founding shareholders of the project are BP Amoco, shipping and tank storage firm Royal Vopak and Germany's Marquard & Bahls AG which trades under the brand names Mabanaft and Oiltanking. The project is supported by the Rhine Barge Owners Association, Petroplus added. Management and technology consultancy Booz Allen & Hamilton will provide strategy and e-technology services to the venture.

TSA, USCG Initiate Security Exercises for Seaports

WASHINGTON, D.C. – The Transportation Security Administration (TSA) and the U.S. Coast Guard began a series of transportation system port security exercises in San Francisco recently. The Port Security Training Exercises Program (PortSTEP) is focused on building links within the Area Maritime Security (AMS) Committee. The committee assists the captain of the port in writing, reviewing and updating an AMS Plan in addition to supporting other transportation entities that depend upon the port being secure. The exercise will involve the entire port community, including both public governmental agencies and private industry. The partnership is intended to improve connectivity of various surface transportation modes and enhance current Area Maritime Security Plans.

Drill Shows Port Vulnerability

In a strategic simulation of a terror attack designed to assess America's vulnerability through its ports, a group of business and government leaders found that such an attack could potentially cripple global trade and have a devastating impact on the nation's economy. The group focused on ways to improve detection before a weapon gets to a U.S. port, as well as help businesses to build resiliency into their operations. The two-day Port Security Wargame, sponsored by Booz Allen Hamilton and The Conference Board, took place October 2-3, 2002, in Washington, DC, with 85 leaders from a range of government and industry organizations, who have a critical stake in port security.
