If you think the human element is the only cause of enclosed space deaths, think again.Enclosed space incidents are cited as the largest cause of on-duty fatalities in commercial shipping. The risks can’t simply be engineered out, but there’s a powerful coalition wanting action nonetheless.There’s a tendency to blame failure to follow procedures, they say. Investigations seldom focus on the practicality of those procedures or the influence of the operating environment and vessel design, they say.

Pilot groups and port authorities have worked together to grow East Coast ports in a safe and environmentally responsible way. This growth has happened under strict safety and environmental regulations, including seasonal vessel speed regulations imposed by the National Oceanic and Atmospheric Administration (NOAA) to protect North Atlantic right whales (NARW). Last year, however, without sufficient scientific or economic impact data, NOAA proposed radical changes to these regulations.

The decision to overtake a tow in a large river bend occupied by multiple vessels during high-river conditions led to the grounding of a tanker and contact with river intake fender systems in New Orleans, La., the National Transportation Safety Board (NTSB) said.Marine Investigation Report 22/11 details the NTSB’s investigation into the March 16, 2021, grounding of the tanker Bow Tribute and subsequent contact with the fender systems protecting two river intakes owned by the city’s sewerage and water board.

Seattle shipbuilder Snow & Company earlier this month delivered Savannah, the first of two new 64-foot pilot boats for the Savanah Pilots Association. Designed by Camarc Design, the single chine, flush deck 5086 aluminum vessel is the third pilot boat the U.K.-based firm has designed for the Savannah pilots.Savannah is powered by MTU 12V2000M86 marine engines, Hamilton HTX 52 waterjets with electronic AVX controls, ZF 3055 marine gears, and Geislinger Carbon Fiber driveshafts / Silenco couplings.

JMS Naval Architects informs conversion work is nearly completed of the former oil spill response vessel OSRV Maine Responder to a pilot station vessel for Sandy Hook Pilots Association of Staten Island, N.Y. The conversion work contract was competitively awarded to Feeney Shipyard of Kingston, N.Y.The Sandy Hook pilots have been piloting ships in the New York harbor for more than 300 years. They operate a pilot station boat by Ambrose Light year-round and in all weather conditions.

The Los Angeles Pilot Service has taken delivery of two new pilot boats equipped with full suites of quality Furuno marine electronics. The 56-foot Angels Pilot and Angels Navigator have been outfitted with complete integrated helm suites designed to assist in their mission of piloting ships in and out of Los Angeles Harbor, the busiest seaport in the western hemisphere. The American Pilots’ Association (APA) announced Clayton L. “Clay” Diamond will assume the duties of Executive Director and General Counsel effective January 1.Diamond succeeds Paul Kirchner, who has been APA Executive Director-General Counsel since 1992. Kirchner will continue with APA as Senior Counsel focusing on issues and projects related to State pilotage and international matters.Diamond, who has been APA’s Deputy Director-Associate General Counsel since 2008, is a graduate of the U.S. Coast Guard Academy.

Tankers carrying Iranian gasoline that was confiscated by the U.S. government and became embroiled in a court ownership battle have struggled to discharge in the United States, shifting course over the last week.The U.S. Department of Justice last month seized over 1 million barrels of Iranian fuel on board four privately-owned tankers bound for Venezuela, part of Washington's efforts to disrupt trade between the two sanctioned nations.The fuel has been at sea ever since, aboard two separate vessels that took the fuel in July and have zig-zagged at sea as they search for a terminal to discharge.The July seizure initially appeared a win for President Donald Trump's efforts to isolate the two nations.

A tanker containing a cargo of Iranian gasoline confiscated by the United States arrived on Wednesday at a Texas port where it was preparing to discharge, according to a pilots group spokesperson.The Euroforce arrived off of Freeport, Texas, on Wednesday and had retained Texas Marine Agency, a Houston-based cargo agent, in preparation to offload its fuel, the spokesperson for Brazos Pilots Association said. Texas Marine referred inquiries to the U.S. Department of Justice.The United States government last month said it seized fuel from Iran-linked tankers that was bound for Venezuela, part of Washington's efforts to disrupt trade between Venezuela and Iran.The fuel was transferred to the Euroforce and Maersk Progress, two large tankers, according to data and sources.
