Subsea 7 Charters Otto Candies, Bordelon Marine Vessels for GOM Ops

Subsea 7 has signed four long-term vessel charter agreements in the Gulf of Mexico with Otto Candies and Bordelon Marine to boost offshore construction, inspection, maintenance, and repair (IRM), ROV survey, and pipe/umbilical laying support activities. in the Gulf of Mexico. Grant Candies, Wyatt Candies, and Ross Candies are IRM, survey, and light construction vessels under charter with Otto Candies LLC. The Connor Bordelon is a multipurpose supply vessel under charter with Bordelon Marine LLC. The contracts have differing start dates and durations, with options for extensions.

Ampelmann Bags First U.S. Offshore Wind Deal

Dutch offshore gangway supplier Ampelmann has secured its first contract in the U.S. offshore wind market.Under the contract, Ampelmann will supply its E1000 motion compensated system to the marine transportation and towing company Otto Candies to facilitate operations during the construction of the South Fork, Revolution, and Sunrise wind farms - three commercial-scale wind farms in the north-east US Atlantic. Gulf of Mexico is Ground Zero for the Jones Act

A vastly modernized U.S. offshore support fleet awaits the opportunity to perform Jones Act work in the U.S. Gulf of Mexico. Foreign operators, already here, predict disaster if a cabotage rule change takes effect. A change proposed by the US Customs and Border Protection (CBP) in its Customs Bulletin & Decision newsletter promises reversal of a 40-year practice that, until now, allowed the use of non-coastwise-qualified vessels in the transportation of pipeline repair material; anodes; pipeline connectors; wellhead equipment; valves and valve guards; damaged pipelines; platform repair material; and similar cargo from one domestic point to another. The proposed change gave all interested parties until April 18th to make comment, a deadline which has now come and gone.

Guarded Optimism for 2013 from U.S. Gulf Boatbuilders

Caveats and some doubts remain. Marine companies along the Gulf of Mexico will be busy in 2013 producing offshore vessels to meet expected growth in the region’s deepwater drilling sector over the next several years. Vessel repairs will be active too. Worker training will be stepped up to address a skilled labor shortage. Oceaneering Announces Vessel Charter

Oceaneering International, Inc. (NYSE:OII) has announced that it has entered into a five-year charter for use of the Cade Candies, a multi-service subsea support vessel owned by Otto Candies LLC. The charter is expected to commence during the second quarter of 2013. This state-of-the-art, U.S. flagged vessel was built in 2010. It has an overall length of approximately 309 feet (94 meters), a Class 2 dynamic positioning system, accommodations for 69 personnel, a helideck, a 150-ton active heave compensated crane, and a working moonpool. Oceaneering's current rolling, short-term charter contract on the Cade Candies, in place since November 2011, will continue through early 2013. At that time, the vessel will enter a shipyard to undergo modifications to enhance its project capabilities.

Oceaneering International charters multi-purpose subsea support vessel 'Cade Candies' for 5 years from Otto Candies LLC. This state-of-the-art, U.S. flagged vessel was built in 2010. It has an overall length of approximately 309 feet (94 meters), a Class 2 dynamic positioning system, accommodations for 69 personnel, a helideck, a 150-ton active heave compensated crane, and a working moonpool. Oceaneering's current rolling, short-term charter contract on the Cade Candies, in place since November 2011, will continue through early 2013.

New Contract in North America for ABS Nautical

Otto Candies LLC, a marine transportation and towing company based in Louisiana, has signed a contract with ABS Nautical Systems for its NS5 Enterprise software. Otto Candies is implementing the Maintenance & Repair module on 20 of its offshore supply and diving vessels. They will be replacing their existing in-house system as a way to improve audit efficiencies. The Maintenance & Repair module allows vessel owners and operators to easily identify ship maintenance trends and efficiently plan for future maintenance work.

Offshore Vessel Operators Suffer As Gulf Oil Output Sags

As seen in the August edition of MarineNews, Susan Buchanan updates readers on the GOM oil production situation. BP's gushing well was capped more than a year ago but life is hardly back to normal in the U.S. Gulf--where rigs and vessels remain underutilized. At least ten rigs have moved overseas since last summer. Gulf oil production is below pre-spill levels and won't recover anytime soon, analysts say. Issuance of drilling permits picked up this spring as operators agreed to use oil-containment systems but permitting lags earlier rates.

“Moratorium” is a Four Letter Word

While ten letters in all, “moratorium” might as well be the foulest four-letter word in the Gulf of Mexico oil patch right now. On May 27, the Obama Administration ordered a halt to drilling in water depths more than 500 feet, effectively cancelling 33 drilling projects and reversing a tide of industry optimism in the region. Bill Foret, president of Golden Meadow, La.-based Abdon Callais Offshore LLC, said the company could have placed 50 OSVs to work on April 19 — a day before BP’s Deepwater Horizon explosion, which killed 11 crew members and set off a gusher of crude 5,000 feet below the Gulf’s surface for more than 80 days. “The OSV market was showing signs of improving,” Foret said. Kurt Crosby, CEO of Crosby Tugs Inc., based in Golden Meadow, La., agreed.

The Specialists: A Quartet of S. Louisiana Yards Builds Most U.S. Crew/Supply Boats

The area directly south of Lafayette, La., is authentic bayou country, known for Cajun culture, excellent food, unique music and, for boat lovers, the crew/supply boat capital of the world. Four boat yards in this area build these multi-engine, all- aluminum, speedy vessels, almost exclusively. Each yard turns out up to six crew/supply boats a year. In fact, three of the shipyards are located within just a few miles from each other in the tiny hamlet of Loreauville, La., a town that seems to be made up mostly of aluminum welders. AUSTAL USA Launch First Two Vessels

Within a busy 18 day period, Austal USA have launched their first two vessels, Anapaula and Veronica from the new, high-tech facility in Mobile, Ala. The 120 man workforce watched with pride as on December 2 and then December 20 each of the vessels made its way onto the launch barge supplied by part owner, Bender Shipbuilding and then on to a dry-dock for floating off. The Austal USA team who have produced these two vessels in just 8 months in the large construction hall on the edge of the Mobile river. These vessels are also the first of a new range of crew boats designed by Austal Ships of Australia which vary in length from 135ft. up to 170ft. While alongside, these vessels will be commissioned followed by sea trials which are already underway for Anapaula, the first to be launched.

Market Report: When Will the Turn Around Come?

It seems to be a soap opera without an end. "It is crazy…makes no sense at all," is a common observation. If you are in the oil and gas business, the number one question is, "When is the drilling going to pickup?" It is a question without an answer…at least through the first quarter of 2004. Otto Candies LLC, USA, purchased a HiPAP 500 for the ROV Support vessel MV Caballo Andaluz. The HiPAP 500 is a market leader in acoustic positioning with accuracy making it ideal for ROV operations. Using HiPAP the ROV can now be positioned from surface in any direction down to 3,000 m (10,000 ft.) with very high accuracy. The HiPAP can also be equipped with an Hydro Acoustic Inertial Navigation system, HAIN Subsea, which can improve super short baseline positioning of an ROV up to 3 times.

Austal Crew/Supply Boats Deliver Day-in, Day-out

Liability of Classification Society for Negligent Misrepresentation

The U.S. Court of Appeals for the Fifth Circuit ruled that a classification society may be liable to a third party for negligent misrepresentation of a ship’s condition. In the instant case, plaintiff agreed to purchase a ship if, among other things, the ship possessed a current class certificate free from any outstanding recommendations. At the direction of the owner, defendant class society surveyed the ship and issued the necessary certificate. After purchasing the ship, plaintiff discovered numerous deficiencies. Plaintiff sued defendant class society to recover the costs of repairs. On appeal, the court held that liability of class societies must be carefully considered. In this case, though, the class society knew that plaintiff would rely on the results of its survey.
