MARAD Awards More Than $20 Mln to Small US Shipyards

More than $20 million in grant funding has been awarded to support capital improvement projects at 29 small shipyards in 22 states across the U.S.The funding, awarded through the U.S. Department of Transportation’s Maritime Administration (MARAD) Small Shipyard Grant Program, supports capital improvements that foster increased efficiency and economic growth.“These grants are an investment in our country’s small shipyards and will help create good jobs for America’s workers,” said U.S. Transportation Secretary Elaine L.

Crowley Trains Kuwaiti Navy on the Z-Drive Technology

A Crowley Maritime Corporation team recently trained seven Kuwaiti Navy mariners in operations aboard the first of two newly built Z-Drive harbor tugs the navy will take delivery of this year. The 30-day training session was designed to help the mariners learn how to operate the new boat safely while maximizing its features and performance. The two 67-ft Z-Drive tugs were ordered by Naval Sea Systems Command (NAVSEA) and are being built by Rozema Boat Works, Inc., of Mt. Vernon, Wash. The first tug, Warjiya, was completed in April and the second tug is scheduled for delivery in Sept.

MARAD $14.7M in Grants for Small Shipyards

On April 15, the U.S. Department of Transportation’s Maritime Administration (MARAD) announced $14.7m in grant awards to help improve 17 small shipyards in 16 states. The funds will help these shipyards become more competitive by purchasing modern equipment and training workers. “These grants will help modernize small shipyards and strengthen our economy by making sure we maintain the ability to build and repair ships in the United States,” said U.S. Transportation Secretary Ray LaHood. “Small shipyards are an important part of our nation’s shipbuilding industry,” said David Matsuda, Acting Maritime Administrator. Navy Contracts for Hampton Roads Shipyards

According to a Nov. 10 report from the Daily Press, Newport News-based Davis Boat Works Inc., Portsmouth-based Associated Naval Architects, Norfolk's Lyon Shipyard and Tecnico Corp. in Chesapeake all got a boost from the Navy last week, receiving a combined $127.4m in contracts. 70 Shipyards Awarded ARRA Grants

The Department of Transportation has announced 70 grants totaling $98m in American Recovery and Reinvestment Act (ARRA) funds that will be used to improve small shipyards throughout the United States. The funds, awarded through the Maritime Administration’s Assistance to Small Shipyards program, will help create and preserve jobs, provide valuable employment training and make much needed improvements to shipyards across the country. The Small Shipyards Grant program provides up to 75 percent in ARRA funds for a project and requires the remainder be matched by the shipyard. A detailed list of the grantees is as follows. •    Aker Philadelphia Shipyard, Inc.,  Philadelphia, PA: $2,312,614, for the first year of training program.

Graham Gulf: Bigger is Better

Earlier this year C&G Boat Works Inc. launched the Gulf Princess for owner . Originally conceived as a 175 by 34-foot vessel the decision was made during construction to add a ten-foot extension bringing the vessel length to 185-feet. The original power package was retained. This included four1800-hp Cummins KTA50-M main engines turning 48-inch propellers through ZF 4650 gears with 2.5:1 reduction. A Cummins 6CTA8.3DM engine powers the Thrustmaster TH250RT retractable bow thruster. Two Cummins 85 KW 6BTA5.9DM/Newage generator sets supply the vessels electrical requirements.

New Navy Contracts

Rolls-Royce Marine International Inc., Walpole, Mass., is being awarded a $5,672,842 cost plus fixed fee contract for a Compact High-Power High-Density Waterjet. The objective of this contract is for research to implement the waterjet technology developed in Phase I to resolve the anticipated cavitation erosion issues. This includes the preparation of the detailed design and fabrication of two full-scale waterjet prototypes for demonstration. The work will be performed in Walpole, Mass. (90 percent); Pascagoula, Miss. (7 percent); and Sweden (3 percent), and work is expected to be completed September 2011. Contract funds in the amount of $2,217,410 will expire at the end of the current fiscal year.

Demolition Begins on Boat Works Complex

Workers began to remove the ways building at the former Nichols Boat Works site, the Dalles Chronicle reported. Last week, planners approved a 42-unit townhouse development by Naito Development at that location. Naito bought the 5.5 acre parcel from Nichols Boat Works, Inc. in January, 2007. The building being removed was the third shop used by the boat works in its 57-year history (1940-1997). It was built in 1969 when the Port of Hood River was completing a massive dredge and fill project north of the freeway. As part of the attraction, the fill at the site was sloped properly at six percent for the ways, or skids, from which boats were launched.

C&G Boat Works Awarded $8.3m Contract Modification

C&G Boat Works, Inc., Mobile, Ala., is being awarded an $8,370,633 firm-fixed price (FFP) modification to exercise an option under previously awarded contract N00024-07-C-2236, to construct one YP Training Craft for the U.S. Naval Academy. Work will be performed in Mobile, Ala., and is expected to be completed by Aug 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, D.C. is the contracting activity.

OSMA Elects New Officers

The Offshore Marine Service Association (OMSA) has elected Andy Brauninger, president of Seabulk Offshore, Ltd., as chairman of the board and Milton Rose, president of SEACOR Marine, Inc., has been elected vice-chairman of the association. OMSA’s new secretary/treasurer is Minor Cheramie, Jr., president of L&M Botruc Rentals, Inc. Also elected to the OMSA board of directors are: Van C. De Witt, vice-president and COO of Sea Mar Management, Inc.; Hank Danos, president and CEO of Danos & Curole Marine Contractors, Inc.; Marilyn Muchowich Stanley, president of Offshore Oil Service, Inc., Janson Graham, president of C&G Boat Works, Inc., and Robert M. New Towboat Built on Old Hull

Stewart & Stevenson Services, Inc., based in Harvey, La., has delivered a towboat, Espiritu Paraguayo, to Asuncion, Paraguay to Navegacion Paraguaya Americana S.A., a company affiliated with the South American barge line ventures of Allen Mott. This is the third towboat purchased by Mott from Stewart & Stevenson, and the fourth towboat powered by Electro-Motive Division of General Motors (EMD) engines by S&S for Mott and Mott's affiliates. Espiritu Paraguayo was completed using the hull of Senator Eastland, previously owned by Brent Towing Co., Inc., Greenville, Miss., which burned in 1989 on the Arkansas River. After the fire, the vessel was towed to Superior Boat Works, Inc., in Greenville, and the machinery and deckhouse was removed and the hull was painted and stored.

Ruling on Permanently Moored Maming Vessel

In an unpublished decision, the U.S. Court of Appeals for the Fifth Circuit ruled that a gaming vessel is tangible personal property for purposes of Mississippi tax law. In the instant case, a shipyard converted a barge into a gaming vessel. After the work was completed and the shipyard was paid, the shipyard filed for bankruptcy under Chapter 11 of the Bankruptcy Code. The Mississippi State Tax Commission asserted that taxes should be paid on monies received for work on the gaming vessel. Under Mississippi law, taxes are due on a percentage of monies earned with certain exceptions. One of the exceptions relates to constructing, repairing, or adding to personal property.

C&G Boat Works Gets $44m Navy Order

C&G Boat Works, Inc of Mobile, Ala., has been awarded a contract to build up to five YP-R class Training Patrol Craft for the United States Navy. This contract was won in a contested design and cost competition, where the Navy evaluated the proposed design, the technical proposal as well as the price. The contract for 2 vessels plus three optional vessels can make the contract value reach approx $44m. C&G’s partner in this proposal is Technology Associates, Inc (TAI) of New Orleans, La. TAI prepared the proposal for C&G and will be in charge of performing the Design, Program Management Support and Integrated Logisitics Support (ILS) functions for C&G. The YP-R will be the new generation of Training Vessels to be used by the United States Naval Academy to train Naval Officers.

C&G Nabs $18m Navy Boat Deal

C&G Boat Works, Inc., Mobile, Ala., is being awarded an $18,260,565 firm-fixed-price contract for design and construction of two YP Class Training Craft, with one lot of spare parts, for the U.S. Naval Academy. The YP Class Training Craft is used to train U.S. Navy midshipmen at the Academy.Work will be performed in Mobile, Ala., and is expected to be completed by November 2010. Contract funds will not expire at the end of the current fiscal year.The contract was competitively procured and advertised via the Internet, with five proposals received.

With over 550 vessels in service, Tidewater, Inc., is by far the world's largest offshore oil service operator. Headquartered in New Orleans, La., Tidewater operates wherever offshore oil and gas is found. While the industry has undergone a slow down in 2002-03, Tidewater is confident that current trends indicate business will improve and the company has been upgrading its fleet of vessels to meet customer needs. "We have a very strong balance sheet," said Stephen Dick, Executive Vice President of operations for North America, North Sea and West Africa for the company. "We have been moving aggressively in the area of new vessel construction, especially U.S. flagged supply boats and crew/supply vessels," Dick added.
