“Wind Turbines: The Bigger, the Better” -USDOE Office of Energy Efficiency & Renewable Energy, August 24, 2023Last December the Bureau of Ocean Energy Management (BOEM) published a proposed sale notice regarding new development areas for utility scale wind projects in the central Atlantic Ocean. The notice includes an upfront issue: the need to mitigate conflicts with U.S. Department of Defense (DOD) activities. BOEM explains that in certain areas the Air Force has set an airspace floor of 1,000 feet above sea level and the Air Force asked BOEM to keep structures below that height.

The Legal Committee of the IMO will meet for its 111th session at IMO Headquarters in London from April 22 to 26, 2024. The IMO's Facilitation Committee held its 48th session (FAL 48) from April 8 to 12, in person at IMO Headquarters in London.The Facilitation Committee (FAL) meets annually to deal with matters related to the facilitation of international maritime traffic, including the arrival, stay and departure of ships, persons and cargo from ports. The Committee also addresses electronic business and aims to ensure that the right balance is struck between regulation and the facilitation of international maritime trade.

The IMO Facilitation Committee will meet in person at IMO Headquarters in London for its 48th session (FAL 48) from April 8 to 12 to discuss issues related to autonomous shipping; prevention of illegal wildlife trafficking on ships; digitalization initiatives and the implementation of the Maritime Single Window and Port Community Systems.The Facilitation Committee (FAL) will continue discussions around regulating commercial vessels that can operate independent of human interaction - Maritime Autonomous Surface Ships (MASS).

The IMO’s MEPC 81 meeting, concluded on March 22 with progress made on several fronts but the door left open to a number of risks, including that of architecture, timing, scope of emissions, compliance and enforcement, says consultancy UMAS.A new draft for a chapter in the Annex VI of MARPOL has been initiated titled “Regulations on the IMO net-zero framework”.Whilst, this new chapter is just a framework of subheadings for now, it includes all the elements needed to adopt any of the GHG policy options currently under consideration.

Because there are so many different kinds of passenger vessels, the critical topic of passenger safety can sometimes appear as a set of niche topics, each one just distantly connected to another. After all, passengers aboard a cruise ship in the Caribbean face safety issues that are much different than a commuter going from Jersey City to Manhattan or a tourist crossing from the Mukilteo, Wash. ferry terminal to Whidbey Island or a family on a fishing vessel in Miami.Importantly, though, for passenger vessel operators, a commitment to safety is not siloed.

The International Chamber of Shipping (ICS) has launched a set of industry principles for establishing effective measures to combat and eliminate harassment and bullying in the maritime sector.The principles have been published against the backdrop of a report by the International Labour Organization (ILO) – alongside Lloyd’s Register Foundation (LRF) and Gallup – on experiences of violence and harassment at work. The first of its kind global survey and analysis benefitted from insights of 74,364 respondents in employment across a range of sectors in 121 countries and territories.

Chee Hong Tat, Singapore’s Acting Minister for Transport, announced a record year in 2023 at a Singapore Maritime Foundation New Year Conversations event.The annual vessel arrival tonnage in the Port of Singapore crossed three billion gross tonnage (GT) for the first time, increasing by 9.4% over 2022 and setting a high of 3.09 billion GT in 2023. A climate neutral island supply vessel has been launched for the German Society for International Cooperation (GIZ) to service the Marshall Islands.GIZ is implementing the bilateral project financed by the International Climate Initiative (IKI) together with the government of the Marshall Islands. The U.S. on Thursday imposed the first sanctions on owners of tankers carrying Russian oil above the G7 price cap of $60 a barrel, one based in Turkey and one in the United Arab Emirates, in an effort to close loopholes on the mechanism designed to punish Moscow for the war in Ukraine.The U.S., other G7 countries and Australia imposed the cap last year, seeking to reduce Russia's revenues from seaborne oil exports as part of sanctions for its invasion of Ukraine.The cap bans Western companies from providing maritime services, including insurance, finance and shipping, for Russian seaborne oil exports sold above $60 a barrel, while seeking to keep oil flowing to markets. The Maritime and Port Authority of Singapore (MPA), the Port of Rotterdam Authority and 20 partners in the Green & Digital Shipping Corridor are working to reduce 20% to 30% of emissions from international shipping by 2030. This was agreed at the third Green Corridor workshop, held this week in Rotterdam.The Green & Digital Shipping Corridor was established in August 2022 to bring together partners across the supply chain to realise zero and near-zero emissions shipping on the Rotterdam-Singapore route, with the ultimate aim to reach net-zero emissions in 2050.
