T&T Salvage Aids Charity’s Efforts Against Malaria

A small feeder container vessel ran aground off the coast of Papua New Guinea. A large part of its cargo consisted of 32 containers of mosquito nets owned by international charitable organization the Rotary Club through their subsidiary Rotarians Against Malaria, a not-for-profit Non-Governmental Organization (NGO) engaged in a program aimed at eliminating Malaria in Papua New Guinea by the use of Long Lasting Insecticidal Mosquito Nets (LLIN’s) which are delivered free of charge to every household in Papua New Guinea. The nets aboard the grounded vessel were not insured and the charity simply did not have the funds to pay a salvage award.

T&T Salvage and their strategic response partner, Cabras Marine, successfully refloated a 17,000 ton fully cellular containership that went aground near Micro Beach in Saipan, Northern Mariana Islands. The prompt action of the Hamburg based vessel owners resulted in the immediate activation of their OPA 90 Vessel Response Plan (VRP) and T&T Salvage as its pre-contracted salvage provider. Tugs, pollution response gear, specialty pumping gear, and a 12-strong T&T-Cabras Marine team was dispatched to manage the salvage operation.

New Response Partner at Port of Long Beach

T&T Salvage, LLC announced the signing of a consent agreement with the Long Beach Fire Department (LBFD). This agreement permits T&T to include the LBFD's extensive marine firefighting resources in its emergency response network. T&T's network, established to meet United States Coast Guard, Oil Pollution Act of 1990 (OPA 90) requirements, is available to owners and operators of vessels subject to the salvage and marine firefighting regulations contained in OPA 90. The consent agreement, which is the first of its kind to be signed in California, will ensure a coordinated response and minimize the impact of a major marine fire event in the Los Angeles/Long Beach Port Complex.

The Bottom Line from the U.S. Salvage Leadership

In the choppy wake of regulatory changes, subtle changes in how, where and why salvors do business, high profile salvage assignments and still more lurking on the horizon, the American salvage community has a lot to say. This month, MarineNews brought together three industry heavyweights to find out what was on their minds. Collectively, they combine to recalibrate the perception of what a salvor should be, where the industry will evolve, and why. The role of the marine salvor is to respond to a casualty – whether a fire, grounding, sinking, structural failure or even the threat of any of these disasters – and to provide speedy and effective solutions. Marine casualty response, commonly called Salvage, is an interesting but little understood world.

Titan and T&T Cooperate for Salvage on Chilean Coast

Photo: Titan

Crowley Maritime Corp. subsidiary Titan Salvage, based in Pompano Beach, Fla., and its partner T&T Salvage, a maritime emergency and salvage company based in Galveston, Texas, recently completed a challenging wreck removal project off the coast of Chile. The job, which involved the removal and scuttling (the process of strategically sinking a shipwreck) of a grounded bulk carrier on Llolleo Beach, required the use of unique, ship-to-shore equipment – such as an aerial téléphérique and a pneumatic pontoon system…

Non-Tankers Next on OPA 90 List

The new non-tank regulations will effect close to 20,000 vessels. The additional administrative burden for vessel owners, the USCG, as well as the approved salvage companies will be substantial. Raymond Lord, President, Donjon-Smit LLC

In 2008 the USCG issued the tanker final rule for salvage and marine firefighting (SMFF) under the Oil Pollution Act of 1990. This rule primarily required tank ships and barges carrying oils as defined in the 33 CFR 155 as cargo to pre-contract qualified salvors to promptly respond to a marine casualty in U.S. waters. While tankers were the primary focus of the new rules, Non-Tankers – defined by the USCG as any vessel over 400 gross tons – waited quietly for a likely turn with SMFF requirements.

Salvage Response under OPA 90: Non-Tankers are Next

Non-Tanker rules, stalled for several years, have now been accepted by the Office of Management and Budget and the final rule is expected to be out within the next 60 days.

Maritime casualties have always been tackled by a relatively small, egotistical, passionate and intrepid group of mariners called “salvors.”  Salvage as history knows it, however, may be taking a sharp turn as a result of the new game rules being injected by the Oil Pollution Act of 1990 (OPA 90). Back in 2008 the USCG issued the tanker final rule for salvage and marine firefighting (SMFF) under the Oil Pollution Act of 1990. This rule primarily requires tank ships and barges…

ASA Member Recovers Air France Flight 447 Black Boxes

Arlington, VA – The expertise of an American Salvage Association (ASA) member culminated in locating and recovering the “black boxes” of Air France Flight 447, which crashed into the Atlantic Ocean on June 1, 2009, killing all 216 passengers and 12 aircrew on a flight from Rio de Janeiro to Paris. The black box recoveries took place in 3,900 meters of water (msw) and were made possible using the ASA member company-designed and operated Remotely Operated Vehicle (ROV). The recoveries were completed in a very short period of time given the technical complexities of operating in extreme water depths. The ROV located the Flight Data Recorder (FDR) within 12 hours on its first dive on April 27. Unfortunately, the critical Memory Unit had separated from the chassis of the FDR.

American Salvage Assoc. Recognizes SMFF Implementation

After a nearly 20-year wait since the original issuance of the OPA-90 regulatory package, the American Salvage Association (ASA) expressed its recognition for the final implementation of Salvage and Marine Firefighting Regulations (SMFF), 33 Code of Federal Regulations Part 155 Subpart I, for tank vessels that went into effect on February 22, 2011. From the Exxon Valdez spill that prompted OPA-90, to the 1996 promulgation of Vessel Response Plan (VRP) regulations requiring contracts with Oil Spill Removal Organizations (OSRO), to the first public workshop held by the Coast Guard in 1997 to address the need for well-defined salvage regulations, to the final rule being published on December 31, 2008, the road to final implementation has been long.
