In the Navy:The Role of Advanced Sea Mines in Future Conflicts

When it comes to war, the old adage that the best defense is a good offense rings true. Nowhere is this more the case than naval warfare, where initiative can make the difference between victory and defeat. As an integral part of naval warfare, mine warfare – both mine countermeasures and mine laying, or “offensive” mine warfare - will continue to influence naval operations. Yet the latter of these sub disciplines - the “other” mine warfare, as Admiral James Winnefeld, Jr. calls it - has often been missing from mine warfare discussions.

USCG Marine Safety Alert

The U.S. Coast Guard issued a marine safety alert today to remind all gas carrier owners and operators to ensure that all personnel follow approved Safety Management System cargo handling procedures and industry best practices. The USCG cited a recent investigation into a cargo compressor room fire onboard a foreign flagged Liquefied Petroleum Gas (LPG) carrier as the reason for the safety alert. Investigators suspect that unsafe cargo handling procedures associated with manual draining of hydrates from the drain line on the outlet of re-liquefaction condensers directly contributed to this casualty. Hydrates are compounds, in the form of crystalline substances, developed from the interaction of water and hydrocarbons at certain pressures and temperatures.

Columbus' Santa Maria May Have Been Found off Haiti

Underwater explorer Barry Clifford said he found sunken off Haiti what he thinks is the wreck of Santa Maria, Christopher Columbus’ long lost flagship from his first journey to the Americas. Clifford and his team used high tech sonar scanning and metal detection devices to examine the ship’s remains. Most of the ship is intact and excavation will be possible with assistance from the Haitian government, Clifford said. In what could be one of the most important historical discoveries in history, Clifford said he is confident the wreck is the Santa Maria.

Safety Issues May Cause More Petrobras Stoppages

Brazil's state-run oil company Petroleo Brasileiro SA could face new production stoppages on platforms in the Campos Basin if it does not resolve lingering safety issues, the Folha de S. Paulo newspaper reported on Sunday. The company, best known as Petrobras, has improved safety standards in its offshore fields in the last two years but needs to improve "a lot"," a federal labor-law prosecutor, Mauricio Coentro, told the newspaper. If continuing problems are not resolved, platform shutdowns may be necessary, he added. The paper said there have been eight accidents since November in the Campos Basin, located east and northeast of Rio de Janeiro, where Brazil gets 80 percent of its 2.11 million barrels per day of oil output.

Response Efforts Continue at Well Spill Site

The Bureau of Safety and Environmental Enforcement (BSEE), U.S. Coast Guard and Walter Oil & Gas Corporation (Walter), through the Unified Command, continue to oversee and coordinate response efforts to secure the South Timbalier 220 natural gas Well A-3. Safety of personnel and protection of the environment remain the top priorities. BSEE approved plans to send a camera and logging tools down the wellbore and is conducting visual observation along with Unified Command. Observations will be used to advance well intervention plans. No gas releases are reported from fixed wireless  detectors placed some 30 feet from the top of the well or detection devices carried by  all onsite personnel. Drilling on the relief well is underway using the Rowan EXL-3 jack-up rig, contracted by Walter.

Port of New Bedford Awaits Security Equipment

With nearly $2m in federal port security funding awarded to New Bedford, Mass., Port officials are expected to purchase a range of security equipment . The Port of New Bedford won two grants from the Federal Emergency Management Agency's Port Security Grant Program. The first grant of $918,256 was awarded in 2007, and the second one of $948,177 was awarded in spring 2008. Neither grant has been released to the city due to a post-award review process related to environmental and historical preservation compliance guidelines, according to FEMA officials and Kristin Decas, executive director of the New Bedford Harbor Development Commission (HDC).

Public Meeting On Tank Level Or Pressure Monitoring Devices

On November 6, the United States Coast Guard held a public meeting in Washington, D.C. to review proposals regarding the installation of devices to monitor cargo levels aboard tank vessels. The issue is the last fragment of unfinished regulatory business compelled by the passage of the Oil Pollution Act of 1990 ("OPA 90"). When OPA 90 was enacted, the U.S. yet, might presage an incipient structural failure. With an abundance of goodwill and a scarcity of technical knowledge, the Congress enacted Section 4110 of OPA and directed the Coast Guard to sort out the details on technical standards and use requirements for devices that would monitor tank pressures and/or cargo levels. These measures were supposed to have been put into effect by 1991.

WDT Awarded Contract for SCIB

CSI Achieves Major Milestone: 20 Ports In

U.S. Customs and Border Protection (CBP) Commissioner Robert C. Bonner and Vassilios Manolopoulos, Director General, of the Greek Directorate General of Customs and Excise announced that CBP officers have been deployed to the port of Piraeus as part of the Container Security Initiative (CSI) and that CSI has become operational there. As part of the CSI program, CBP officers are working with host government personnel as part of CSI, to target cargo containers that pose a potential risk for terrorism destined for the United States. DHS Awards NJ Almost $11m

The U.S. Preparedness (OHSP) Richard L. Cañas said. Another $2.7 million in port funding went to New Jersey private companies and a municipality in the two port areas. $27.3 million for the New York/New Jersey port region. grant for this port. awarded almost $4.8 million, a portion of which will be spent on security projects that will benefit New Jersey. In the Delaware Bay region made up of ports in New Jersey, Pennsylvania and Delaware, Cañas said that OHSP was awarded almost $3.1 million, the largest single grant of a total of nearly $13.3 million provided to the port region. its police and fire departments and four private energy companies received a total of $242,500.

House Judiciary Committee Approves FY 2008 Coast Guard Bill

The House Judiciary Committee approved the Fiscal Year 2008 authorization bill for the U.S. Coast Guard. The legislation has already cleared the House Homeland Security Committee and the House Transportation and Infrastructure Committee. Prior to final approval, the Judiciary Committee added language strengthening the Coast Guard’s ability to combat maritime smugglers of illegal immigrants and would rachet up security at ports and liquefied natural gas facilities. It would also increase funding for the Coast Guard’s controversial Project Deepwater program designed to modernize its fleet. The addition of $229m for the program would restore deepwater acquisition funding to its F.Y. 2007 level of $1.2b.
