US Moves to Loosen Safety Rules for Arctic Offshore Drilling

(File photo: U.S. Coast Guard courtesy of Air Station Port Angeles)

The Trump administration on Thursday proposed to loosen Obama-era safety regulations for the oil industry in the Arctic Ocean off Alaska to ease the way for petroleum extraction in the region, an effort that President-elect Joe Biden will likely throw out once in office. The proposal would revise a suite of Obama-era rules crafted to improve safety in the extreme conditions of the Arctic after a Shell drilling rig ran aground there in 2012. The company later abandoned oil exploration in the region and there are no active drilling operations there. Now, much of the U.S.

National Ocean Industries Association (NOIA) president Randall Luthi comments on the U.S. Department of the Interior’s (DOI) 2019-2024 National Offshore Oil and Gas Leasing Draft Proposed Program, which seeks to open nearly all U.S. offshore waters to oil and gas drilling. With 94 percent of our nation’s outer continental shelf (OCS) currently and unnecessarily off limits to oil and gas leasing and exploration, NOIA welcomes the bold and broad offshore leasing proposal released January 4 by the Department of the Interior.

NOIA Appoints Four to BoD

National Ocean Industries Association (NOIA) Chairman David Welch has appointed four new members to the association’s Board of Directors. The appointments were announced today during NOIA’s fall meeting in Jackson Hole, Wyoming, where the association is commemorating 45 years of commitment to America’s offshore energy industry. Today, the oil and gas industry, long centered in the Gulf of Mexico, produces 17% of America’s domestic oil and 5% of our domestic natural gas, while off the coast of Rhode Island, America’s first offshore wind farm is providing energy to residents and businesses on Block Island. “The offshore energy industry has come a long way in the last 45 years.

US LNG Exports to Increase: EIA

U.S. Energy Information Administration (EIA)'s latest Short-Term Energy Outlook projects that the United States will export more natural gas than it imports in 2017. The U.S. has been a net exporter for three of the past four months and is expected to continue to export more natural gas than it imports for the rest of 2017 and throughout 2018. The nation’ status as a net exporter is expected to continue past 2018 because of growing U.S. natural gas exports to Mexico, declining pipeline imports from Canada, and increasing exports of liquefied natural gas (LNG). The U.S. is currently the world's largest natural gas producer, having surpassed Russia in 2009. Natural gas production in the U.S. increased from 55 billion cubic feet per day (Bcf/d) in 2008 to 72.5 Bcf/d in 2016.

Randall Luthi (Photo: NOIA)

Following President Trump’s address to the joint session of Congress, National Ocean Industries Association (NOIA) president Randall Luthi weighs in on  shifting U.S. policy and its effects on offshore energy and the American economy. As President Trump begins work on his ambitious agenda, it appears that efficiency and cost cutting are major themes throughout much of the federal government. Those of us in the energy producing industries say welcome to our world. While low commodity prices and overly burdensome regulations devastated job growth in the energy sector during the last two years…

NextDecade Takes Aim at Texas City for LNG Export

NextDecade LLC has signed lease agreements with the State of Texas and City of Texas City for a close to 1,000-acre site at Shoal Point for the potential development of a multi-billion dollar liquefied natural gas (LNG) export facility. Texas City owns almost 376 acres at Shoal Point, while the Texas General Land Office manages the adjoining 618 acres of state land. The agreement comes as the State of Texas continues to draw international attention following significant new natural gas finds totaling over 90 trillion cubic feet (tcf) in 2016 and as global buyers increasingly seek new, long-term competitive natural gas supplies to support their energy needs. “Now more than ever, the U.S.

Op/Ed: Obama’s Parting Salvo at US Energy Security

Randall Luthi (Photo: NOIA)

Randall Luthi, President of the National Ocean Industries Association (NOIA), does not pull any punches as he weighs in on the Obama administration’s release of the Final 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Program. The good news is we now have an offshore leasing plan for the next five years that includes a schedule for regular oil and gas sales in the Gulf of Mexico. The bad news is it is only half a plan. Offshore energy development is a vital part of the U.S. economy, providing jobs, energy security and much needed government revenue.

The American people have spoken, and this long and contentious election is finally over. Even though it appears the political divide in our Nation has widened, now is the time to work together to promote wise energy policies that will enhance our ability to create jobs and promote energy security. “President-elect Trump should unequivocally reestablish the U.S. commitment to ‘all-of-the-above’ energy policies.

NOIA Applauds Passage of House Interior Appropriations Bill

“NOIA applauds members of the House of Representatives for passing the first Interior and Environment Appropriations bill since 2009. Not only does the passage of the bill bring back regular order, the Fiscal Year 2017 Interior and Environment Appropriations bill includes smart policy provisions to limit the harmful impact of many short-sighted regulations targeting offshore oil and natural gas exploration and development and includes protections from other potential politically-driven regulations the Obama administration could levy on its way out of office. “Some of the common-sense provisions included in the bill directly target new rules released during this year’s onslaught of job-killing federal regulations.

ExxonMobil Starts Production at Point Thomson

ExxonMobil said today it has started production at its Point Thomson project, the first company-operated project on Alaska’s North Slope. Central pad facilities are designed to initially produce about 5,000 barrels per day of condensate and 100 million standard cubic feet per day of recycled gas. The recycled gas is re-injected for future recovery. At full rate production, the facility is designed to produce up to 10,000 barrels per day of natural gas condensate and 200 million cubic feet of recycled gas. It is anticipated to reach that level when the west pad well is online in a few months. The Point Thomson reservoir holds an estimated 8 trillion cubic feet of natural gas and associated condensate – a high-quality hydrocarbon similar to kerosene or diesel.

NOIA Commends Shell’s Efforts Offshore Alaska

“NOIA commends Shell’s efforts in the Chukchi Sea and recognizes the great expense of this endeavor. Their ability to drill without incident this season demonstrates that the Arctic can be safely explored. Shell’s multi-year campaign shows their commitment to providing domestic oil and natural gas to the U.S. and willingness to invest in U.S. jobs. “It is disappointing on a number of fronts that due to a variety of factors, including regulatory constraints and cost issues, Shell has decided to halt their offshore drilling campaign in Alaska. First, the U.S. will lack energy source diversification for the foreseeable future since low oil prices and high drilling costs in the Arctic will likely impact future exploration activity in the Alaskan OCS.

Hitachi Gas Supply System Order for MHI

Mitsubishi Heavy Industries, Ltd. (MHI) has received an order from Hitachi Zosen Corporation for a high-pressure gas supply system enabling use of natural gas as fuel in marine engines. In lieu of conventional heavy oil, the system supplies liquefied natural gas (LNG), injected under high pressure, to the engine. This configuration curbs emissions of sulfur oxides (SOx), nitrogen oxides (NOx) and carbon dioxide (CO2), thus contributing to reduction of environmental loads. Delivery of the system is scheduled for the second half of 2016, for installation at Hitachi Zosen's Ariake Works in Nagasu-machi, Kumamoto Prefecture. After use in gas fuelled demonstration testing of a marine diesel test engine…
