Scott Bergeron appointed CEO of LISCR

Scott Bergeron

Scott Bergeron has been appointed Chief Executive Officer of the Liberian International Ship & Corporate Registry (LISCR), the US-based manager of the Liberian Registry. Bergeron joined LISCR in 2000 as Chief Operating Officer. Prior to that, he developed a wide range of experience in the shipping industry, working for shipowner/manager Laurin Maritime, for Det Norske Veritas and for the US Coast Guard, as well as gaining practical seagoing experience on a variety of different types of ship. Yoram Cohen and Adam Cohen will remain as Chairman and Executive Vice-Chairman, respectively, of LISCR.

Brad L. Berman Joins Holland and Knight as Partner

New York City – April 29, 2011 – Holland & Knight is pleased to announce that Brad L. Berman has joined the firm as Partner in the firm's New York City office. Prior to joining Holland & Knight, Berman served as Executive Director of the Liberian International Ship & Corporate Registry (LISCR), the world's second largest ship registry and 60+ year old corporate registry, where he oversaw all aspects of the Liberian corporate and shipping program, including corporate and other entity formation, and ship registration and mortgaging.

LISCR refocuses London office

The Liberian International Ship and Corporate Registry (LISCR), which manages the Liberian Registry, has refocused its London office in order to provide shipowners and IMO with more experienced technical support. LISCR has appointed Peter Kidman, former Intercargo technical manager, to head up the office. Kidman is an experienced master mariner who is also qualified in maritime law. He has extensive experience of working with international shipping authorities. Liberia Signs Agreement with U.S. to Suppress WMD Proliferation by Sea

LISCR Welcomes Liberian Government IMF Move

The Liberian International Ship & Corporate Registry (LISCR) has welcomed action by the Government of Liberia to seek IMF auditing of funds from the Liberian registry. Yoram Cohen, CEO of LISCR, says, "Last week the Government of Liberia formally asked for IMF assistance to audit and ring fence revenues from the ship registry. The Government of Liberia has approached the IMF because of its experience of working with government finances, and because its independence and status will guarantee that the funds from the registry are seen to be spent in accordance with budgeted domestic policies. Cohen says, "The Liberian Registry has always been structured so that it is run by a U.S. company independent of daily Liberian politics.

LISCR Welcomes Russian Boost For Tanker Owners

Sea trades. Cohen says, "Liberia is the flag of choice for the world's tanker fleet, and for Russian shipowners flying foreign flags. Russia's old system, under which ships of a few favoured flags were charged lower port dues, effectively made it difficult for owners of Aframax and Suezmax tankers trading to Russia to benefit from the efficiency of the Liberian Registry, and difficult for Russian ships flying foreign flags to trade to their own ports. Greeks Boost Liberian Registry

Greek shipowners have boosted the Liberian Registry, committing important newbuildings to the flag. European Navigation has committed five tanker newbuildings, Metro Star has put seven tankers onto the registry and Chandris-backed Celebrity Cruises chose the Liberian flag for its newbuilding cruise ship Millennium and has committed two further newbuildings to the flag. Liberian Registry Launches Internet-Based Inspection

The Liberian Registry has launched a unique Internet-based vessel inspection application based on technology developed by the Wallem Group. The Internet-based inspection application will allow inspectors to compile inspection reports during annual safety inspections and will create a historical database of the vessel's condition. This secure database will be confidential to the registry and the relevant shipowner. Owners will however be offered the option of providing the vessel's condition history to Port State Control authorities, underwriters, charterers, and other interested parties. LISCR Rated Top Open Registry

LISCR, First in Safety & Security, was rated the world's top open registry by the Paris MOU (6/2002), a consortium of 14 European countries that coordinate the inspection of ships. Of the ten national ship registries that received a higher rating, most provide services for substantially fewer vessels. "The Liberian Registry is pleased to be recognized as the world's number one open registry," said Yoram Cohen, CEO of LISCR, a U.S. company that manages the day-to-day operations of the Registry. The Paris MOU port authority monitors compliance with international rules on safety, pollution prevention, and living and working conditions for seafarers. Ships that fail to comply with the international standards can be detained until the defects are remedied.

Liberia First Major Flag State to Ratify Treaty

LISCR, First in Safety & Security, today applauded Liberia for taking the lead and ratifying MARPOL Annex VI, an international convention to prevent air pollution from ships. "Liberia is the first major flag state to ratify MARPOL Annex VI," said Yoram Cohen, CEO of LISCR, the U.S. company that manages the day-to-day operations of the registry. "We are proud of the registry's leading role to protect the environment. To implement the treaty, it must be ratified by 15 International Maritime Organization (IMO) members and flags, representing 50 percent of the world tonnage. LISCR is the second largest ship registry, with about 1,800 vessels (56 million gross tons) or about ten percent of the world's ocean-going fleet.

LISCR and LSC condemn IRI legal action

Yoram Cohen, CEO of the Liberia International Ship & Corporate Registry, has described as "completely unfounded, unsubstantiated and untrue" allegations made by International Registries Inc. on May 11, 2000, pursuant to the filing of a lawsuit against LISCR in the Supreme Court of New York. "The allegations," says Cohen, "will trigger a massive counter-suit by LISCR against IRI. "LISCR is a private company operated and fully owned from the United States by U.S. nationals, completely independent of the Liberian government," says Cohen. "It complies fully with all aspects of U.S. regulatory law. Since assuming control of the Liberian Registry on January 1, 2000, LISCR has made significant gains in both its ship registration and corporate registration activities.

ITF Targets Liberian Flag

The International Transport Workers Federation (ITF) has launched a campaign to bring down the Liberian shipping flag, which it accuses of bank-rolling a savage conflict in Sierra Leone. At least one ship owner has already been shaken by the allegations surrounding the flag and says it is looking at alternatives. Liberia receives tens of millions of dollars each year from respectable ship operators such as Royal Caribbean International and Germany's Hamburg Sud, seeking a favorable commercial environment for shipping in return for cash. Royal Caribbean said it was taking the issue seriously. "We've been in discussions with the (U.S.) State Department and we're considering other alternatives," Royal Caribbean's Lynn Martenstein said.
