Vietnam has approved a foreign consortium's plan to invest around $315 million in a seaport and industrial zone complex in northern Quang Ninh province, the government said on Saturday. The licence was handed on Friday to the consortium including CDC International Corp from Cayman Island, Asia Infrastructure Development Co from Hong Kong and Singapore's Tien Ich Trung Dong Co, said in a report on the government's website. Construction is slated to start next year with full completion in 2036, it said. While the Trans-Pacific Partnership pact, with Vietnam one of the 12 signatory nations, looks uncertain after the U.S. presidential election, the Southeast Asian nation is still receiving record foreign investment due to its numerous trade accords, cheap labour and relative stability.

The 53,000 dwt bulk carrier, 'Thor Breeze' has been delivered by Ha Long shipyard, Quang Ninh Province to Thailand ship-owners Thoresen Co. Mr. Do Van Thau – the Vice General Director of Vinashin and   representatives of the  ship-owner were present at the ceremony. The double-hulled bulk carrier is 190 m in length, 32.26 m in breadth, 17.50 m in depth and with a 12.60 m draught. The main engine is a MAN B&W 6S50 MC-C 9.480 kW rated at 118 rpm to give a speed of 14 knots. The design was by Denmark’s CarlBro’s and construction was under the supervision of DNV Classification.

Vinashin Shipbuilding Industry Corp. ex-officials in appeal against sentences for losses to the state budget of VND910 billion (US$43.5-million). Shipbuilding giant Vinashin, a state-owned company founded in 1996, came to the verge of bankruptcy in 2009 after accumulating an enormous debt of over $4.11 billion. The government later introduced reforms to get the embattled shipbuilder back on track. The Supreme People’s Court opened the hearing to consider the appeals of eight out of the nine defendants who had been sentenced by the Hai Phong city people’s Court in March for “intentionally violating the State’s economic management regulations, which causes serious consequences”. Among the eight is Pham Thanh Binh, former Vinashin chairman, 59, who has been sentenced to 20 years in prison.

The Pha Rung Shipbuilding Industrial Company, a member of the Vietnam Shipbuilding Industrial Economic Group (VINASHIN), on January 27 launched the construction of three shipbuilding and repair factories which are considered to be the biggest in Vietnam so far. These include the Yen Hung Shipbuilding Factory, the Sea Ship Repairing Factory in Yen Hung Supporting Industry Complex and the Pha Rung VINASHIN-MAN Engine Manufacturing Factory. Total cost for construction of the three factories is put at VND 4.5 trillion. According to Mr Nguyen Van Hoc, General Director of the Pha Rung Shipbuilding Industrial Company, with the construction of the Pha Rung VINASHIN-MAN Engine Manufacturing Factory, Vietnam will become the fourth country in the world to manufacture sea ship engines.

Vietnam's fledgling shipbuilding industry has raised its international profile by entering into a seminal agreement with the UK's Graig Group for the construction of a series of double-hulled bulk carriers. Cardiff-based Graig's bold move, potentially entailing 15 vessels of the Diamond 53 handymax type, draws on its experience in assigning a similarly extensive program, for 14 examples of the 53,000-dwt design, to Chinese yards. For the industrially-ambitious Vietnamese, who have already made substantial investments in modern shipbuilding equipment and practises, the Graig deal has particular appeal not only for its promise of serial production of one of the most well-considered, future-oriented bulker designs, but also for the broader package which the firm brings to the project.

Ha Long Shipyard successfully launched a container ship in northern Quang Ninh Province with its capacity of 1,750 twenty-foot-equivalent units (TEU), which is the biggest container ship ever built in Vietnam. Shipyard director Nguyen Duc Than reportedly said the container ship, named Vinashin Dragon, would be delivered to a local client by the end of the first quarter next year. It is the first ship of a contract for five container ships ordered by Vinashin Lines, and both the shipbuilder and the client are members of the giant Vietnam Shipbuilding Industry Group (Vinashin). The 184-meter-long and 25-meter-wide ship, with a tonnage equivalent to 23,000DWT, is worth $36m. Construction of the ship was supervised by Germany's register company GL, and it is equipped with European machines.

Construction of a 54,000-toncargo ship worth $30m started on Feb. 27 by the Ha Long Shipyard in northeastern Quang Ninh province. The H172 freighter, to be built at an estimated cost of around $30m, will be 623 ft. long.It is designed by the Science and Technology Institute of Viet Nam Shipbuilding Industry. It will be built under the supervision of DNV, a registration agency of Norway, and installed with state-of-the-art equipment to be able to go to all seaports all over the world. The ship is scheduled to be delivered by the Ha Long shipyard company, an affiliate of the Viet Nam Shipbuilding Industry Corporation (Vinashin), to the Vinashin Ocean Shipping Company, in March, 2008. A company official said Vinalines would continue to invest in building new seaports in Dinh Vu, off the northern port city of Hai Phong, in Quang Ninh Province; Hiep Phuoc in HCM City; Cai Mep-Thi Vai in Ba Ria-Vung Tau Province, in addition to Vung Tau container port. The company is aiming for an average cargo capacity of between 50-55 million tonnes at each of its ports by 2010. Vinalines is also looking to turn Van Phong port in the central province of Khanh Hoa into a modern international entrepot. Vinalines expects to complete the first phase of its building plans for logistical and maritime services nationwide by 2010. Vinalines said it is also planning to move into banking and finance, as well as shipbuilding and transport-infrastructure development.

According to reports, initial inspections have been made without results after HL01-Florence, reported ly the largest vessel ever built in Vietnam, took on water only hours after its launch April 6. Divers of Ha Long Shipbuilding Co. in northern Quang Ninh province on Monday checked the bottom of the 53,000-ton vessel, whose stern sunk slightly after water leaked through its outer hull and flooded half of the fourth among five compartments. A company official predicted that some of the ship’s valves had been negligently left unlocked, causing the leak. But another official said the reason might originate from the rails under the bottom of the vessel, which were used to create momentum for the ship launch.

According to reports, Vietnam Shipbuilding Industry Corporation (Vinashin) will launch a 53,000 ton-capacity vessel, in northern coastal Quang Ninh province on April 6. The ship, named Florence, is the first of the 21 cargo vessels that the Vinashin's Ha Long Shipyard contracted with a British partner at a total cost of over $400m. Florence is 623 ft., 106 ft. wide and has a 64,000cu.m hold, as designed by Denmark-based Carl Bro Marine company.
