The advent of industry wide tightening of allowable sulfur emissions is getting nearer. Suddenly, with the deadline now little more than one year away, the countdown clock will very soon be ticking much louder. Simply stated, the cap on allowable sulfur content in marine fuels, presently at 3.5 percent in many geographical regions, will be reduced to 0.5 percent in January 2020. Bollinger Adds Drydock Lift Capacity

Bollinger Shipyards has taken delivery of two drydocks with a total lifting capacity of 12,000 tons. Terms and conditions of the purchase were not made available. One of the docks, a 10,500 ton dry-dock will be located at the Bollinger Port Fourchon facility, and measures 320-ft. x 100-ft. between the wing walls. Bollinger now has three commercial drydocks located in Fourchon with a combined lifting capacity of over 22,000 tons. Ongoing infrastructure and newbuild activity not expected to let up. Modern, sophisticated and quality tonnage arrives at just the right time. Vessel builders are ramped up for strong demand from the Gulf of Mexico, where oil drilling is very soon expected to return to pre-Macondo levels. Utilization rates for offshore vessels are rising in the GoM, along with associated dayrates. Edison Chouest Offshore Ordering New Vessels, Expanding Terminals

The Edison Chouest Offshore (ECO) global family of companies, plans to enlarge its fleet and expand its terminal facilities in support of its customer base. The Chouest newbuild order book contains over 40 vessels, a vast majority to be constructed at its four U.S.-affiliate shipyards: North American Shipbuilding (Larose, LA), LaShip (Houma, LA), Gulf Ship (Gulfport, MS) and Tampa Ship (Tampa, FL), as well as its Brazilian shipyard, Navship. ECO’s worldwide fleet now approaches 250 highly specialized offshore service and support vessels.

ECO to Add 40-Plus Vessels, Expand Port Facilities

The Edison Chouest Offshore (ECO) global family of companies announced plans to enlarge its fleet and expand its terminal facilities in support of its customer base. The Chouest newbuild order book contains more than 40 vessels, a vast majority to be constructed at its four U.S.-affiliate shipyards: North American Shipbuilding (Larose, La.), LaShip (Houma, La.), Gulf Ship (Gulfport, Miss.) and Tampa Ship (Tampa, Fla.), as well as its Brazilian shipyard, Navship. ECO’s worldwide fleet now approaches 250 highly specialized offshore service and support vessels. The largest portion of the newbuild program contains 17 vessels, with options for an additional 20, in a new class of 312’ x 66’ x 26’ new generation, clean design, diesel-electric platform supply vessels (PSV).

Harvey Gulf Lease Property at Port of Fourchon

Harvey Gulf International Marine, Inc., has completed the leasing of property in the Port of Fourchon for the support of operations in the deep waters and the shelf of the U.S. Gulf of Mexico. Harvey Gulf plans to upgrade the existing property to support their fleet of offshore towing, supply and diving vessels with Dynamic Positioning Capability. This property will also be capable of supporting other operators in the U.S. Gulf of Mexico. These conversions will be completed by November 2006, and will enhance the company’s position as the industry leader.

Bisso Marine Salvages Bass River

Bisso Marine Company's salvage team has successfully raised and delivered OSV Bass River after six months of delays due to tropical storms, hurricans and El Niño effects on wind and sea conditions. Bass River sank March 15, 1998 in 62 ft. of water, eight miles south of the Port of Fourchon. The 180 ft. vessel was found lying upside down with the stern embedded 45 ft. below the mud line and the wheel house 30 ft. below the mud line. There was extensive damage to the vessel caused by the collision and aditional damage caused by another salvage company's prior attempt. The vessel was found with the propeller shafts broken and stern tubs pulled away from the hull in an attempt to pull the vessel out of the mud by its propeller shafts.

Gulf of Mexico Port Update

The U.S. Department of Transportation issued the following status report on ports affected by Hurricane Katrina: Port of New Orleans: Operational to 42 feet Port of Fourchon: Operation to 24 feet Port of Gulfport: Operational to 30 feet Port of Biloxi: Operational to 9 feet Port of Pascagoula: Operational to 36 feet Port of Mobile: Operational to 43 feet Port of Fourchon: Operational to 24 feet The Industrial Canal is open east of the Cowan/Lorraine bridge. All major interstate crude oil, refined product, and natural gas transmission pipelines are operating Louisiana Offshore Oil Port (LOOP) operating at 75% capacity. Numerous reports of oil and gas leaks in the Gulf of Mexico. Some of these may be from pipelines. Damage assessments have not yet been conducted.
