Bouchard Transportation Files for Chapter 11
Long Island-based barge operator Bouchard Transportation has filed for Chapter 11 bankruptcy after several years fraught with legal and financial difficulties.The family-owned oceangoing tug and petroleum barge firm filed alongside several of its subsidiaries Monday in the U.S. Bankruptcy Court for the Southern District of Texas.According to the filings, Bouchard has between 1,000 and 5,000 creditors, liabilities between $100 million and $500 million and assets worth between $500 million and $1 billion.
APM Terminals Boosts Investment in Port Elizabeth
APM Terminals has significantly increased its previously announced USD $70 million investment plans for the APM Terminals Port Elizabeth facility, and now plans an investment total of USD $200 million. This figure includes ordering four next-generation Ship-To-Shore (STS) cranes to handle ultra-large container ships (ULCS) at North Americaâs second-busiest port complex. These vessels are expected to start calling the port right after the heightening of the Bayonne Bridge is completed later this year. The heightening of the Bayonne Bridge, combined with the widened Panama Canal allows these ULCS liner services to call and be operated efficiently at the advanced APM Terminals facility.
Winter Storm Closes New York/New Jersey Terminals
All marine terminals at the Port of New York and New Jersey are expected to close around 3: 30 p.m. today and remain closed all day tomorrow as a severe winter storm is expected to bring heavy snowfall to the area. Weather forecasts predict that total snow accumulation will likely exceed two feet throughout the port, with expected gale force winds causing drifts to be even higher. The Port Authority of New York & New Jersey said closing times may be adjusted depending on changing weather conditions, and a decision about Wednesday closings will be made by noon tomorrow.
Port Should Unload Brooklyn Marine Terminals
A new report from the Citizens Budget Commission (CBC) suggests that the Port Authority of New York & New Jersey sell its two marine terminals in Brooklyn, both of which are hemorrhaging money, to a housing developer in order to raise cash. The Red Hook Container Terminal and the Brooklyn-Port Authority Marine Terminal have a long history of running deficits and no prospect of making money in the near future. Greater efficiencies must, therefore, be explored, according to CBC president Carol Kellerman. Annual deficits at the marine terminals are expected to hit $107 million in 15 years, the report said. The Brooklyn-Port Authority Marine Terminal in Cobble Hill lost more than $205,000 per acre last year. The Red Hook Container Terminal lost nearly $185,000 per acre.
APM Terminals to Retain Full Ownership of Elizabeth Facility
APM Terminals announced today that it will not pursue the proposed joint venture for the ownership and operation of APM Terminalsâ Elizabeth, New Jersey facility. Eric Sisco, President of APM Terminals North America, stated: âAPM Terminals and Brookfield worked closely with the Port Authority of New York/New Jersey to address the needs of each party. Despite the good faith efforts of all involved, a commercially viable solution was not achievedâ. Stevens Receives Port Grant to Bolster Coastal Resiliency
Stevens Institute of Technology has received a five-year, $6.6 million research grant from the Port Authority of New York/New Jersey (PANYNJ) to improve preparedness and resiliency at critical Port Authority infrastructure sites through an innovative observation and forecast system that provides information on the potential risk and magnitude of overland flooding prior to and during significant storm events. "We have envisioned a road map to more accurate flood forecasting by creating an ensemble of forecasts that, when brought together, should provide unprecedented levels of accuracy and uncertainty quantification," explained Stevens Professor Alan Blumberg, director of the University's Davidson Laboratory and principal investigator for the research .

The Port Authority of New York & New Jersey Board of Commissioners has approved plans by Royal Caribbean Cruise Lines to build a new cruise terminal building at the Port Authority-owned marine terminal facility in Bayonne â a major public investment that will spur continued growth in the New Jersey cruise business. As part of its expansion plans, Royal Caribbean also agreed to base its new Quantum of the Seas vessel â the largest cruise ship serving the New York-New Jersey region â at Bayonne beginning in 2014.

Harley Marine NY Reduces Emissions
Harley Marine NY, a subsidiary company of Harley Marine Services, Inc. is actively reducing emissions in New York Harbor. The HMS Liberty, a tug boat part of the Harley Marine NY Fleet, was repowered at Feeney Shipyard in Kingston, New York. During the repower, the 1970's vintage Detroit 149 Series engines and 3-71 generator sets were replaced with new, EPA Tier II Compliant, Cummins QSK38 engines and John Deere powered generator sets. Replacing the older engines and generators on the tug will reduce NoX and particulate emissions in the New York Harbor by 40 tons per year. This will also result in fuel savings as the newer equipment will be more efficient.

Senator Slade Gorton (R-Wash.) introduced the "States Prevention of Oil Tanker Spills Act" (S. 2506), which seeks to reinstate Washington state oil tanker safety laws overturned by the Supreme Court in Intertanko v. Locke and United States v. Locke. In a press release, Senator Gorton said, "I disagree with the Court's decision, because I believe Washington State should be allowed to protect its shores as it sees fit." The Gorton legislation would reinstate the right of all states to adopt additional standards beyond existing federal requirements governing the operation, maintenance, equipment, personnel and manning of oil tankers. While the legislation would apply to all coastal states, Gorton's interest is focused on recently overturned Washington statutes.
Boyle Resigns As Executive Director Of NY/NJ Port Authority
Robert Boyle, executive director of the Port Authority of New York & New Jersey, announced his resignation from his post at a meeting on Wednesday evening. It was reported that Boyle told the agency's 7,000 employees that he had decided to leave his post as soon as a transition could be accomplished. Boyle was appointed to the head position of the bistate agency in March 1997. The organization runs the three major New York airports - John F. Kennedy, Newark and LaGuardia. JFK and Newark have extensive cargo operations. While a Port Authority spokesman did not elaborate on whom Boyle's successor would be, industry sources said a possible choice is Lillian Borrone, who was promoted to the number two job of assistant executive director on September 11 this year.
Transportation Secretary Awards $92.3M in Grants
U.S. Secretary of Transportation Norman Y. Annual Silver Bell Awards Held in NY
The Seamenâs Church Institute of New York and New Jersey held the 25th Annual Silver Bell Awards Dinner on June 11 at Chelsea Piers in Manhattan.
