DSIC Appoints Ahern to Advisory Board

House Hearing on U.S. Port Security
The Subcommittee on Crime, Terrorism, and Homeland Security of the House Committee on the Judiciary conducted an oversight hearing on U.S. port security. Representative Howard Coble (R-NC) stated that the purpose of the hearing was to focus on the operations and effectiveness of the agencies charged with inspecting ships and cargo entering U.S. ports and on methods used by the public and private sector to enhance the security of the ports. Jayson P. Ahern, Assistant Commissioner, Customs and Border Protection, testified regarding various activities utilized by the agency to target and inspect sea cargo, including the smart box initiative, non-intrusive inspection technology, and the automated targeting system.
SFI Operational in U.K., Pakistan and Honduras
Southampton Container Terminals, United Kingdom, Port Qasim, Pakistan (both managed by DP World) and Puerto Cortez, Honduras will become the first seaports to implement the Secure Freight Initiative (SFI) beginning October 12 by scanning all maritime containers destined for the U.S. for nuclear or other radiological materials. These ports fulfill the requirements set out in the Security and Accountability For Every (SAFE) Port Act of 2006, which establishes a program that couples Non-Intrusive Inspection (NII) and radiation detection technology. Data from these systems is then provided to U.S. officials at U.S. Customs and Border Protection’s National Targeting Center for analysis.
Hearing on SAFE Port Act
Representative Lungren (R-CA) introduced the Security and Accountability For Every Port Act or SAFE Port Act (H.R. 4954) to improve maritime and cargo security through enhanced layered defenses, and for other purposes. On March 16, the Subcommittee on Economic Security, Infrastructure Protection, and Cybersecurity of the House Committee on Homeland Security conducted a Hearing on the SAFE Port Act.
