Canada Commits Nearly $240 Mln to Aid Offshore Oil Industry

Husky Restarts White Rose

Husky Energy said that it has received approval for the limited restart of oil and gas production from White Rose field offshore Newfoundland and Labrador.SeaRose FPSO project was shut down after a spill of about 250,000 litres after a heavy wind storm a couple of months ago.“We have worked with our certifying authority to satisfy ourselves the SeaRose FPSO and associated equipment is ready to safely operate the Central Drill Centre (CDC). Husky Energy ‘Deeply Sorry’ for Oil Spill off Newfoundland

Canadian petroleum company Husky Energy submitted a preliminary report about the largest-ever oil spill in Newfoundland and Labrador and said it is “deeply sorry” for the incident.According to local media reports, the oil and gas company admitted that on November 16, there were two separate oil spills at the Sea Rose FPSO.“The initial release occurred during the approximately 20 minutes offshore teams were troubleshooting a drop in flowline pressure,” Husky said on its website.The spill happened when a flowline connector failed, spilling two separate releases into the ocean, it said.Newfoundland’s largest-ever oil spill saw about 1,570 barrels leak into the ocean.

Oil Spill: Husky Energy Offshore Oil Rigs Still Shut Down

Following the Canadian oil and gas company Husky Energy has reported a spillage of 250m3, or 1,572 barrels, of oil, offshore the Canadian province of Newfoundland, production remains shut in at the SeaRose floating production, storage and offloading (FPSO) vessel with all production wells.Husky Energy had shut in production at the White Rose field Thursday, November 15 due to operational safety concerns resulting from severe weather. Hong Kong's Richest Man Li Ka-shing Retires

Li Ka-shing to retire after annual general meeting on May 10; will stay on as senior adviser to the group. Hong Kong's richest man, Li Ka-shing, announced his retirement as chairman of CK Hutchison Holdings Ltd on Friday, bringing to a close a rags-to-riches story that made him a hero in the freewheeling capitalist hub. Li, 89, will retire after the annual general meeting on May 10, the ports-to-telecoms conglomerate said in a filing to the Hong Kong bourse, passing the mantle to his eldest son Victor Li, who was named successor several years ago. While Hong Kong's adoration of Li Ka-shing and his story has waned somewhat in recent years, he is still stepping aside from one of Asia's most outward-looking empires, spanning more than 50 countries and 323,000 employees at last count.

Regulator Okays Husky Energy to Restart SeaRose Operations

The Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) has announced it has lifted the notice to suspend operations for the SeaRose floating production, storage and offloading (FPSO) vessel and associated facilities. The January 17, 2018 C-NLOPB notice to suspend operations resulted from an incident in March 2017 where Husky Energy (TSX:HSE) departed from its agreed Ice Management Plan by not disconnecting the vessel and sailing away when an iceberg entered its quarter-mile exclusion zone. “We could have and should have responded differently according to the pre-existing plan, and have learned from this incident,” said CEO Rob Peabody. “We will apply these lessons and share the learnings broadly in the region and across the company.

Teekay’s New Shuttle Tanker Delivered

Teekay Offshore said it has taken delivery of Beothuk Spirit, the first of three new shuttle tankers to serve East Coast Canada, built in Korea by Samsung Heavy Industries. Heritage Class sister vessels Norse Spirit and Dorset Spirit are scheduled for delivery in the first half of November 2017 and early-2018 respectively. The three Suezmax, DP2 shuttle tankers will provide crude transportation services to the Hibernia, Terra Nova, White Rose and Hebron offshore oil fields located in St. John’s, Newfoundland & Labrador.

U.S. Midwest Refiners Boost Output

U.S. refineries from Ohio to Minnesota are capitalizing on access to cheap crude from Western Canada and North Dakota oilfields, helping their region break a historic dependence on fuel from the Gulf Coast while redrawing oil trade maps. Since the early 2000s, crude and fuel flows from the Gulf Coast into the U.S. heartland have been cut in half, as crude coming from Canada and North Dakota has pushed U.S. Midwest refining activity to record levels. In 2016, Midwest refining capacity rose to 3.9 million barrels per day (bpd) of crude, the highest annual volume on record. Midwest refiners such as Marathon Petroleum Corp, Phillips 66, BP PLC and Husky Energy have invested billions of dollars on new units capable of turning sludgy crude from Canada into gasoline and diesel.

TechnipFMC Wins West White Rose Contract

TechnipFMC has been awarded an Engineering, Procurement, Construction and Installation (EPCI) contract from Husky Energy for the West White Rose Project in Eastern Canada. The contract covers the supply and installation of subsea equipment including tie-in manifolds, flexible flowlines, and control umbilicals, which will connect the recently announced West White Rose Platform to the existing SeaRose FPSO (Floating, Production, Storage and Offloading) vessel. The Husky West White Rose Project will use a fixed platform tied back to the SeaRose FPSO vessel. The main White Rose field is located approximately 217 miles east of St. John’s, Newfoundland and Labrador, on the eastern edge of the Jeanne d’Arc Basin in water depths of about 393 feet.

Husky Energy Pact for Canadian Offshore Project

NC-Lavalin, Dragados Canada and Pennecon announced that their General Partnership (GP) has been awarded a construction contract from Husky Energy as part of the company's West White Rose Project in Newfoundland and Labrador. The GP will build a concrete gravity structure (CGS) for a fixed drilling platform. The CGS, with an overall height of 145m and base diameter of 122m, will require 76,000m3 of concrete in its construction, which will take place in a purpose built dry dock from 2017 to 2021. Once completed and installed in the White Rose field, the CGS will support a topside module to enable drilling and oil extraction 350km away from the coast of Newfoundland in the Atlantic Ocean.

PA Pipeline Spat Could Upend International Oil Flows

Refiners from the Midwest United States are fighting for access to a vital Pennsylvania pipeline – a move that could cripple their East Coast competitors and redraw the map for international flows of crude and fuel into coveted coastal markets. The regulatory dispute centers on a proposal by pipeline operator Buckeye Partners’ to that state's Public Utilities Commission. The plan would reverse the flow of fuels on a section of Buckeye’s 350-mile Laurel Pipeline, which currently flows from the East Coast to Pittsburgh. Because pipelines only flow in one direction, the change would effectively block five East Coast refineries from serving Pittsburgh – with Midwest refiners picking up their market share.

Canada Seek to contain Oil Spill

Authorities are building a new containment boom to fight an oil spill in a major western Canadian river, officials said on Saturday, after the spill breached a previous barrier and threatened the drinking water of several communities along the coast. The city of North Battleford, which draws its drinking water in part from the North Saskatchewan River, shut its supply intake on Friday and switched to using ground water, provincial officials said in a telephone conference with reporters. Some 1,572 barrels of heavy oil and diluent leaked from Husky Energy Inc's Saskatchewan Gathering System pipeline on Thursday, flowing into the river. The Calgary-based company has shut the line, stopping the leak, and has been working to contain the spill.

Samsung to Build Three Shuttle Tankers for Teekay Offshore

Samsung Heavy Industries (SHI) has announced that it is to build three shuttle tankers for Teekay Offshore Partners, at a total price of $365m and the contract includes an option for an extra vessel. The contract was signed in Oslo where Nor-Shipping 2015 was held. As for the contract value, while SHI says that the three tankers cost USD 330 million, for Teekay it is USD 365 million. The tankers ordered are 155,000DWT shuttle tankers that are 293m long and 49m wide, and they will be delivered by February 2018. Both SHI and Teekay Offshore have said that the tankers will be used to transport crude oil from offshore oilfields off east Canada. Shuttle tankers are oil tankers that transport crude oil extracted from marine oil fields to storage bases on the ground.

Teekay Orders 3 Tankers for Canada Contracts

Teekay Offshore Partners L.P. informs it has entered long-term contracts to provide shuttle tanker services for a group of companies producing oil on Canada’s East Coast, including Chevron Canada, Husky Energy, Mosbacher Operating Ltd., Murphy Oil, Nalcor Energy, Statoil and Suncor Energy. The 15-year contracts, plus extension options, will initially be serviced by one of Teekay Offshore’s existing shuttle tankers, the Navion Hispania, and two to three third party-owned shuttle tankers currently operating in East Coast Canada, which will be chartered-in to Teekay Offshore’s Canadian affiliate located in St. John’s, Newfoundland, prior to the delivery of up to four shuttle tanker newbuildings.

Managers Bunking at U.S.Refineries, Strike Continues

U.S. oil refinery managers are going to the mats, literally, during the biggest fight with union workers in 35 years, bedding down for a third strike week that experts and some employees say raises concerns over safety and operations. At the 135,000 barrel-per-day refinery just outside of Toledo, Ohio, run by BP Plc and Husky Energy Inc , most of the nearly 300-person staff have been calling the refinery home since Feb. 9. For the last week, they have slept on recently purchased mattresses inside rental trailers to rapidly respond to any problems and avoid striking workers, sources say. On Tuesday, a van full of washing and drying machines gingerly cut through about a dozen United Steelworkers carrying pickets and walking a strike line at the facility's front gate.

Union, Shell in Prolonged Refinery Labor Talks

Royal Dutch Shell Plc and the United Steelworkers union (USW) negotiated for hours on Tuesday over a new labor contract for U.S. refinery workers, the company said on day 10 of the biggest refinery walkout since 1980. They have been unable to agree since this year's talks started on Jan. 21 on the size of wage increases and how to monitor worker fatigue, which is tied to accidents and can be handled through overtime pay or adding workers. Shell is the lead representative for oil companies at the negotiations for a three-year pact that would cover 30,000 workers at 63 plants. The union wants wage increases, a tighter safety policy, and reductions in non-union contractors working in refineries.

Aker Wins Big EPCI Contract Offshore Canada

Aker Solutions awarded contract for offshore engineering services to support Husky Energy at White Rose field. The scope of work includes studies, modifications (EPCI) and campaign maintenance services. The duration is five years with an option to extend the contract for as many as 10 one-year periods. The estimated contract value is NOK 900 million for the five-year period. "We are delighted that Husky has chosen us as their preferred partner for offshore engineering services at the White Rose field," says Tore Sjursen, head of maintenance, modifications and operations at Aker Solutions. China Studies Floating Gas Plants for South China Sea

Chinese energy giant CNOOC Group is studying the possibility of building a multibillion-dollar floating liquefied natural gas (FLNG) vessel, as-yet untried technology that would likely be used to produce gas from the deep waters of the South China Sea. While the state-run company has made no public announcement, a pre-feasibility study was well under way, CNOOC and other industry officials said. CNOOC was already talking to global engineering firms about possible joint design of the vessel, two industry officials added.

Suncor Sends First Tanker of Western Canada Heavy Crude to Europe

Canada's largest oil and gas producer, Suncor Energy Inc, is shipping its first ever tanker of Western Canadian heavy crude from Canada's East Coast to Europe, a company spokeswoman said on Tuesday. Suncor spokeswoman Sneh Seetal confirmed Reuters shipping data that shows the aframax tanker Minerva Gloria was set to pick up a cargo of crude oil from the port of Sorel-Tracy on the St. Lawrence River in Quebec. Seetal declined to comment on where in Europe the crude cargo is going, citing commercial confidentiality. According to Reuters data it will be discharged in the Mediterranean. The crude was delivered by rail to a storage facility in Sorel-Tracy that is owned by Kildair Service Ltd.

Local Glitches Drag U.S. Refinery Capacity Down

U.S. oil refiners work to recover from weekend glitches, fires. Three of the largest U.S. oil refineries will be working to restore operations on Tuesday after a series of weekend glitches temporarily knocked out some 1 million barrels per day (bpd) of processing capacity, the worse spate of outages in years. A fourth plant, Husky Energy Inc's 155,000-bpd Lima, Ohio, refinery, is not expected back online until the end of the week after a blast at its 25,000-bpd isocracker unit, which sources have said was extensively damaged.
