Russia Increases LNG Export Potential

Russian President Vladimir Putin has signed a law on the liberalization of exports of liquefied natural gas (LNG). According to the document, two new categories of license holders are entitled to the right to export LNG, in addition to Gazprom, reports Arctic-Info.

The law now effected allows LNG to be exported by Rosneft and Yamal SPG (in addition to Gazprom) on the following grounds:

The authorisation gives the right to export LNG to license holders of subsoil resources of federal importance, which are licensed for construction of an LNG plant or transportation of produced gas for liquefaction to such a plant as of January 1, 2013.

The second category, which is granted the right to export, includes public-owned companies which are users of subsoil resources in the areas of internal waters, the territorial sea, the continental shelf, including the Black and Azov Seas, as well as subsidiaries of such companies. The Russian Federation’s share in the charter capital of such public-owned companies shall be more than 50%.
