Safety Charter Targets Old Tankers, Flags Of Convenience

A backlash against older tankers and flags of convenience, triggered by the December sinking of the Erika off the coast of France, achieved a tangible first step last week with the signing of a Ship Safety Charter by oil majors and ship classification firms involved in the French petroleum shipping industry. The parties signing the three-page document, including TotalFina, Elf Aquitaine, BP Amoco France, Royal Dutch/Shell France, Esso France, ship classification firm Bureau Veritas and petroleum industries federation UFIP, agreed not to use single-hulled ships after 2008 and, effective immediately, to only use ships over 15 years old if they have passed recent intensive inspections.

Galician Grit

Independent Spanish shipbuilder Hijos de J Barreras has again showed its mettle by delivering two specialized vessels within the space of just a few days, and by landing a three-ship contract to take its orderbook into mid 2003. Three years after being spun-off from the former Astilleros Espanoles (AESA), the Vigo yard demonstrates how a well-managed and motivated undertaking can successfully make the transition into private control. It provides a template for broader Spanish endeavors to slim the state's holding in a number of industrial sectors, not only shipbuilding. Barreras always displayed something of an independent style within AESA (now IZAR), of which it was part for nearly a quarter-century.

Owner To Shippers: Shape Up Or Face Draconian Laws

Oil companies and the tanker industry deserve to be hit by Draconian legislation if they do not clean up their act, according to a major shipowner. A series of simple measures would eradicate most of the defects which led to the loss of the Erika, said Lars Carlsson, president of Swedish tanker operator Concordia Maritime. "If we in the shipping industry abstain from introducing...steps which can so easily reduce most of the hazards in sea transportation, we deserve what will undoubtedly hit us: legislation from authorities which may be both unpredictable and inefficient," he said. Heavy fuel oil from the TotalFina-chartered Erika polluted French beaches after the ship broke in two in December. Structural failure was said to be the likely cause of the loss by a preliminary French report.

Editor's Note

The break up and sinking of 25-year-old Erika during mid-December 1999 at first seemed nothing more than another tragic marine mishap. However, Erika has taken on a posthumous life that threatens to shake the maritime industry from the roots up. While the case is still unfolding and much of the coverage contains more than its fair share of political rhetoric and saber rattling, it is fair to say that the name Erika could easily take on the same significance as Valdez in the coming years. It is appropriate, at this point, to state that the word “alleged” cannot be employed enough in this article. At press time, while strong evidence was mounting, nothing had been definitively proven.

Stena Christens Tanker Designed for Sensitive Coastal Waters

On Tuesday, Stena Bulk in Gothenburg christened its second C-MAX Class crude oil tanker, the Stena Calypso. The christening took place at the quayside in Gothenburg and the vessel’s godmother was Rosalind Simmons, wife of His Excellency Peter Simmons, High Commissioner for Barbados in London. The tanker will be deployed in the Caribbean. Like her sister ship the Stena Caribbean, the Stena Calypso is a high-safety vessel built for service in environmentally sensitive waters. She is characterised by extremely high manoeuvrability thanks to stern propellers, which can be rotated 360°, and a bow propeller, a double bottom and integrated steering and navigation instrumentation.
