ESD Systems Recommended for Oil/Chemical Tankers

OCIMF and CDI release new information paper Linked Ship/Shore Emergency Shutdown Systems for Oil and Chemical Transfers. The information paper, jointly released by CDI and OCIMF on April 21 recommends an Emergency Shutdown (ESD) connection that will link ship and terminal ESD systems, so that manual activation by the terminal or ship will stop cargo transfer operations. “Linked ship/shore ESD systems have been a standard safety feature of LNG transfer operations for many years,” said OCIMF Director Captain Andrew Cassels.

First European Jail Sentences for Somali Pirates

It has been reported that the five Somali pirates recently tried by the Rotterdam courts for the failed hijack of the Sananyolu, have been sentenced to five years’ imprisonment. This could turn out to be a landmark case, since apparently the crew did not attend to give evidence in person but provided written testimony, and also since the pirates apparently threw their weapons over the side but evidence from the frigate’s crew that they had used them prevailed. The pirates attacked the 3,254 dwt general cargo vessel, a Dutch Antilles flagged ship, in January last year. The pirates were intercepted by a Danish frigate and European warrants for their arrest were subsequently issued by the Netherlands.

Intertanko Says Simplify Inert Gas Regs

The catastrophic incidents on a significant number of small product tankers and chemical tankers, some of which have led to a tragic loss of life, have highlighted the fact that the industry needs to update the current application of inert gas regulations to new oil and chemical tankers. Intertanko Proceeds with Terminal Veting Database

After a six month trial period in 2003, INTERTANKO has moved full ahead in its Terminal Vetting Database (TVD). To date, some 4,500 reports have been received for input into the system. Each report contains a summary of the Master's assessment while his vessel was alongside, and is based on a simple rating system with additional comments where required. The easy-to-use report forms can be completed on line. Pulled together into a database, this shared experience provides first class information on different berths and terminals, around the world, pinpointing problems and potential problems, so that others can learn from it. INTERTANKO Latin American Panel Meeting Discusses Changes

The third meeting of INTERTANKO’s Latin American Panel convened in Miami on July 24 to discuss a wide-ranging agenda. Capt. Howard Snaith updated the Panel on recent changes and increased activity on issues concerning chemical tankers within the Association and further reported on recent discussions at MEPC 49, which culminated in a compromise proposal for revisions of MARPOL Annex II. Of particular interest to the region, it was reported that Brazil had signed an agreement for the use of CDI reports for Port State Control purposes. It was agreed that INTERTANKO would encourage other countries in the region to use both CDI and SIRE reports, either through the Viña del Mar - the Latin American Agreement on Port State Control - or by direct contact with maritime authorities in each country.
