Mozambique Enhances Ship/Shore Interface

When the communication between ships and port is smoothly run, shipments move more quickly, more easily and more efficiently. This is where International Maritime Organization (IMO)'s Facilitation Convention comes in. The FAL convention contains standards and recommended practices and rules for simplifying formalities, documentary requirements and procedures on ships’ arrival, stay and departure. The benefits of ratification and implementation of the FAL Convention were highlighted during a National Seminar on Facilitation of Maritime Traffic (27-29 March), held in Maputo, Mozambique. The aim was to support Mozambique to ratify the Convention, including its latest amendments.

Seafarer Shore Leave Gets Extra Protection

Seafarers' rights to shore leave have been strengthened through amendments which enter into force globally on 1 January 2018, under the revised treaty which aims to achieve the smooth transit in ports of ships, cargo and passengers. The amendments to the Convention on Facilitation of International Maritime Traffic (FAL Convention) also bring in a new requirement for national governments to introduce electronic information exchange, including electronic data interchange (EDI), to transmit information related to maritime transport. This should be in place by 8 April 2019, with provision for a transitional period of at least 12 months during which paper and electronic documents would be allowed.

MPA, Shell Shipping Sign MOU

The Maritime and Port Authority of Singapore (MPA) and Shell Eastern Trading (PTE) LTD (Shell) have signed a Memorandum of Understanding (MOU), to cooperate in the research and development and test-bedding of projects within the maritime industry in areas of clean fuel technologies, automation and digitalisation. Under the MOU, MPA in partnership with Shell, will collaborate on the following key areas: Developing innovative solutions to reduce emissions in the port, Explore greater use of automation in the port and Support study and development of digitalisation efforts, including electronic data exchanges among various stakeholders, to enhance safety, efficiency and security of maritime communication.

MOL (America) Announces December KPI Results

MOL Liner Ltd. announces the December 2016 results of Regional Key Performance Indicators (KPI) in the Americas in the following categories:  customer service, and electronic data interchange (EDI). The results are available on a monthly basis and posted in greater detail at www.CountOnMOL.com. The results of the Shipment Management Center Customer Commitments are included. Preventing Maritime Traffic Delays

Facilitation of maritime traffic is on the agenda at a national seminar being held in Manila, the Philippines (6-8 December), with thirty participants from ministries responsible for clearing ships, cargo, crew and passengers at ports of the Philippines, and private stakeholders. The workshop is assisting the Philippines with the ratification process of  International Maritime Organization (IMO)'s Convention on Facilitation of International Maritime Traffic (FAL), which is designed to help prevent unnecessary delays in maritime traffic. The workshop will cover recent developments in the FAL Convention that were adopted by the IMO’s FAL Committee in April 2016.

Barcelona Draws up Container Weighing Procedure

Barcelona Imposes Container Weight Verification Requirement

The new rules, adopted by the International Maritime Organization (IMO) and incorporated into Chapter VI of the Safety Of Life At Sea (SOLAS) Convention, specify that the shipper (forwarder, logistics operator or owner of the goods) shall be responsible for weighing the full container before shipment. The Port of Barcelona is the first port in Spain to complete and make available such a procedure to its customers and users in line with the new rules, and its Port Community is preparing to adapt to the new requirements. The obligation to declare container weight before shipment is designed to improve the safety of seafarers and of everyone involved in the logistics chain.

Amber Coast Logistics Hosts Coaching Workshop

The EU-subsidized logistics project Amber Coast Logistics (ACL) has made its first appearance at Belarusian Transport Week, which was held just recently in Minsk. ACL had a stand of its own and offered a coaching workshop, concentrating on learning from Best Practice examples. Around 70 logistics players from Belarus attended the English-language coaching seminar, given under the title ‘Logistics companies: quality requirements for logistics services and logistics service providers in Belarus.’ Experts from established logistics companies and institutions featured as speakers. Speakers on the subject of ‘Challenges and requirements: logistics services in regions difficult to access’ included Adina Cailliaux, Project Manager at ACL lead partner Hafen Hamburg Marketing e.V.

ISS Launches ACI Department for Canadian Ports

Inchcape Shipping Services (ISS), a maritime services provider, has launched an Advanced Cargo Information (ACI) department for Canadian ports following new regulations and procedures for cargo and vessel reporting by the CBSA (Canada Border Services Agency). Based in Montreal, Canada, the centralized ISS ACI department will offer expert guidance on all cargo and reporting requirements to shipowners or charterers with vessels arriving at Canadian ports. Services provided by the new ACI department will include assistance in obtaining a carrier code, advance manifesting for all Canadian Ports and, if required, conveyance reporting and arrival messaging. Several major carriers have already subscribed to the service.

Horizon Lines 15-Day Transit Time for Cargo

Horizon Lines (NYSE:HRZ) announced it has instituted a 15-day transit schedule for containerized cargo shipped from Shanghai to Kansas City with its new International service. The company launched the Five-Star Express (FSX) trans-Pacific ocean service between China and the United States in December, and selected Kansas City as a key hub for its express ocean-rail intermodal package. "Our goal is to offer the fastest weekly deliveries by using scheduled intermodal rail service from Los Angeles," said Brian Taylor, Senior Vice President, Chief Commercial Officer, for Horizon Lines. "We believe the 15-day Shanghai-to-Kansas City schedule is the best in our industry. The ocean carrier commenced the FSX service with a sailing from Ningbo, China, on December 14 and Shanghai on December 15.

Horizon Line to Launch U.S. Inland Express Service

Horizon Lines, Inc. (NYSE: HRZ), aleading U.S. domestic ocean shipping and integrated logistics company, announced it will launch express intermodal container service to key inland U.S. cities when it begins the new Five Star Express (FSX) trans-Pacific liner service in December. The maiden FSX voyage is scheduled to depart Ningbo, China, on December 14, 2010, Shanghai on December 15, and arrive in Los Angeles on December 26. CBP Accepting Participation in ACE Test

The US Customs and Border Protection (CBP) issued a general notice stating that it will be conducting a National Customs Automation Program test concerning the transmission of required advance ocean and rail data through the Advanced Commercial Environment (ACE). CBP will start accepting applications for participation in the test immediately. Upon successful completion of the testing, CBP intends to publish a notice stating that ACE will be the only CBP-approved electronic data interchange (EDI) for submitting advance ocean and rail data and intends to amend the regulations as necessary. 75 Fed. IRS Developing Reporting Requirements for Tank Barge Operators

The Internal Revenue Service (IRS) is preparing to implement a reporting system requiring tank barge operators to file monthly reports on deliveries of taxable fuel to and from bulk liquid terminals. The program, dubbed ExSTARS (for Excise Summary Terminal Accounting and Reporting System), is part of a comprehensive IRS initiative to deter evasion of the federal excise tax on fuel products. The IRS estimates excise tax fraud costs the U.S. taxpayer more than $1 billion annually. The federal excise tax is paid by the position holder of record when taxable fuel such as gasoline, diesel, kerosene, etc., leaves a terminal in non-bulk form (i.e., by railcar or truck).
