The inland waterway system, flowing through the United States heartland, is a microcosm of all that has been happening in 2020: trade tensions, infrastructure issues, shifting trends in fuel consumption and the pandemic that has gripped us since the winter months. Shortly after the initial coronavirus outbreak here in the U.S., maritime workers were deemed to be “essential”, paving the way for cargo flows to recover from their springtime nadir. As COVID-19 infections turned up on U.S. shores, the boats continued plying the waterways, albeit with reduced volumes in some cases.

The combination of the coronavirus pandemic and oil price freefall have affected most maritime markets, including inland waterway shipping. Shipping stocks may still be in the doldrums in the view of many investors, but hedge funds have bet at least $675 million on signs of renewed buoyancy in the industry. Houston based tank barge operator Kirby Corporation said it has signed an agreement to acquire the assets and businesses of Stewart & Stevenson LLC for approximately $710 million. The agreement was signed on June 13 by the companies’ executive chairmen, Joseph H. Pyne of Kirby Corporation and Hushang Ansary of Stewart & Stevenson. Kirby said the purchase  will be funded through its revolving credit facility and common stock valued at approximately $355 million. Stewart & Stevenson, also based in Houston, is a subsidiary of the Houston-based Parman Capital Group.

Kirby Inland Marine LP has agreed to pay $4.9 million in civil penalties to settle claims stemming from a 4,000-barrel oil spill in the Houston Ship Channel in March 2014, the U.S. Justice Department said on Tuesday.   The company, a subsidiary of Kirby Corp, also agreed to implement operating improvements across its hundreds of vessels operating in U.S. inland waters, the department said in a statement. Erik Lind, Chairman of DHT said, “We are very pleased to have Joe join the DHT board of directors. Kirby Corporation, based in Houston, Texas, the nation's largest domestic tank barge operator, informs it has signed agreements for the construction of 29 additional 30,000 barrel inland tank barges with a total capacity of 830,000 barrels for delivery throughout 2014. Of the 29 inland tank barges, 18 are through the assumption of shipyard construction contracts from another inland tank barge operator and 11 are new orders placed by Kirby. Based on current commitments, steel prices and projected delivery schedules, the cost of the 29 inland tank barges is approximately $81 million.

Serious crashes in the bustling Bay of Galveston have fallen to the lowest level in a decade even as more oil moves on U.S. waterways, official data show, suggesting that better training and equipment are helping avert spills like one in March.
