MARPOL Training, Campbell Transportation: Training Software for Inland Vessels

MARPOL Training Institute, a California-based training and consulting company specializing in computer-based software for maritime pollution abatement, and Campbell Transportation Company, a marine transportation company committed to safe and environmentally sound operating practices and procedures, has developed an inland version of NPDES Training for Vessel Crewmembers (NTV). This comprehensive computer-based training software package, called INTV, covers the US EPA’s National Pollutant Discharge Elimination System (NPDES) Vessel General Permit (VGP) for discharges incidental to the normal operation of commercial vessels and complies with the Best Management Practices for Towing Vessels & Barges developed by the American Waterways Operators.

US Coast Guard Begins VGP Inspections

The US Environmental Protection Agency and US Coast Guard have signed a memorandum of understanding.  In it, the USCG will begin inspecting for compliance with the US EPA Vessel General Permit Regulations as part of their U.S. Flag vessel inspections and Port State Control inspections. Enforcement will be done by the EPA. The MARPOL Training Institute has created a computer based Vessel General Permit training program for ratings and officers.  There are two versions one for vessels operating solely within the territorial waters of the U.S. and another for offshore vessels that transit in and out of the territorial waters of the U.S. This program is already installed aboard more than 600 vessels and ship management offices.   Source: The MARPOL Training Institute, Inc.

MVeP Phase 2 Seeks Authors

The Marine Vessel Environmental Performance (MVeP) Assessment was presented November 4th, 2010 at the SNAME Annual Meeting. This is the work of SNAME T&R Panel EV-10 previously Ad-hoc Panel 19. Eleanor Nick Kirtley and Tim Leach of the Glosten Associates presented to an audience of about 50. The Glosten Associates also featured MVeP at their booth in the Expo where many conference attendees were able to speak with the presenters and other participants including Matt Winkler, VP of Seaworthy Systems – Roll Royce. In Phase 1, MVeP developed a checklist of environmental impacts resulting from marine vessels. Each impact can be assessed on its own merit, and the compilation of all assessments makes clear the trade-offs of various measures giving a holistic view of the ship’s performance.

MARPOL Training Institute (MTI) has added an online capacity to access their training software. With MTI’s new website for online training (http://marine-npdes.com) utilizing these training programs is fast, convenient and available to officers and crew. Meeting MARPOL Standards (MMS) Officer Version covers MARPOL Annexes I-VI with tracks for engineers, non-tanker officers, tanker deck officers, tanker and chemical carrier deck officers, Masters and Superintendents. MARPOL Training Institute Adds Annexes

MARPOL Training Institute (MTI) has recently added MARPOL Annex II Regulations for the Control of Pollution by Noxious Liquid Substances in Bulk and Annex III Regulations for the Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form to their software package: Meeting MARPOL Standards (MMS). This computer-based training software package now covers all six technical regulations, Annex I-VI, adopted by the IMO MARPOL Convention. Companies that have previously purchased the training system from MTI will receive these additional annexes as part of their annual update service. MMS is available in English or Portuguese language audio tracks with interactive screen images as well as a Korean language audio track with English text interactive screen images.

Korean Version, MARPOL Standards Training

A Korean Language version of Meeting MARPOL Standards (MMS), Waste Management Best Practices (WMBP) and NPDES Training for Vessels (NTV) software packages has been recently released by MARPOL Training Institute (MTI), a California-based training and consulting company. The computer-based training software programs have a Korean language audio track along with English text on the interactive screen images. The programs were developed by MTI principles, Captain Robert Hall and Chief Engineer David Hiller, who have over 75 years of combined experience in the shipping industry. Each program offers training for crew or officers to work at their own pace and provides a Certificate of Completion for the student and an auditable database record for the company.

MARPOL Compliance Programs

MARPOL Training Institute (MTI), a California-based training and consulting company, now offers two auditable computer-based programs designed to give shipping industry employees the information they need to be in compliance with MARPOL standards and EPA National Pollutant Discharge Elimination System (NPDES) regulations. These programs were developed by MTI principles Captain Robert Hall and Chief Engineer David Hiller who have over 75 years of combined experience in the shipping industry. Both programs provide a training course for either crew or officer training and trainees can work at their own pace, leave to attend to duties, and return to pick up where they left off. Following successful completion and an open-book assessment, the trainee can print out a Certificate of Completion.

MARPOL Training Institute NPDES Training

California-based MARPOL Training Institute, Inc. (MTI) released its NPDES Training for Vessels (NTV) software package. This software meets the requirements of the EPA’s Vessel General Permit (VGP) Section 5 for crew training which went into effect February 6. “NTV details each of the 26 discharges permitted under the VGP”, explained MTI’s Managing Partner Captain Robert Hall, “as well as providing training on a fully customizable checklist that helps you document required inspections and corrective actions. NTV is installed on either a local area network or training computer in offices and aboard ships and will soon be accessible on the Internet. For easy learner reference, many screens link electronically to a paragraph in the VGP as well as a citation in VGP Factsheet.
