The Harbor Performance Enhancement Center (HPEC), a unique $130 million-dollar public-private partnership dedicated to facilitating sustainable freight movement and supply chain efficiencies throughout the United States, has completed a strategic transaction with Macquarie Principal Finance, to provide capital for the development of the 5.5 million square foot container staging hub located at Terminal Island in the Port of Los Angeles (POLA). As detailed in a brief video, the public-private project will transform 110 acres that is currently fallow and bring the latest technology and a unique set of operating capabilities to bear on the challenges that currently constrain freight flow through the busiest port in the Western Hemisphere.

U.S. Navy, Maritime Administration and California Environmental Protection Agency representatives joined City and Port officials today to commemorate the approval to transfer ownership of 125 acres of the former Naval Complex to the City of Long Beach. The property transfer commemoration highlighted the economic success of a thriving shipping terminal and other operations at the former Navy facility. Today, the Pier T container terminal is one of the Port of Long Beach’s busiest — able to accommodate megaships and handling billions of dollars’ worth of trade. The Port of Long Beach today announced plans to seek new ways to use a largely undeveloped 150-acre pier to help move cargo more efficiently as the Port continues to welcome increasing trade. With the looming closure at the end of this month of the temporary storage depot at the Terminal Island parcel known as “Pier S,” Harbor Department officials will begin a process to solicit input on potential uses from industry, environmental groups and the community. Any proposal would undergo a full environmental review. In the midst of the worst congestion to strike the port complex in years, the 30-acre temporary depot opened on Pier S on Dec. 29, 2014, to store empty cargo containers and free up truck chassis needed to haul loaded containers out of congested terminals at the time.

The new ship Anita Garibaldi departed on Wednesday, June 3 from the Petro-Eisa A shipyard in Niterói (RJ), for its maiden voyage. The tanker is the 10th ship of the Program for Modernization and Expansion of the Transpetro Fleet (Promef) to go online. After leaving the shipyard, the ship headed for the Terminal Island Water in the Bay of Guanabara, where it will make its first load operation. There are currently 14 program vessels in different phases of construction, seven of which are in the finishing stage. Four of the vessels are due for delivery later this year.

The public is invited to attend the first community workshop to discuss the Livable West Long Beach Plan and Green Terminal Island (TI) Plan on Saturday, Dec. 6, at 10 a.m. at Silverado Park, 1545 W. 31st St. “The goal of both plans is to improve the quality of life in West Long Beach,” said Mayor Robert Garcia. The City of Long Beach has begun two key planning efforts that will have a major impact on enhancing the quality of life in West Long Beach. The Livable West Long Beach Plan will establish a comprehensive strategy to ensure that existing improvement measures found in plans such as the I-710 Community Livability Plan and the Mobility Element are funded and implemented throughout the west corridor of the City.

The Long Beach Board of Harbor Commissioners approved the use of 30 acres on Pier S for temporary storage of empty shipping containers. The temporary depot will help put back into circulation more chassis -- the wheeled trailer-frames that trucks use to haul cargo containers. Because many terminals are congested due to the current peak in cargo volume and have no room to accept empty cargo containers, more space is needed to temporarily store those empties.

Acting to relieve cargo delivery delays, the Long Beach Board of Harbor Commissioners on Thursday approved the use of Port of Long Beach property as a temporary site for the storage of empty containers, which will help to free up needed equipment to move cargo out of shipping terminals faster. The “Temporary Empty Container Depot” will be operated on 30 acres of a vacant, undeveloped area on Pier S on Terminal Island. The temporary depot will help put back into circulation more of the chassis -- the wheeled trailer-frames that trucks use to haul cargo containers.

The Port of Los Angeles and U.S. Army Corps of Engineers have prepared a Draft Environmental Impact Statement/Report (EIS/EIR) for the Yusen Terminals Inc. (YTI) Container Terminal Improvements Project, located at Berths 212-224 at the Port of Los Angeles, on the north side of Terminal Island along the Cerritos Channel, near the East Basin. The proposed project entails improving Berths 214-216 wharves, increasing berth depth from -45 to -53 feet, and improving Berths 217-220 wharves to make way for 100-foot gauge gantry cranes, as well as deepening to a -47 feet berth depth. The project will also construct additional on-dock rail yard capacity for YTI.

The Los Angeles Board of Harbor Commissioners approved a new Port Master Plan that is the first comprehensive update of the Port’s development policies and procedures since its original plan took effect more than three decades ago. The new plan incorporates previous amendments and anticipated future changes to the use of property within the coastal zone managed by the port. Pacific Northwest LNG awards FEED contract, takes next step toward an LNG export terminal island on Lelu Island, near Port Edward. The front-end engineering and design (FEED) contract will see three firms working together to design the terminal and work on feasibility studies in the Port Edward area, were awarded to  Bechtel, a KBR/JGC joint venture, and a Technip/Samsung Engineering/China Huanqiu joint venture, reports 'The Northern View'. The FEED and Engineering, Procurement, Construction and Commissioning bid is expected to be complete by August 2014.  At the end of 2014 Pacific NorthWest LNG partners, Malaysia's national energy company, PETRONAS and Japex, plan to make the final investment decision on the project. The Long Beach Board of Harbor Commissioners to support the city’s appeal against a proposed Port of Los Angeles rail yard project. The city’s appeal is of the Southern California International Gateway rail yard project approved recently by the Port of Los Angeles. The 153-acre facility proposed by BNSF Railway Co. sits just outside West Long Beach, alongside the Terminal Island Freeway on land owned by the Port of Los Angeles. Much of its impact would be felt by nearby Long Beach residents, businesses and schools.

Environmental and Project Approvals Advance Visionary Concept. The Los Angeles Harbor Commission today certified the final Environmental Impact Report for the proposed redevelopment of City Dock No. 1 and approved the framework for bringing a world-class marine research center to the LA Waterfront at the Port of Los Angeles. The Long Beach Board of Harbor Commissioners has approved a $649.5 million contract with a joint venture team headed by Shimmick Construction Co. Inc., FCC Construction S.A. and Impregilo S.p.A. (SFI) for the design and construction of a replacement for the Port of Long Beach’s obsolete and deteriorating Gerald Desmond Bridge. The Port of Los Angeles recently welcomed the arrival of Fireboat #1, the first of three 39 ft. boats constructed by Kvichak Marine Industries and designed by Jensen Maritime Consultants. Stationed at Terminal Island, California, Fireboat #1 is the first vessel to kick-off the replacement program of the Port's aging fireboat fleet. Later this year, the deliveries of Fireboat #3 & Fireboat #5 will complete the phase-out of the two remaining 35-year old boats. With a 39 ft. 3 in. overall length and a beam of 13 ft. 6in., the all-aluminum fireboat powered by twin Caterpillar 3126B engines driving 24" propellers through Twin Disc MG-5075A gears, reaches a top-end speed of ~29 knots while fully loaded.

According to a report from www.dailybreeze.com, a proposal to build a $50m ship building and repair business at the Port of Los Angeles was sunk Thursday by the Board of Harbor Commissioners. The commission terminated its exclusive negotiations with Long Beach-based Gambol Industries, which has heavily campaigned to open a shipyard on the site of the shuttered Southwest Marine slips at Terminal Island. Secretary of Transportation Norman Mineta presented 18 Transportation 9-11 Medals to government security officials and commission the Coast Guard’s newest anti-terror team at the Coast Guard base on Terminal Island, 2 p.m. Sunday, September 8. The new medal is awarded to employees of the Department of Transportation and private citizens for meritorious service resulting from the unique and outstanding achievement in response to the attacks on Sept. 11, 2001. The commissioning ceremony for Maritime Safety and Security Team (MSST) 91103 is a military ceremony that marks the operational status of the unit. The MSST is a specialized fast-response unit created in response to the terrorist attacks of Sept. 11.

This will mark the second delivery that Crowley has made in recent months with these types of cranes for Bickerton Iron Works, Inc. The first shipment included three cranes for the SSA terminal in Manzanillo, Mexico. Crowley's tug Mars and Barge 416, which were used in the transport of cranes to Manzanillo in late Nov. and early Dec., are carrying the second set of cranes from Los Angeles to Guam with an anticipated delivery date of Feb. 6.
