World First: Navigator Aurora Converted to Run on Ethane Fuel

Liberian Registry, China Classification Society Sign MoU

The Liberian Registry has signed a framework cooperation Memorandum of Understanding (MoU) with the China Classification Society (CCS) as the latest step in its strategy to collaborate with long-term key industry stakeholders.Under the terms of the MoU, the Liberian Registry’s technical competence will be employed to help shipyards and shipowners improve their innovative strategies. The CCS MoU has a particular focus on innovation and technology within the international regulatory framework and maritime sector projects.

Liberia provides lead with BWMS proposal to IMO

The Liberian Maritime Administration is to introduce a proposal to the meeting of the IMO Marine Environmental Protection Committee (MEPC70) in London on 24 October to allow certain ships additional time beyond 2020 to install adequate ballast water management systems as required under the Ballast Water Management Convention, which comes into force in September 2017. The proposal, says Liberia, would ensure that enough adequate systems and sufficient dockyard space are available. With effect from 8 September, 2017, most oceangoing ships engaged in worldwide operations will be required to install a ballast water management (BWM) system approved in accordance with IMO guidelines.

Liberia Releases Mandatory MLC Compliance Report

The Liberian Maritime Authority has released the mandatory MLC Annual Report for 2013. This report confirms that Liberia’s approach to enforcement of the Maritime Labour Convention (MLC) 2006 has resulted in low deficiency rate for Liberian-flag ships, the group said. LISCR CEO Scott Bergeron says, “Liberia has consistently led the way on MLC. It was the first flag state to ratify MLC 2006 and has been tireless in applying its training and implementation procedures. Liberia’s first MLC Annual Report confirms this.

Liberian Registry Backs IMO’s Ebola Advice

The Liberian Registry has come out in full support of the International Maritime Organization’s recommendation that there should be no general ban on international travel or trade due to the Ebola virus. Meanwhile, operation of the U.S.-based registry remains unaffected. IMO cites the recommendations of the World Health Organization (WHO), and indeed recommends to all member states, as well as to the broader maritime community, shipping companies, ship operators and port and terminal operators, that they follow the recommendations of the WHO. These recommendations advocate that the movement of ships, including the handling of cargo and goods, to and from affected areas, should continue as normal.

Liberia Wraps up Kerala Hijacking Investigation

The Liberian Registry has concluded its investigation into the pirate-hijacking of the product tanker Kerala off Luanda, Angola, on January 18, 2014. The Liberian investigation is based on evidence gathered by an INTERPOL-led multinational Incident Response Team as well as findings of its own investigative efforts. Liberia Offers MLC Complaints Resolution Form

The Liberian Registry launched an online Maritime Labor Complaint Resolution Form for seafarers, ahead of the entry into force of the Maritime Labor Convention 2006 on August 20, 2013. Liberia said it is committed to ensuring that seafarers who serve on Liberian-flag ships have decent working and living conditions, a safe and secure workplace and fair employment. Seafarers are encouraged to use the ship’s onboard complaint procedures to resolve complaints at the earliest possible opportunity in accordance with MLC 2006.

U.S. Coast Guard Accepts Nine BWTS as AMS

Followers of the Ballast Water Treatement System (BWTS) situation (ie. presumably anyone reading this publication) were heartened last month when the U.S Coast Guard announced its acceptance of nine BWTS as Alternate Management Systems (AMS), helping to finally bring some clarity to ship owners, yards and suppliers. On April 15, 2013, the USCG announced the acceptance of the ballast water treatment systems as AMS in compliance with the service’s March 2012 final rule for Standards for Living Organisms in Ships’ Ballast Water Discharged (SLOSBWD) in U.S. waters.

Liberia issues first Maritime Labour Convention Certificate

THE Liberian Registry has carried out the first ship inspection for compliance with the ILO Maritime Labour Convention 2006 (MLC), ahead of its entry into force. The inspection was performed on board the 7,000 teu containership UASC Yanbu, owned by D Oltmann Reederei GmbH & Co KG of Bremen, Germany, and managed by Anglo Eastern Ship Management Limited, at the port of Hamburg on March 29, 2011. Commending Anglo Eastern Ship Management Limited and the ship’s master and crew for their professionalism in maintaining a high standard of working and living conditions on board the ship, the inspector, Capt Wolfgang Werner, representing the Liberian Registry, recorded no deficiencies, and the Liberian Administration will now issue the Maritime Labour Certificate accordingly.

Liberian Registry, VOC Management Plan Review

The Liberian Registry is offering tanker owners and operators a VOC Management Plan Review and Approval Service to help them achieve compliance with impending IMO legislation governing air pollution. By July 1, 2010, all tankers carrying crude oil will be required to implement and maintain on board an approved ship-specific VOC (Volatile Organic Compounds) Plan, in accordance with Regulation 15.6 of the revised MARPOL Annex VI. The VOC Management plan is required in order to obtain a MARPOL International Air Pollution Prevention (IAPP) certificate. VOC emissions are air pollutants which need to be controlled in the global effort to reduce the harmful effects of atmospheric pollution.

Liberia Issues Report on Explorer Casualty

An investigation by the Liberian Registry and the resulting Decision of the Commissioner of Maritime Affairs for the Republic of Liberia into the sinking of the passengership Explorer off the South Shetland Islands in November 2007, while on an Antarctic cruise, has concluded that the primary reason for the casualty was a mistaken interpretation by the vessel's master of the nature of the ice he was entering. The Liberian-registered Explorer was on an eighteen-day round-trip from Argentina to Antarctica when it sank on November 23, 2007, 25 miles south-east of Penguin Island in the Bransfield Strait. All 54 crew and 100 passengers abandoned the ship without loss of life or major injury and were rescued by the Norwegian vessel Nordnorge.
