Tom Boardley, Marine Director

Tom Boardley assumes responsibility for Lloyd’s Register’s global marine activities, as Marine Director. He succeeds Alan Gavin. Tom has worked in the shipping industry since graduation from university in 1978 when he joined P&O. Working in liner management and agency operations, he represented P&O in the UK, Taiwan, Korea, Japan and Australia. In 2004 he became head of NYK Line’s European Container activities based in London. Most recently he was responsible for CMA CGM’s UK based operations, involving liner, agency and technical management responsibilities.

Lloyd’s Register Admitted to USCG’s Alternate Compliance Program

Lloyd’s Register has been authorized to participate in the U.S. Coast Guard’s (USCG) Alternate Compliance Program (ACP), which enables it to act as a recognised organisation (RO) for US-flagged vessels, capable of verifying compliance with United States design and inspection requirements and issuing statutory certificates. David Moorhouse, Executive Chairman of Lloyd’s Register and RADM Thomas Gilmour, Assistant Commandant for Marine Safety, Security and Environmental Protection, USCG, today signed the agreement at Lloyd’s Register’s London Office. The technical annex to the agreement was signed by Joseph Angelo, Director of Standards, USCG and Alan Gavin, Marine Director, Lloyd’s Register.

First LR-Class Ship Enters USCG ACP

The 1,399 teu container ship Maersk Alaska, owned by Maersk Line, Limited, has become the first Lloyd’s Register-classed ship to enter the US Coast Guard’s (USCG) Alternate Compliance Program (ACP). ACP is a voluntary program available through authorized classification societies for owners, operators, designers and builders of US-flag vessels to comply with USCG design and inspection regulations. USCG’s ACP is intended to reduce the regulatory burden on the maritime industry while maintaining existing levels of safety and to provide the maritime industry with more flexibility in determining how to build and operate US-flag vessels. Lloyd’s Register is one of only two non-US classification societies to have ACP authorization from USCG.

LR's Gavin Addresses Substandard Shipping

"The loss of the Erika has focused the legislators, politicians, classification societies, owners, charterers and the media on the responsibilities of the individuals involved with the operation of ships and those that perform the inspections to maintain safety", said Alan Gavin, Marine Director, Lloyd's Register (LR), speaking at the Tanker Safety Conference, London, recently. Speaking of LR's own perspective on the issue, Gavin continued, "LR has always been committed to promoting high standards of safety, quality and environmental protection within the shipping industry. This pledge is enshrined in LR's constitution and is demonstrated by its commitment to maintaining a high quality classed fleet.

Australia Numbers Confirm LR Quality

The Australian Maritime Safety Authority (AMSA) figures released this month show that 125 ships from a total number of 2,926 inspected during the period January to December 2000 were detained. Of these, LR showed a lower detention rate (2.6%*) than other major societies. "AMSA is widely recognized as having a rigorous port state control system in place," said LR's marine director Alan Gavin. LR's stance on substandard shipping was publicly reinforced on many occasions last year, making it clear to owners that where they cannot or will not maintain their ships to an acceptable standard, there is no place for such ships in LR's class fleet. LR continues to target ships suspected of falling below acceptable standards, for unscheduled inspections.

Lloyd’s Register and the Standard P&I Club Publish Booklet

Lloyd’s Register and The Standard P&I Club have jointly produced a booklet on hatch cover safety. This publication, ‘A Master’s Guide to Hatch Cover Maintenance’, is primarily designed to assist members of the crew with the safe operation and maintenance of large hatch covers. It is currently being distributed to owners and operators of all Lloyd’s Register classed ships that have large hatch covers, for placing on board. The guide further demonstrates Lloyd’s Register’s commitment to shipboard safety and hull integrity, and follows hot on the heels of the recently announced IACS bulk carrier safety measures. · safety when working with hatch covers.

New IACS Chairman Sets Out Priorities

Alan Gavin, Lloyd’s Register of Shipping’s Marine Director, became chairman of the International Association of Classification Societies (IACS) on July 1, 2002. He succeeds Igor Ponomarev, of the Russian Maritime Register of Shipping. Gavin stated that during his year of tenure there are two main issues that need to be addressed in addition to progressing the existing major work programs in areas such as bulk carrier safety. These priorities will address transparency and closer relations with leading industry associations. He said: “Transparency of class and statutory information is seen as a means of exposing sub-standard shipping and allowing flag and port state to target these ships.

LR Provisional Rules for SPS

Lloyd’s Register, in conjunction with Intelligent Engineering, Ltd, has developed a set of provisional Rules for new construction and ship repair using steel sandwich construction. Entitled Provisional Rules for the Application of Sandwich Panel Construction to Ship Structure, the Rules were approved in early 2006 by a specially convened sub-committee of Lloyd’s Register’s Technical Committee, comprising independent experts drawn from across the industry. Sandwich Plate System (SPS) is a technology created by UK-based Intelligent Engineering Ltd in which two metal plates are bonded to a solid elastomer core. The elastomer provides continuous support to the plates and stops local plate buckling, eliminating the need for stiffeners.

Shell LNG Fleet Earns 'Green Passport'

Shell International Trading and Shipping Company (Shell) has obtained Green Passports for all 25 of the liquefied natural gas (LNG) carriers in its managed fleet. The Green Passports were awarded by Lloyd’s Register, following the necessary surveys and audits and a review of the relevant documentation. Shell and Lloyd’s Register have led the way in the application and adoption of the Green Passport – Shell’s LNG carrier Granatina was the world’s first vessel to be awarded this recognition. The Green Passport is a document that contains an inventory of all the materials onboard a ship that require careful handling or special awareness. The record accompanies the ship throughout its operational life and is updated as necessary.

Lloyd’s Register and Teekay Enter New Agreement

Lloyd’s Register has entered into an agreement with Teekay Shipping Corporation to class 11 of its Aframax tankers. In addition, Teekay has chosen Lloyd’s Register to class two of its Aframax newbuildings to be built at Daewoo Shipbuilding & Marine Engineering Co. Ltd in South Korea. These vessels are scheduled for delivery in 2004. Commenting on this new agreement, Alan Gavin, Marine Director at Lloyd’s Register said: “After a short absence, Lloyd’s Register is delighted to have re-established its relationship with Teekay. We look forward to working closely with Teekay in the future to meet their classification and statutory certification needs.”

Industry Pays Tribute to Innovation Awards Winners

Winners of the Lloyd’s List-SMM 2002 Awards for innovation in shipbuilding and marine technology were announced in the Hamburg Congress Centre last night (September 24) at a gala ceremony which brought day one of the world’s biggest maritime fair to a glittering conclusion. Several hundred leading industry figures gathered for the final stage of an initiative launched in March by Lloyd’s List and SMM organisers Hamburg Messe to recognise the technical advances which enable maritime commerce and defence. With 13 awards in three merchant and naval categories, the inaugural scheme attracted a massive wave of nominations for ships and support systems reflecting the cutting edge of ingenuity in improving performance, reducing costs and protecting the environment.

Puteri Intan Satu Marks 40th LNG into Lloyd’s Register Class

The delivery of Puteri Intan Satu, on August 29, to Malaysia International Shipping Corporation (MISC) marked the arrival of the 40th LNG ship into Lloyd’s Register’s LNG fleet. Puteri Intan Satu, built by Mitsubishi Heavy Industries (MHI), has a cargo capacity of 137,489m3 and utilises the Gaztransport and Technigaz No. 96 E-2 membrane containment system. Lloyd’s Register Marine Director, Alan Gavin, said: “The delivery of Puteri Intan Satu into MISC’s fleet from MHI demonstrates a commitment to the LNG industry and to quality shipping. MISC and MHI should be congratulated on their continued demonstration of excellence in the field of LNG. We look forward to working closely with MISC in developing its fleet further, through our provision of effective business solutions.”

Lloyd’s Register Spreads the Word on Maritime Safety

Lloyd’s Register to Class New Fleet of Container Ships

Lloyd’s Register will class a series of five 8,100teu container ships to be built at Samsung Heavy Industries. The ships, ordered by Seaspan and China Shipping Group, are the largest container vessels to be built in South Korea. Lloyd’s Register, the market leader for construction of this size of container vessel, won this contract with a comprehensive package of benefits relating to each stage of the design, new construction and operation phases. LR Classed Ships Head USCG Qualship List

The United States Coast Guard (USCG) initiated the Qualship program on January 1, 2001 to reward quality owners. Lloyd's Register classed ships dominate the latest USCG list, with more quality ratings than any other classification society. These ships will all benefit from less frequent USCG inspections. Among the 41% of ships that are classed by Lloyd's Register are those owned by AP Moller, P & O Nedlloyd, Overseas Shipholding Group, Shell International and BP Amoco. "I am very supportive of the USCG Qualship initiative", said Alan Gavin, Marine Director at Lloyd's Register. " It is an important step in the right direction. The level of reward for quality ship operation varies with ship type. Ships carrying freight will benefit the most by having only biennial examinations in future.

IACS Meeting Discussed Strategic Matters

The 47th meeting of Council of International Association of Classification Societies, held in London on June 10-12. The meeting, which was chaired by Alan Gavin of LR, was constructive in considering strategic matters for the maritime community. Members have set priority to provide common classification rules for newbuilding scantlings, considering first double side skin bulk carriers and tankers, and then moving to other ship types. Council recognized the value of using small groups to fast track this process. IACS welcomed the decision taken at IMO MSC 77 to develop goal-based new ship construction standards. IACS will approach interested flag States and industry with a view to establishing an agreed approach before presenting a detailed proposal to MSC 78 in May 2004.

Celebrity Honored for First Gas Turbine Cruise Ship

Celebrity Cruises has been honored by Lloyd's List for building the world's first smokeless gas turbine-powered cruise ship. The recognition came during Lloyd's biennial Shipbuilding, Machinery and Marine Technology (SMM) International Trade Fair in Hamburg, Germany. The event concluded with the presentation of the Lloyd's List-SMM 2002 Awards. Awards were presented for excellence and innovation in merchant shipbuilding, merchant marine technology and machinery, and naval shipbuilding and marine technology. Of the 13 awards presented, Celebrity's Millennium was the winner in the Innovation in Shipbuilding - Passenger Ship category. gas-turbine engines.
