DNK Appoints New Insurance Director

Göran Skuncke

War risk insurance specialist, DNK, is pleased to announce the appointment of Göran Skuncke as Insurance Director. Skuncke will be responsible for the Association’s insurance activities, with a particular responsibility for membership service, in addition to running DNK’s underwriting and claims activities. Skuncke joins DNK from the P&I Club, Skuld. During his career at the company, he provided hands-on experience and insight into both underwriting and claims work, while contributing to the professional reputation of the company.

Ringbakken Managing Director at DNK

Svein Ringbakken has been appointed by the DNK Board to take over the mantle as Managing Director upon Bjørn Eidem’s retirement. Before joining DNK in 2004 Svein Ringbakken had a 14 year-long career with INTERTANKO, based in London, Washington DC and Oslo, where his last position was Deputy Managing Director and General Counsel. Current Managing Director, Bjørn Eidem, has held a number of key positions in both Norwegian and international business including the chairmanship of Scandinavian Airlines Systems, media and yard groups in addition to serving as director and counsel of Fred Olsen & Co. Bjørn Eidem will maintain contact with business life as a part-time arbitrator in commercial disputes and resuming board work.

INTERTANKO Discusses Developments

INTERTANKO’s work in the IMO and its regional representational programs in Asia, the EU and in the US were reviewed in a session chaired by INTERTANKO’s Deputy Managing Director, Svein Ringbakken. Talking on INTERTANKO’s work in the IMO, INTERTANKO’s Technical Director, Dragos Rauta, pointed to member involvement as one of the key factors necessary to be effective in the IMO. He said that inter-industry communication and also communications with governments on a regular basis between IMO meetings were essential. INTERTANKO spends in excess of 3000 man hours on IMO-related work, excluding member involvement attending and preparing for 18 different IMO meetings on a yearly basis. Watching developments and being ahead of them was his key message.

Harbor Services Fund Under Attack

The Administration's proposed tax to pay for harbor dredging is not a viable or equitable solution to funding navigation channel maintenance at the nation's ports, says the American Association of Port Authorities (AAPA). AAPA and others testified at a House Water Resources and Environment Subcommittee Hearing on the Administration's Harbor Services Fund (HSF) proposal, H. R. 1947. The plan creates a new tax on vessels to replace the Harbor Maintenance Tax, the export-tax portion of which was declared unconstitutional by the Supreme Court in 1998. Lunde To Leave Intertanko

INTERTANKO announced that. Dagfinn Lunde, the Association's Managing Director who has so fervently fought for the tanker industry for many years, will leave his post on September 15, 2000, opting to resume , his career within international banking. Lunde, who has the ear of most of the world's leading marine industry policy makers, is well regarded and is considered to have done an excellent job during his five-year tenure as INTERTANKO's Managing Director starting with a major reorganization where senior INTERTANKO managers were tasked with the responsibility for looking after the needs of members in particular geographical areas. .…

IMO Calls For Ship Safe Haven Measure

The International Maritime Organization (IMO) called on Monday for measures to ensure refuge for troubled ships like the Greek tanker Castor, which was last week turned away from three countries it went to for assistance, Reuters reported. "The time has come for the organization ... to adopt any measures required to ensure tha t... coastal states review their contingency arrangements so that disabled ships are provided with assistance," Secretary General Bill O'Neil told an IMO committee meeting in London. O'Neil said he was referring specifically to the case of the Castor, which developed a 20-m crack in its deck on New Year's Day and has since been unsuccessfully seeking a sheltered port in which to unload its 29,500 ton cargo of gasoline.

INTERTANKO, the International Association of Independent Tanker Owners which represents some 240 members in 54 countries operating over 2,100 tankers has set up a Latin American Panel of members.
