The U.S. Department of Transportation’s Maritime Administration (MARAD) and the American Association of Port Authorities (AAPA) announced they are surveying port authorities and marine terminal operators to identify national port cargo handling needs over the next five to 10 years.In addition, through interviews with ports and U.S. manufacturers, this effort will assess the interest and capability of American and foreign manufacturers to produce cargo handling equipment and other relevant port equipment in the U.S.

The American Association of Port Authorities (AAPA) has voiced strong support of Representative Pete Stauber’s (R-Minn.) amendment to the Transportation Housing and Urban Development (THUD) Appropriations bill which, if implemented, would restore funding for the Port Infrastructure Development Program (PIDP).“The Feds have made a serious, laudable, bipartisan down payment on port infrastructure modernization with $1.45 billion awarded through PIDP so far. Don’t stop now, Congress,” said Cary Davis, AAPA President and CEO.

Zero emission is a nice idea, but who’s going to pay for it? The U.S. EPA is readying big money for zero emission ports.The U.S. Environmental Protection Agency (EPA) is working on two high-profile port initiatives that it hopes will move the needle in a big way towards U.S. ports’ zero emissions (ZE) operations and clean air goals.The first initiative started last May when EPA published a request for information and comments that would help the Agency develop Guidance it could use to evaluate funding requests for projects for zero-emission vehicles, port equipment and related infrastructure.

Pilot groups and port authorities have worked together to grow East Coast ports in a safe and environmentally responsible way. This growth has happened under strict safety and environmental regulations, including seasonal vessel speed regulations imposed by the National Oceanic and Atmospheric Administration (NOAA) to protect North Atlantic right whales (NARW). The U.S. Customs and Border Protection (CPB) announced December 28 that it was moving to an all-electronic filing method for Form I-418 “Passenger List – Crew List.” I-418 is required from the “master or agent of every commercial vessel arriving in the United States” (emphasis added). Now that’s a change at scale. The Form I-418 process also has a Coast Guard component, tracking everyone entering and leaving U.S. maritime ports.CPB’s change is an “interim final rule”, and the agency is seeking public comments – due February 28 – on whether the change is a good idea.

The American Association of Port Authorities (AAPA) is very concerned with the U.S. Senate’s approval of a fiscal 2020 appropriations bill that cuts funding by more than two-thirds to a U.S. Department of Transportation Maritime Administration (MARAD) program that provides critical grants for port infrastructure projects nationwide.MARAD’s Port Infrastructure Development Program, initiated last year and funded at $292.73 million, would be slashed to $91.6 million if the Senate’s appropriation mark is upheld in the final bill.Not only would funding for the program be severely cut, the Senate bill requires deep-draft coastal ports and shallow-draft inland waterways ports share those funds, which wasn’t the case last year.
