Panama Canal to Modify Tolls Structure

Panama Canal Authority (ACP) has published a proposal for modifications to its current tolls structure, signaling the beginning of a 30-day formal consultation period for industry feedback, allowing the waterway to continue providing a competitive service to its customers. Panama Council Approves New Canal Tolls

The Cabinet Council of the Republic of Panama has officially approved a proposal to modify the Canal tolls structure, following a recommendation from the Panama Canal Authority (ACP) Board of Directors. The accepted proposal—which modifies the pricing structure for most Canal segments—will better facilitate the Canal’s goal of providing outstanding service and reliability to the global shipping and maritime community while allowing the ACP to safeguard the competitiveness of the waterway.

Panama Canal Advisory Board Meets in Japan

Members of the Panama Canal Authority (ACP) Board of Directors and Administration returned to Panama after having traveled to Asia for the 24th joint meeting of its Advisory Board. The delegation met in Japan with the group of distinguished advisers to discuss Canal operations and performance, progress on the Expansion Program, training programs and future projects that will enhance the reliable service offered by the expanded Canal. The Board of Directors were encouraged by the discussions held and the Canal’s progress-to-date. Currently, all eight gates on the Atlantic side have been installed, and the Expansion Program is now 88 percent complete.

Panama Canal Authority Holds Hearing on New Toll Structure

The Panama Canal Authority (ACP) is holding a public hearing today on a proposed toll structure change. The proposed restructuring, which the ACP Board of Directors approved on December 24, calls for each ship segment to be priced based upon different units of measurement. For instance, containers will be measured and priced on TEUs, dry bulkers will be based on deadweight tonnage capacity and metric tons of cargo, passenger vessels will be based on berths, LNG will be based on cubic meters and tankers will be measured and priced on Panama Canal tons and metric tons.

Panama Canal Polls Industry on Proposed Fees

ACP touts new Toll Structure as reflecting value of route and better customer service. The Panama Canal Authority (ACP) has announced a proposal for a new toll structure, following more than a year of informal consultations with representatives from various industry segments. The ACP Board of Directors approved the proposal on December 24, 2014. Starting January 5, 2015, the ACP is inviting formal comments on the proposal. A public hearing will take place on February 27, written comments must be received by the deadline of February 9, 2015 at 4:15 p.m., local time. Those interested in delivering remarks at the public hearing have until February 9 to communicate their interest to participate in writing.

Panama Canal Begins Centennial Countdown

The Panama Canal Authority (ACP) began the countdown for the centennial celebration as it commemorates its 99th anniversary. The countdown’s events will highlight the waterway’s contribution during the past 100 years and the efforts underway to face the challenges of the upcoming decades. The countdown began with the presentation of the Panama Canal Centennial logo on the control house balcony at the Miraflores Locks in a ceremony attended by members of the ACP Board of Directors and Panama Canal executives.

ACP to Modify Pricing Structure

Panama Canal proposes tolls adjustments and creates new market segments to reflect real value of the route and better serve its customers.New market segments by vessel type are created and consultation period with interested parties begins. The Panama Canal Authority (ACP) Board of Directors approved a proposal to modify the Panama Canal pricing structure to align Canal toll charges with the value the route provides. The proposal increases the number of segments from eight to eleven by Panama Canal vessel type.

ACP Advisory Board Briefed on Expansion

Wrapping up its fifteenth meeting in Panama, the Panama Canal Authority (ACP) Board of Directors briefed the ACP Advisory Board on expansion progress. During the meeting, held in Panama February 11-12, Board members convened to discuss strategy and trends in the shipping industry. ACP Administrator/CEO Alberto Alemán Zubieta briefed the Advisory Board – composed of global business, maritime and trade experts – on issues regarding Canal operations and the waterway’s historic expansion project. The meeting was jointly presided over by Panamanian Minister for Canal Affairs and ACP Board of Directors Chairman Dani Ariel Kuzniecky and Advisory Board Chairman and former Secretary-General of the International Maritime Organization William A. O’Neil.

Panama Canal Fees Rise

In accordance with paragraph 3 of Article 18 of the Panama Canal Organic Law, upon recommendation by the ACP Board of Directors, the Cabinet Council of the Republic of Panama approved the following changes in tariffs for selected Transit Related Services: • An increase of 5.9% to the Regular Transit Related Tug Services rates, • an average general increase of 6% in the rates for Linehandling Services, and • other miscellaneous changes to the Tug and Linehandlers rates. Canal Proposes New Containership Pricing System

After nine months of informal consultations with its customers and the maritime industry, the Panama Canal Authority (ACP) today announced a formal proposal to update their current vessel measurement and pricing system for full container vessels and other vessel types with on-deck container capacity. The ACP’s proposal would change the system that the Canal currently uses for the container segment – from the Panama Canal Universal Measurement System (PC/UMS) to the industry standard of the Twenty-Foot Equivalent Unit (TEU). The updated measurements and pricing system will bring the ACP’s system on par with international standards of the container industry…

Panama Canal Execs Consider Expansion Benefits

The Panama Canal Authority (ACP), along with the Government of Panama, participated in The Business Roundtable, organized by Economist Conferences, a division of the Economist Intelligence Unit in Panama. During the forum, Vice President and Minister of Foreign Affairs Samuel Lewis Navarro, ACP Board of Directors Chairman and Minister of Canal Affairs Dani Kuzniecky, ACP Administrator/CEO Alberto Alemán Zubieta and Coyne et Bellier’s Executive Vice President for Strategy and Development, Jean Binquet discussed the importance of the Canal’s expansion as one of the main projects for the country’s economic development. Panama is leveraging its two primary assets, its natural geographic position and the Panama Canal, to create an aggressive development strategy.

Panama Canal Awards Expansion Program Manager Contract

After a thorough evaluation of the received proposals, the Panama Canal Authority (ACP) awarded the Program Manager contract to CH2M Hill last Wednesday. The leading full-service global firm and number one program management firm in the United States will assist the ACP in the management of numerous contracts including those for design and construction of the two post-Panamax lock structures under its Expansion Program. The procurement process began June 1, when the ACP released its request for proposals seeking a top-tier firm with a strong reputation in program management and with experience working on a variety of major international construction projects. On July 17, the ACP began reviewing the three bid submissions from CH2M Hill, Parsons Brinkerhoff and URS Holdings, Inc.

Kuzniecky Inaugurated as Head of Panama Canal Authority Board of Directors

Former Comptroller General Dani Ariel Kuzniecky Barsky officially assumed his new position as chairman of the Panama Canal Authority (ACP) Board of Directors at an inaugural ceremony conducted at the presidential palace last Monday. Among the first duties in his new role, Kuzniecky headed an ACP commission to present the second quarterly expansion report to the National Assembly of Panama. He also presided over the ACP Board of Directors meeting, where the proposal to restructure the Panama Canal's pricing system for the next three years was approved. Following the decision made by the Board, Mr. Kuzniecky submitted the proposal to the Cabinet Council of the Republic of Panama, which later provided final approval on the proposal Wednesday afternoon.

ACP Publishes Toll Proposal

The Board of Directors of the Panama Canal Authority (ACP) has published its proposal to restructure the Panama Canal’s pricing system and certain regulations. On February 2, 2007, the ACP announced its desire to move toward a charge that accurately reflects the commercial value of the service and route. After a 30-day public consultation period, the ACP conducted a hearing on March 14. The proposal announced today has been slightly modified from the February proposal: At the request of the industry, implementation of the new charges, for certain segments, has been postponed from May 2007 to July 2007. These segments include: general cargo, dry bulk, tankers, and vehicle carriers.

ACP Appoints Deputy Administrator

The Panama Canal Authority (ACP) Board of Directors has unanimously appointed engineer Jose Barrios Ng as its new deputy administrator after serving as ACP chief financial officer since 2002. He will continue to oversee his former position until a replacement is appointed. Barrios Ng holds a master's in economics engineering from the University of California at Los Angeles, a master's in electrical engineering from Georgia Tech and a degree in corporate finance from the Massachusetts Institute of Technology. Before joining the ACP, Barrios Ng held various top level management positions at Cerveceria Nacional and Cable & Wireless. In a historic move, Panamanians voted on October 22, 2006 to expand the Canal.

Panamanians Vote Yes for Canal Expansion

The voting began on Sunday morning, where the enthusiasm and energy was apparent as each voter played their part in this historic event that determined the direction and future of the Canal and Panama. By law, expansion, or the “third set of locks project,” must be put to a vote in a popular referendum. ACP Presents Expansion Proposal at Conference

The Panama Canal Authority (ACP) presented its expansion proposal at the Caribbean Shipping Association’s (CSA) 36th Annual General Meeting, Conference and Exhibition, held in Panama for the first time, on October 16-18, 2006. The conference was inaugurated by Dr. Ricaurte Vásquez, Minister of Canal Affairs and President of the ACP Board of Directors. The annual CSA conference provides its members an opportunity to discuss the latest trends and issues in cargo and cruise shipping, terminal and port operations and port industrial relations. A key highlight of this conference was a tour of the Panama Canal. CSA members took a partial transit through the waterway onboard a ship – starting at Gamboa, going through the Pedro Miguel and Miraflores Locks and ending at Fort Amador Marina.

Panama President Approves Canal Expansion

Panama have approved the proposal to expand the Panama Canal. Yesterday, Dr. Ricaurte Vásquez, Chairman of the Panama Canal Authority’s (ACP) Board of Directors and concurrent Minister for Canal Affairs, submitted the said proposal to the National Assembly. The National Assembly will review the proposal and hold discussions that will be open to all Panamanian citizens. If approved, the Assembly will then create a law mandating a referendum to be held after 90 days in which the people of Panama will vote on expansion. The Panama Canal expansion would be the largest project at the Canal since its original construction. The project would double the waterway’s capacity and allow more traffic by creating a new lane along the Canal through the construction of a new set of locks.
