APL Antes Up in DoD False Claims Case

APL Ltd. to Pay $9.8 Million to Resolve Alleged False Claims Under the Department of Defense Shipping Contract. APL Limited has agreed to pay the government $9.8 million to resolve allegations that it violated the False Claims Act in connection with a contract to provide GPS tracking of shipping containers in Afghanistan, the Justice Department announced today. APL, an ocean carrier based in Scottsdale, Arizona, is a wholly-owned American subsidiary of Singapore-based Neptune Orient Lines Limited. The Department of Defense contract required APL to affix a satellite tracking device to each shipping container transported from Karachi, Pakistan to U.S. military bases in Afghanistan when the Department of Defense (DOD) requested the tracking services.

Port of Los Angeles Executive Director Seroka Confirmed in Post

The Los Angeles City Council apprises that it has unanimously confirmed veteran shipping industry leader Gene Seroka as the new Executive Director of the Port of Los Angeles. Earlier in June, the Harbor Board of Commissioners unanimously voted to approve Seroka for the executive director’s position. Mayor Garcetti’s May 27 announcement that he had chosen Seroka for the job concluded a global search to fill the Port’s top management post. As the Port’s Executive Director, Seroka will be responsible for managing a US$938.8-million budget, advancing major capital projects, growing trade volumes and promoting innovation and sustainable practices that strengthen the region’s economy.

Port of L.A. Recognizes Green Initiatives

The Port of Los Angeles honored 26 shipping and cruise lines for their participation in the Port’s Vessel Speed Reduction Program (VSRP), an initiative that involves the lowering of vessel speeds when ships approach the Port. The VSRP has resulted in significant decreases in diesel particulate matter, sulfur oxide and nitrogen oxide emissions into the environment since it was established in 2001. For the first time, the Port also honored 12 ship carriers for their participation in the Environmental Ship Index (ESI), an international clean air program that rewards ocean carriers for bringing their newest and cleanest vessels to the Port.

Security Seminar & Expo Set For Boston

Boston Harbor will be the location for American Association of Port Authorities' (AAPA) 11th Port Security Seminar and Exhibition, July 18-20. The annual event will focus on practices and challenges faced by the port industry, giving participants further insight into one of the most critical issues affecting ports today. The seminar will also feature an exhibition area for vendors to showcase the latest in port security goods and services. One of the topics to be discussed will be implementation of the Transportation Worker Identification Credential (TWIC), a new United States Department of Homeland Security program that requires criminal background checks, security threat assessments and purchase of a biometric photo ID card for those requiring unescorted access to U.S.

NOL Appoints Two Senior Managers

Neptune Orient Lines Ltd, (NOL) has hired two veteran officials at Sea-Land Service as senior executives in its container transportation arm, APL. Edward W. Aldridge, currently Senior Vice President for North America at Sea-Land will become President of APL's Americas Region. Daniel J. McHugh, currently Vice President of the Americas Division at Sea-Land, will become President of APL's Asia-Middle East Region. Tim Rhein, current President and CEO of APL Limited, will continue at the company in a broader capacity to be announced, according to Flemming R. Jacobs, President and Chief Executive Officer of NOL. Aldridge and McHugh round out the team of three senior regional executives at APL reporting to Jacobs.
