US, ATP-IP Reach Settlement over Unauthorized Oil Discharges

Under a settlement agreement with the United States, ATP Infrastructure Partners, LP (ATP-IP) will pay a $1 million civil penalty and perform corrective measures to resolve claims by the U.S. under the Clean Water Act and the Outer Continental Shelf Lands Act (OCSLA) of unauthorized discharges of oil and chemicals from an oil platform into the Gulf of Mexico, announced the U.S. Environmental Protection Agency (EPA), the Department of Justice, and the Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE). This is the first joint judicial enforcement action involving EPA and BSEE claims in response to alleged violations of both the Clean Water Act and OCSLA. The United States’ complaint, which was filed in February 2013, in the U.S.

ABS Elects New Council

At the 150th Annual Meeting of the Members of ABS, three industry leaders were elected to the ABS Council. Following the Annual Meeting, the ABS Council met and elected industry leaders to both its Marine and Offshore Technical Committees. Individuals serving on the ABS Council and the Technical Committees help guide the class society in fulfilling its mission of promoting the security of life, property and the natural environment. “Classification represents the concept of self-regulation for the marine and offshore industry,” said ABS President and CEO Christopher J. Wiernicki.

Gulf Island Fabrication, Inc. Contracts on 3 New Projects

Gulf Island Fabrication, Inc. GIFI +1.89%announced, that through its subsidiary Gulf Island, LLC, it has signed contracts for the fabrication of three new projects totaling $125mn and approximately 1.2 million man-hours which will be included in the company's consolidated backlog when the company announces its earnings results for the second quarter ended June 30, 2011. The three contracts are for: -- A 320 feet long by 160 feet wide dry dock awarded by the Terrebonne Port Commission for the LaShip project. -- A 6,200 ton Process Module for ATP Oil & Gas Corporation's Cheviot project managed through Bluewater Industries. -- A 7,000 ton topsides for Williams Partners' proprietary floating-production system, Gulfstar FPS(TM).

BOEMRE Approves Third Deepwater Drilling Permit

The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) today approved a third  additional deepwater drilling permit that complies with all of the new safety standards, including demonstrated containment capacity, implemented in the wake of the Deepwater Horizon explosion and resulting oil spill. The approved permit is a revised permit to drill a new well for ATP Oil & Gas Corporation’s Well #4 in Mississippi Canyon Block 941, located approximately 90 miles south of Venice, La. “This permit approval demonstrates that deepwater drilling can and will continue in the Gulf of Mexico provided that operators have successfully demonstrated their ability to operate safely,” said BOEMRE Director Michael R. Bromwich.

New contracts for Dockwise

Dockwise Ltd. announced that three new contracts have been awarded to their subsidiaries Dockwise Shipping and ODL for the transportation of a semi submersible drilling rig, for the transportation of the hull of a production platform and for a FEED study of a jacket design respectively. Dockwise Shipping will transport the Noble Jim Day, a large sixth (6th) generation semi submersible drilling rig in 2009. The rig is currently under construction in Singapore. With the number of these large new design semi submersibles under construction still increasing, the contract for the Noble Jim Day is seen as an important development. Dockwise will also transport the hull for ATP Oil & Gas Corporation's Cheviot project currently being constructed in China.

Technip Awarded Contract from Bluewater Industries

Technip has been awarded a contract by Bluewater Industries, Inc. for the flowlines, risers, jumpers and subsea structures for the Mirage field development, in the Gulf of Mexico. This field is located in Mississippi Canyon Block 941, at a water depth of 4,050 feet. ATP Oil & Gas Corporation (NASDAQ: ATPG) is 100% owner and operator of Mirage and Bluewater Industries is managing the project. The contract covers engineering for the installation, welding and installation of two steel catenary risers and two oil and gas export flowlines (31 and 52km long), fabrication and installation of subsea structures and jumpers, and pre-commissioning. Technip's operations and engineering center in Houston (Texas) will execute this contract.

Houston Exploration Obtains Leases In Private Transaction

Houston Exploration has acquired 100 percent working interests in six offshore leases from ATP Oil & Gas Corporation. Varying from 25 to 100 percent, the Gulf of Mexico locales include blocks on Matagorda Island, Vermilion, South Timbalier and Galveston. With total bidding amounting to $1 million, the company is also involved in the formation of another joint venture with KeySpan Energy. The project will entail the exploration and development of the company's current unspoiled offshore acreage.
